SPECIAL MEETING
March 26, 1980
The Special Fleeting to discuss the city's Comprehensive Plan was
called to order by Chairwoman Theodora Peltier at 6:40 PE.
PRESENT: Peltier, Lorch, Greger, Peloquin, Hanson, McAllister
ABSENT: Houle
1. Received preliminary draft of Comprehensive Plan. Copies sub—
mitted to Planning Commission, City Engineer and City Attorney.
There is further data to be included that is not available at
this time.
2. The sewer plan will not be included in this plan. Ns. Kuusisto
will be responsible to update the sewer plan (208 Plan). Tir_;e—
table for sewer plan will be within 9 months after the Compre—
hensive .Plan is submitted.

3. Motion made by Peltier, seconded by Lorch, to set a Special Meet—
ing of the Hugo Planning Commission to further discuss the Com—
prehensive Plan for April 9, 1980, at 6:30 PM.

The public hearing to consider the requests of Andrew Goiffon for
a Special Use Permit and Richard Schuh for a Mining Permit was
called to order at 7:35 ?1J.
PRESENT: Peloquin, Hanson, Greger, Houle, Lorch, McAllister, Peltier
There was no one present at the meeting to voice any pros or cons to
the request. 11r. Schuh stated that it was possible that a bitumi—
nous plant would be placed at the site. The haul roads would be
the same as used for his pit on the Duraine property. Mr. Schuh
has a '25,000 bond and )10,000 letter of credit for the pit on
the Duraine property. He also has a 05,000 bond in conjunction with
the Special Use Peimit issued to 11irs. Lavina Duraine. Peloquin felt
that these financial guarantees would be sufficient for both permits.
The public hearing was closed at 7:45 PM.
The regular meeting was called to order at 8:00 PM.
PRESENT: Peloquin, Hanson, Greger, Houle, Lorch, '-cAllister, Peltier
Motion made by Peloquin, seconded by I'•;cAllister, to approve the minutes
of March 12, 1980, after the following changes have been made:
Page 1 — (last paragraph) — A letter was received from the City Attor—
ney-----, and was read at the meeting.
Page 2 (Brevig) — rezone approximately 4.8 acres
Page 3 (George Rice) — There would be a 36' leanto on each side of the Bldg
Page 3 (Joan Harvey) — Mr. dalsted resides in Washington

1-otion made by Mc Lllister, seconded by Peloquin, to recommend approval
of the Special Use Per it for Mr. Andrew Goiffon, to become effective
May 1. 1980, and subject to annual review in May, 1981.

Lotion made by McAllister, seconded by Peloquin, to recommend approval
of the Mining Permit for Richard Schuh. Mr. Schuh to comply with all
conditions of Chapter 170 and post the necessary bonds as may be re—
quired by the City Council. Irr. Schuh already carries abond in the
amount of w25,000.00 for another gravel pit. The haul roads will

be the same as the permit held by Richard Schuh for the operation
out of the Lavina Duraine property with the exception of 147th Street
between the gravel pit and Irish Avenue. Permit to become effective
I,ay 1. 1980 and subject to annual review in Iiay, 1981.

THONAS CLARK — I INOR SUBDIVISION
Ir. Clark submitted a pert test for the 5.1 acre lot and proof—of—
ownership. The pert test was reviewed by the Building Inspector and
met with his approval. Land Division will be required for the balance
of the 30 acres.
I`otion made by IcAllister, seconded by iHoule, to recommend a proval
of the 1inor Subdi-Orion for Thomas Clark to create two lots pone 5.1
acres and one 30 acres). Let the record show that Mr. Clark did not
provide a Certificate of Survey at the Planning Commission level,
but he is aware that the survey will be required before any deed
can be recorded. 1.11e also recommend approval of a Variance for less
than 300' at the building setback line because no more land is
available. The Building Inspector to refer the building plans to
the City BnE;ineer for his review of location and drainage plans prior
to the issuance of the Building 2ermit. ?lease make note of Mr.
Johnson's letter dated February 19, 1980.
Greger made notion to amend the previous motion to strike all reference
to a variance.
Motion failed for lack of a second

C URLES SCS •,fAB — SITE PLAN APPROVAL
Ir. Schwab has made application to construct a 32 x 32 pole barn in
the AG district.

of the Site Plan for Charles Schwab to construct a 32 x 32 pole barn.
=Approval includes a variance to construct an accessory structure ahead
of the principilh-structure (house), as per Site Plan submitted.

Rice rezoning request until -the meeting of .IApril 9, 1980.

City Council that the Clerk's office and the Planning Commission be
allowed to accept applications for variance and Site Plan on a single
application form and when there are parallel requests, to charge the
higher fee.
