OF THE
HUGO PLANNING COMMISSION
August 8, 1984
The regular meeting was called to order by Chairman Lorch at 7:OOPM.
PRESENT: S„Fayor-McAtt,1t er on, Rudisill, Olson, Lorch•
ABSENT: Potts, Fashingbauer.
Motion made by Atkinson, seconded by Rudisill to approve the
Minutes of June 25, 1984 as submitted. All aye, motion carried.
Lloyd Chalu s - Special Use Permit - Mr. Chalupsky would like to
fill Lot 4, Royalhaven Estates, taking 2,000 yards of fill from
lot 9. Lot four is presently 6/10ths higher than the flood plain.
Mr. Chalupsky has spoken to Dick Miller at Rice Creek Watershed and
this matter will be discussed at their meeting of August 22.
(Fashingbauer arrived at 7:25PM) A special use permit was needed
because the property is in a flood plain. A public hearing has
been scheduled for September 129 1984 at 7:05 PM.
The Planning Commission will meet on Homestead Dr., August 12 at
1:00PM tbrview the property.
Ron Gra - Site Plan A roval - Mr. Gray would like to construct
a -2-4x 3 garage in the CB district at 14609 Fitzgerald (lot No.
of Hugo Feed Mill). Because of the irregular lot shape the
commission recessed at 7:48PM to inspect the property. A variance
for the rear yard setback is also being requested from 20' to 51.
The meeting was called back to order at 7:57PM.
Motion made by Fashingbauer,seconded by Schoeller to recommend
approval of the Site Plan and Variance for Ron Gray to construct
a 24 x 30 garage at 14609 Fitzgerald with the following condition;'
1. The applicant provide a statement from the Feed Mill stating
their feelings regarding the 5' rear yard setback and location
of the garage. All aye, motion carried.
Thomas Rykken - Special Use Permit - Mr. Rykken owns 40 acres at
Jeffrey and County Rd. 4. He woo d like to construct a 201 x36'bld&
to store recreational equipment. Mr. Rykken submitted a letter
from the neighbor on the west stating they have no objection.
Atkinson made motion, seconded by Fashingbauer to recommend approval
of the Special Use Permit for Tom Rykken to construct a 20 x 36
pole building without a permanent residence with the following
conditions;
1. The building to be used for personal storage only as stated
(recreational equipment).
2. Built in accordance with the site plan dated this date 8-8-84.

It was noted that a financial guarantee and formal agreement
would be desireable and should be addressed by the City Council
and Attorney Johnson. This item will be placed on the Council
agenda of September 4, 1984.
Steve Gaffney - Special Use Permit - Mr. Gaffney owner of Minn-
esota Adhesives would like to manufacture industrial adhesives
in the Bald Eagle Industrial Park. They currently have 3 or 4
employees. He stated there is no waste product, 90% of the
chemicals are chlorinated and not flammable. They would be equip-
ped with a sprinkler system and would have no exterior storage.
Motion made by Atkinson, seconded by Rudisill to recommend approval
of the Special Use Permit for Steve Gaffney with the following
condition;
1. The applicant provide a list of all chemicals used in the
adhesives and the volume of materials to be stored pro-
- vided'to the clerks' office to be distributed, subject
to annual review. All aye, motion carried.
It was noted that the fire chief and the State Fire Marshall will
be asked to comment on any necessary fire protection.
Motion made by Lorch, seconded by Olson to adjourn at 9:45PM.
All aye, motion carried.
