OF THE
HUGO PLANNING COMMISSION
January 9, 1980
The public hearing to consider the rezoning request of Marvin Christiai:son was
called to order at 7:45 PM.
PRESENT: Peloquin, Hanson, Greger, Lorch, Houle, Peltier
ABSENT: McAllister
Mr. Christianson is requesting to rezone 12.96 acres from SFE to SFU. Appro-
ximately 2 acres will ultimately remain with the present house. The land
to be rezoned is approximately 600' from city sewer, and Mrs. Christianson
stated that she was aware there would be no buildable lots until sanitary
sewer was extended to the property.
Phil Greenwaldt, 6232 Oneka Lake Blvd., was present, and concerned that he
inight be forced to put in city water and sewer to his property. Because his
lies to the east of the property to be rezoned, Peloquin did not feel Green-
waldt would have any problem.
Mrs. Christianson provided the Commission with proof of ownership. The
land to be rezoned abuts an SFU zone.
The public hearing was closed at 7:58 PM. (MCALLISTER ARRIVED AT 8:05 PM)
The regular meeting was called to order by Chairwoman Peltier at 8:07 PM.

Motion made by Peloquin, seconded by McAllister, to approve the minutes of
December 12, 1979, as submitted.
All aye. Motion Carried.
Motion made by McAllister, seconded by Lorch, to approve the minutes of the
Special Meeting of December 13, 1979, as submitted.
All aye. Motion Carried.
MARVIN CHRISTIANSON - REZONING
Motion made by McAllister, seconded by Greger, to recommend approval of the
request of Marvin Christianson to rezone 12.96 acres from SFE to SFU.
All aye. Motion Carried.
JAMES BREVIG - REZONING
Brevig's attorney, Mr. Geck, was present, and formally requested that Mr. Brevig's
application for rezoning be .reopened. Mr. Geck stated that the lot is presently
4.5 - 5.0 acres. He was under the impression that originally the lot was in-
tended to be two lots, but the buyer wanted to keep in one parcel. The lot would
ultimately be divided into two lots (1- 3A, 1 - 2A). Geck felt that this was
a reasonable solution to the matter of the dike. The dike would remain in its

present location, with a public easement granted to the city. Geck stated that
he would like the land to be rezoned to the SFE District. Peltier stated that
this would be forming two non -conforming lots. McAllister did not feel that the
Pla[zning Commission's recommendation would have much influence in this particu-
lar case, because the city is trying to negotiate with Mr. Brevig to resolve
the dike problem.
Geck did not feel that the request was unreasonable because of the size of lots
iri the area.
The Planning Commission could not agree on the zoning district that should be
requested for/the public hearing.

Motion made by McAllister, seconded by Peloquin, to set a public hearing for
February 13, 1980, at 7:30 PM, to consider for suitable rezoning the property
of James Brevig hereby described: Lot 2, Block 2, Evergreen Hills.
Hanson questioned why a public hearing should be held to create to substandard
lots. He thought there should be a way to handle the matter without rezoning.
Irsfeld stated that the reason for the public hearing was to have the input
from adjoining residents.
VOTING FOR: Peloquin, Hanson, Houle, Lorch, McAllister, Peltier
VOTING AGAINST: Greger

ALEX ZALUCKYJ - CONSTRUCTION OF HOME ON ONEKA LAKE BLVD. (Discussion only)
Mr. Zaluckyj would like to construct a home on 20 acres of property presently
owned by George Schtowchan. Property across the road might have to be pur-
chased in order to meet the 20 acre zoning requirment. The old homestead
will have sufficient acreage after division of the land, but might not have
300' road frontage. Peltier will contact Attorney Johnson regarding the
city's road frontage requirements.
GERALD DABF. - LAND DIVISION

Motion made by Peloquin, seconded by Lorch, to add Mr. Gerald Dabe /the agenda
for all purposes.
All aye. Motion Carried.
Mr. Dabe will be dividing 40 acres into three lots (1 - 20A, 1- 10A, 1- 10A).
The prospective buyer will pay cash for one 10 acre site, and the other 10 acre
site will be on a Contract for Deed. Mr. Dabe lives on the 20 acre site.
Private easements will have to be provided to give the buyer access to a city
road, (one for the easement from Henna Avenue and one for the easement along
the 10 acres on Contract for Deed). Both easements are 60' wide and owned by Dabe.

Motion made by Peloquin, seconded by Lorch, to recommend approval of the Land
Division for Gerald Dabe to divide 40 acres into one 20 acre site and two 10
acre sites, provided that Mr. Dabe submits a copy of the deed from the north
parcel of land showing the two easements to Henna Avenue, and a copy of the
Contract of Deed showing an easement to Henna Avenue on the private road
presently owned by Gerald Dabe.
VOTING FOR: Peloquin, Hanson, Greger, Houle Lorch, Peltier

VOTING AGAINST: McAllister (The Planning Commission does/act on Land Division).
Motion Carried.
GUIDELINES FOR ACCESSORY BUILDINGS IN VARIOUS ZONES
The Planning Commission discussed the guidelines as previously compiled at the
Special Meeting of December 13, 1979.
Motion made by McAllister, seconded by Peltier, to recommend that the Planning
Commission forward to the City Council the attached schedule and recommend in-
corporation into the Hugo City Code, Chapter 320.
VOTING FOR: Peloquin, Greger, Houle, Lorch, McAllister, Peltier
ABSTAINED: Hanson
Motion Carried.
Motion made by McAllister, seconded by Lorch, to adjourn at 10:56 PM.
