PRESENT: Olson, Rudisill, Potts, Lorch, Atkinson. ABSENT: Fashingbauer, Schoeller. Motion made by Potts, seconded by Rudisill to approve the Minutes of August 22, 1984 as submitted. All aye, motion carried. The regular meeting was recessed at 7:02 PM and the public hearing called to order. Lloyd Chalupsky - Public hearing - Mr. Chalupsky presented a top- ographical map of l6ts'4 ana'9, Royalhaven Estates. Showing existing and proposeielevations. Howard Kuusisto has reviewed the plan and submitted a letter with numezo us conditions to be imposed with the Special Use Permit if granted. Residents attending were, Kris and Grant Johnson, Lot 2, Robert.Hanson, 2575 Sumac Ridge, White Bear, Owner of Lot 3 and Delores Johnson, Lot 10. Their concerns were the runoff from the lots and future condition of the road. Both of these concerns are addressed in the proposals from the engineer. The public hearing was closed and the regular meeting reconvened at 7:48PM. Motion made by Potts, seconded by Atkinson to recommend approval of the Special Use permit for L. Chalupsky to fill Lot 4, Royalhaven Estates with the following conditions; 1-12. conditions li.stPd by Howard Kuusisto in his letter of Sept. 7, 1984 "13. 13. City engineer to insure that the swail on the inset, plan dated August 27, 1984 is adequate for a 3-4 inch rainfall. 14. The applicant should check into the plugged drainage outlet on Lot 6. Robert Hanson would like the record to show that he hopes there would be no adverse affect on his property, Lot 3. Lawrence Hazel - Minor Subdivision - Bill Grun purchaser of the lot submitted a survey of the land indicating parcels A and B. Each being 2.79 acres in size. Rudisill made motion, seconded by Olson to recommend approval of the Minor Subdivision for Lawrence Hazel according tb the survey dated 8-28-84. All aye, motion carried. Hugo Planning Commission Sept. 12, 1984 pg. 2 Frank Puleo - Special Use Permit - Mr. Puleo would like to construct a 321 x 561 pole building on the property at 16325 Forest Blvd. It would be is ed for storing recreational and gardening equipment. The property is zoned SFE. They plan to move.a manufactured home onto the lot to be occupied by one of their employees from Lebens Nursery. The mobile home does meet all code requirements for a permanent res--* idence. Motion made by Fashingbauer, seconded by Lorch to recommend approval of the Special Use Permit for Frank Puleo to construct a 32' x 56' pole building providing all setbacks are met; AYE: Fashingbauer, Lorch NAY: Atkinson, Olson, Rudisill, Potts Motion denied. Motion made to recommend denial of the Special Use Permit for Frank Puleo; AYE: Atkinson, Rudisill, Olson, Potts NAY: Fashingbauer, Lorch Motion carried. Mr. Puleo will take his request to the City Council for consideration. Curt Leibel - Special Use Permit - Mr. Leibel provided a site and rainage plan drawing foF review. A letter from R. Nelson indi- cating the water surface elevations was- included. Motion made by Atkinson, seconded by Potts to recommend approval of the Special Use Permit for Curt Leibel to fill lot 93017-2908 accord- ing the plan dated July 11, 1984. Atkinson made motion, seconded by Potts to recommend approval of the site and drainage plan dated July 11, 1984 with the condition that exterior storage is to be behind the building and out of sight. All aye, motion carried. John Johnson - Discussion on Wholesale Florist business. Mr. Johnson is interested in purchasing the Harley Johnson property on Frenchman Rd. Mr. Johnson owns a wholesale florist distributing organization. The Hugo property would be used strictly for growing cut flowers and possibly bedding plants. The heating system is to be determined, coal is a possibility. Sodium vapor lights are used in the green- houses and remainrfrom approximately mid October through March. They anticipate starting with one acre of greenhouses and approxi- mately twelve employees. There would be one truck picking up roses for delivery, per day. Potts made motion, seconded by Fashingbauer recommending approval of the concept as stated, with a special note of apprehension by the applicant regarding the term Special Use Permit. Further rec- ommendation that permanent principle uses in the CB zone be amended to include "wholesale florist". All aye, motion carried. ie and Cary Weisner - Minor Subdivision - Weisners would like to e one acre rom a 22 acre parte own- by Roy Molitor. Motion made by Potts, seconded by Rudisill to recommend approval of the Minor Subdivision for Cary Weisner as stated on Certificate of Planning Commission Minutes Sept. 12, 1984 pg. 3 Weisner — cont. Survey dated 8-13-84. All aye, motion carried. Motion made by Potts, seconded by Atkinson to recommend that a Special Use Permit not be required because of tYe terms Public garage/limited manufacturing under Item 1 principal uses of Chapter 320-4, Subd. L. All aye,.motion carried. Bob Peterson — Site Plan Approval — Mr. Peterson would likAconstruct a 321 x 541 pole building. the property is zoned conservancy. Motion made by Rudisill, seconded by Olson to recommend approval of the site plan for Bob Peterson with the condition that a detailed drawing be presented to the City Council. All aye, motion carried. Vern Pelo uin — Minor Subdivision — Mr. Peloquin is requesting a minor subdivision of 1.6 acres o be purchased by Minnesota Plastics) to construct a building for manufacturing adhesives. Motion made by Potts, seconded by Lorch to recommend approval of the minor subdivision for Vern Peloquin as per survey dated 8-31-84. All aye, motion carried. Chairman Lorch would like to suggest that unless an applicant has provided all necessary documentation (site plan, survey, proof of ownership etc.) that the not consider— A-mg the case. r It was also noted that there was some controversy regarding the term manufactured home and mobile home and size requirements.
