Hugo Planning Commission
January 23, 1980
The Special Meeting held to discuss the Comprehensive Plan with Carl Dale
was called to order by Chairwoman Peltier at 6:38 PM.
PRESENT: Peloquin, 1hanson, Greper, Houle, Lorch, McAllister, Peltier
Mr. Dale also present.
1. Discussed and reviewed the new soils and topographic charts prepared
by Washington County Planning*.
2. Discussed an proposal to include a new map in the Comprehensive Plan
more clearly defining large areas now deemed unbuildable, e:g.,
lakeshore, Conservancy, etc.
3. Motion made by McAllister, seconded by Peltier, that "no material or
correspondence" pertaining to a preliminary or final draft of the
proposed Comprehensive Plan be transmitted to any individual or agency
without review and approval by the Governing ^ody.
VOTING, FOR: Hanson, Lorch, I-icAllister
VOTING AGAINST: Greger, Peltier
ABSTAINED: Peloquin, Houle
MOTION CARRIED.
4. Carl Dale requested rather than formal voting, a consensus on the fol-
lowing* subject matter:
A. Inclusion of the site as indicated on his present proposed plan of
"a new Fire Station".
It was the consensus of the Planning Commission that no "specific
site" should be mentioned in the new plat..
B. It is the consensus of the Planning Comiission that no mention of
the overpass over Highway 61 "as proposed" should be included in
the plan.
C. It is the consensus of the Planning Commission that no mention of
the "proposed plan" west of Highway 61 and south of Interstate
Lumber for a shopping center should be included in the plan.
5. Motion made by McAllister, seconded by Greger, that the Planning Commission
recommends the City Council "does not" include or address Incentive Zoning
in the Comprehensive Plan.
VOTING FOR: Peloquin, Hanson, Greger, Houle, Lorch, McAllister
VOTING AGAINST: Peltier
MOTION CARRIED.

6. Carl Dale requests specific problems be brought to his attention
that we feel will be of concern in the 1980-81 immediate future.
7.vreger presented Carl Dale with the information he requested pertaining
to Open Space.
8. Motion made by Peltier, seconded by Peloquin, to set a Special Meeting
for February 27, 1980, at 6:30 PM, for the purpose of discussion of the
Comprehensive Plan in conjunction with Carl Dale.
All aye. Motion Carried.

MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
January 23, 1980
The regular meeting of the Planning Commission was called to order by
Chairwoman Peltier at 8:27 PM.
PRESENT: Peloquin, Hanson, Greger, Houle, Lorch, McAllister, Peltier
Motion made by Peloquin, seconded by Houle, to approve the minutes of
January 9, 1980, as submitted.
All aye. Motion Carried.
LLOYD SATHRE - LAND ON SUNSET LAKE (Discussion only)
Mr. Sathre owns 35 acres located on the northeast corner of Sunset Lake.
There is a high spot on the land on the property and he is contemplating
constructing a two family house. His proposed driveway will have to cross
wetland, and could possibly require a permit from Rice Creek Watershed.
Peloquin added that the city might be interested in obtaining aaeasement
across Sathre's property for the extension of Ingersoll Avenue to 132nd
Street.
Mr. Sathre was told that he would need a Special Use Permit for the duplex
in the RRII District, perc test approval from the Building Inspector, and
possibly a permit from Rice Creek Watershed to fill in wetlands for his
driveway. The easement to the city would probably discussed at a later time.
ALEX ZALUCKYJ - VARIANCE
Mr. Zaluckyj has made application for a variance for 220' road frontage for
the old homestead located at 7031 Oneka Lake Blvd. His new building site
will be located on 20 acres and 20 acres or more will remain with the homestead.
The property to be divided lies in the Conservancy District. Mr. Zaluckyj
was informed that he would have to meet the 20' side yard setback require-
ment for the new house. The land has not at yet been surveyed, awaiting
approval from the city for their proposal.
Motion made by McAllister, seconded by Lorch, to recommend approval of the
request of Alex Zaluckyj to allow for a Land Division with an existing
home which does not meet the 300' requirement at the building setback line,
as indicated on the Site Plan submitted.
All aye. Motion Carried.
Motion made by Peloquin, seconded by McAllister, to adjourn at 9:55 PM.
