OF THE
HUGO PLANNING COMMISSION
February 27, 1980
The regular meeting was called to order by Peltier at 8:06 PM.
PRESENT: Peloquin, Greger, Lorch, Houle, McAllister, Peltier
Larry Irsfeld was also present.
ABSENT: Hanson
Motion made by Greger, seconded by McAllister, to approve the minutes of 2/13/80
as submitted.
All aye. Motion Carried.
THOMAS CLARK - DIVISION OF LAND
Mr. Clark is proposing to divide his acreage located in Section 27. Part.of the
land lies in the Agriculture district and part in the RRII district. Lot 4 on his
proposed plan has five acres but is only 165' in width. This parcel is in the RRII
district. Attorney Johnson submitted a report concerning this request and suggested
that Mr. Clark could apply for a Minor Subdivision for Lot 4, along with a variance
for the 165' width, and apply for Land Division for the balance, 3 ten acre lots.
Motion made by McAllister, seconded by Peltier, that we place the matter of the
Minor Subdivision for Lot 4 for Thomas Clark on the agenda for the meeting of
March 12, 1980. Mr. Clark to provide a certificate of survey, proof of ownership,
and an acceptable perc test showing the site the test was taken. Minor Subdivision
and variance to lot width of Lot 4 as indicated.
All aye. Motion Carried.
GRACE DEVELOPMENT - MINOR SUBDIVISION
The owners of Metro Steel in the Bald Eagle Industrial Park are interested in pur-
chasing 4 acres from Grace Development for expansion of their business. A report
from Howard Kuusisto regarding this matter is on file. Mr. Tschida stated they he
has an agreement with Metro Steel for the construction of Farnham Avenue north from
130th Street. McAllister stated that Grace Development might have to enter a con-
tract with the city for the blacktopping of the street after all improvements have
been made.
Motion made by McAllister, seconded by Peltier, to recommend approval of the Minor
Subdivision for Grace Development for the parcel of land lying imemediately north of
Lot 1, Block I, as indicated in the plan. Subject to the following:
I. That the applicant deposit with the City of Hugo a letter of credit in an amount
to be determined by the City Council guaranteeing the construction of Farnham
Avenue north for the entire distance lying north of 130th Street as proposed
for the Minor Subdivision.

2. That the applicant provide a drainage plan suitable to the requirements as may
be determined by the City Engineer.
3. The Planning Commission does not recommend a bituminous street at this time, but
recommends the City Council consider a development contract with the subdivider
for future blacktop requirements.
All aye. Motion Carried.
Motion made by Greger, seconded by Houle, to recommend refunding of the $25.00 fee
for Site Plan Approval provided by Grace Jackson and cancel the application.
All aye. Motion Carried.
RICHARD SCHUH - MINING PERMIT
ANDREW GOIFFON - SPECIAL USE PERMIT
Mr. Schuh is interested in reopening the gravel pit previously worked by LaValle
Excavating. LaValle's permit has expired.
Motion made by McAllister, seconded by Peltier, to set a public hearing for March 26,
1980, at 7:30 PM, to consider the requests of Richard Schuh for a Mining Permit and
Andrew Goiffon for a Special Use Permit.
All aye. Motion Carried.
Motion made by McAllister, seconded by Houle, that the secretary be instructed to
forward a copy of the applications and the topographical map to the City Engineer
requesting that he comment in writing prior to the public hearing.
All aye. Motion Carried.
THOMAS CLARK
Motion made by McAllister, seconded by Lorch, that the scretary be instructed to
contact Mr. Thomas Clark and emphasize that the Planning Commission will consider
a suitable perc test and that he will not be required to provide a certificate of
survey at this level. Ultimately, the City Council will probably require a certi-
ficate of survey before they give their final approval.

MINUTES OF THE SPECIAL MEETING
HUGO PLANNING COMMISSION
February 27, 1980
The Special Meeting was called to order by Chairwoman Theodora Peltier at 6:32PM.
PRESENT: Peloquin, Peltier, Greger, Lorch, McAllister
Mr. Carl Dale was also present
1. Discussed "time limit" to send copies of Preliminary Plan to School Districts,
counties, and other cities. Recommend that the City Council adopt the alter-
native of submitting the plan to the Metro Council at the same time we send
out all other required copies.
2. A resolution must be passed by the Council prior to forwarding to Metro stating
that they have "reviewed" the Preliminary Plan. The resolution does not con-
stitute official adoption or approval by the Council. Target date to deliver
a Preliminary Plan to the City Council will be late March. A public hearing
should be held in May to stay on our timetable. Planning Commission should
receive preliminary drafts approximately March 10th.
3. Jime Houle arrived at 7:02 PM.
4. Reviewed maps of prime agriculture land in Hugo. Charts were prepared by SCS.
The definitions of prime agriculture land was discussed. There did not seem to
be a clear understanding of the term "prime".
5. The Planning Commission agreed that agriculture land is very spotty in Hugo.
Mr. Dale may include this in the Preliminary Plan to be sent to the City Council.
It will not mention the term prime agriculture land.
6. The city has considered gun clubs as possible land use; however, recent polls
and feelings against the gun clubs due to noise and environmental reasons may
limit the future of gun clubs. Mr. Dale may include this in the Preliminary
Plan to be sent to the City Council.
7. Motion made by Peltier, seconded by Lorch, to set a Special Meeting of the Hugo
Planning Commission for March 26, 1980, at 6:30 PM. All aye. Motion Carried.
8. Motion made by Peltier, seconded by Peloquin, to adjourn at 7:56 PM. All aye.
Motion Carried.
