HUGO PLAN1TIIM COP, '`ISSION
April 25, 1984
The regular meeting of the planning commission was called to
order by Co—Chairman Potts at 7:00 PY.
PRESENT: Fashingbauer, Potts, Rudisill, Atkinson, Schoeller, Olson
ADSENT: Lorch
It is noted that the Planning Commission met at the Bald Eagle
Sportsmans Association to inspect the prerrises on April 14, 1984.
Motion. made by Fashingbauer, second by Potts to approve the
minutes of April 11, 1984 after the following corrections;
R. Granger, ....trail park "be"
L. Noack, ......gas, oil and "Ph"
All aye, motion carried.
Kostuch — rezoning — Mr. Kostuch would like to rezone small
portions of property on 140th and Fenway from Industrial to
SFU to conform with surrounding properties. A public hearing
was scheduled for May 23, 1984 at 7:05 PD1.
The regular meeting was recessed at 7:14 PM.
Palme — Major Subdivision — The public hearing was called to
order at 7:15 PM. Residents in attendance were Don Lease,
Dick Dawson, owner of farmland on the east and Carl Johnson
12400 Ivan. Their concerns were drainage from the lots and
would it go to the lake and would the new home owners begin
objecting to the farming operation because of undesireable
odors and noises. The public hearing was closed at 7:40 PM.
The regular meeting was reconvened at 7:41 PTT.
Potion made by Atkinson, second by Olson, to recommend approval
of subdivision plan for Arnold Palme with the following conditions:
1. A plan should be presented to the city to insure the
integrity of the existing drain tile from the low area
on the west side of the property to the lake.
2. Roads accepted after development is 80% complete.
3. New residents be advised of existing farming condi—
tions to the east.
4. Northern most cul—de—sac be made more round for ease
of snow plowing.

5. A covenant be added to deeds for lots one and five
stating that in the event of the installation of city
sewer, water or street improvements the owner of those
lots agree to pay assessments based on a minimum of
300' of assessable footage.
All aye, motion carried.
Ji.nmy DeMars — Special Use Permit — Nr. DeMars would like to
construct a 401X 3' pole building prior to the principal
residence. They plan to start their home in July of 84.
Motion made by Potts, second by Rudisill to recommend approval
of the DeMars Special Use Permit to construct a 40' X 63' pole
building prior to the principal building with the following
conditions;
1. .'i letter of credit in the amount' of � 1,500 submitted
to the city to insure principal building construction
begins within one year.
2. To insure compliance with site plan approved and
all set backs
3. A letter of consent be provided by neighbor to the east.
4. Provide a dimensioned site plan to city council.
All aye, motion carried.
Dald Eagle Snortsmans Association -Mr. Arthur Timm submitted
their plans for extending the shooting range to 200 yards and
a direct on change of 10 degrees east. He stated the current
membership is approximately 150-160. They would also like to
change their hours from 8-8 to 9-9 on a trial basis. Range
plans and regular hours change to be discussed on May 9, 1984.
T%iotion made by Potts, second by Atkinson to recommend approval
of the Special use permit for the B.E.S.A. and the special dates
and hours as stated in the letter of April 10. All aye, motion
carried. Mr. Timm stated he would provide a membership location
list of at least W'o by June 1st, 1984.
Richard Granger — Ya'or Subd. — motion made by Potts, second by
Fashing auer to recommend approval of the preliminary plan for
Richard Granger with the following considerations;
1. Lust control procedures should be enacted until devel—
opment is 80"� complete. The procedures to take place
on Falcon Ave. between 120th St. and the south edge of
the development (38 homes will cause 576 to 701 dual
wheeled or tandum axled trucks to pass by).
2. The subject of railroad crossings should be looked
into, also Falcon Ave. near 125th St. railroad crossing
is SOFT now and in need of road repair prior to dev—
elopment.
3. A gond on the property to the north of Mr. Granger's

is DITR protected, also the pond on the property east of Mr.
Granger's is DTP7, protected, but the ditch between them through
T"r. Granger's is not. The above needs to be addressed by Hugo,
DITR, Rice Creek watershed Dist. Also can high water level be
loweredbydrainage ditch improvements to the east.
4. Code Article 20.0-6 Subd. C. items 3 and 5 directs us to
provide for future streets to "adjacent unsubdivided par—
cels". An example would be the land nor -M o!' Mr. Granger's
Block 1 icts b,l, and 8. An alternative night be to bring
125th St. west from Highway 61 to serve Mr. Granger's dev—
elopment and unsubdivided area to the north.
5. Roads accepted after development is 800/*0 complete.
6. City Council should be aware of the discrepancy (25')
of property lines at Everton and 122nd and should be
solved so as not to adversely affect the Dale Pelletier
property.
All aye, motion carried.
Mrs. Fashingbauer would like it noted that she prefers Europa
not become a through street.
Lawrence Hazel — Rezoning — Mr. Hazel would like to rezone 5.77
acres from agriculture and conservancy to SFE and divide into
two equal parcels. A public hearing was scheduled for May 23,
1984 at 7:30 PM.
Sallv Iluellner — SUP — Mrs. Muellner would like open a beauty
shop in her home. There is a main entrance which provides
access to the basement, where the shop would be located. The
building inspector and fire chief would inspect the premises.
Motion made by Potts, second by Fashingbauer to recommend appro—
val of the Special Use Permit for Sally Muellner with the fol—
lowing conditions;
1. She provide the city with a letter from the neighbor to
the south stating they have no objections.
2. Th&t she meet any and all state requirements for a home
beauty shop.
All aye, motion carried.
Atkinson made motion, second by Potts to adjourn at 10:28 PTI.
