PRESENT: Peloquin, Hanson, Greger, Lorch, McAllister, Peltier ABSENT: Houle Mr. Tschida presented the Commission with perc tests for the proposed three lots and proof -of -ownership. It was determined that the proposed subdivision will be called Valley View 3. (HOULE ARRIVED AT 7:45 PM) Mr. Tschida stated that the Washington County Highway Department will not issue any Driveway Permits until the hardshell is approved. Grace Development has been placed on the agenda at Rice Creek to obtain their permits for onsite septic systems (meeting of June 25th). Mrs. Bramstedt, 6104 Egg Lake Road, was present and expressed concern about the possibility of sanitary sewer be extended and the number of driveways needed to the three lots. She was informed that approval of the subdivision does not necessarily mean city improvements. The addi- tional three lots will require one extra driveway. It was determined that Grace Development's application and plans were incomplete. Mr. Tschida was provided with a copy of the Checklist for subdivision and told to return when everything was in order. Motion made by Peltier, seconded by Peloquin, to recess the public hearing until July 9, 1980, at 7:30 PM. All aye. Motion Carried. Let the record show that Mr. Tschida received his perc tests back and are no longer in the custody of the city. The regular meeting of the Planning Commission was called to order at 8:30 PM. PRESENT: Peloquin, Hanson, Greger, Houle, Lorch, McAllister, Peltier Motion made by McAllister, seconded by Houle, to approve the minutes of May 28, 1980, as submitted. All aye. Motion Carried. Motion made by Lorch, seconded by Peloquin, to approve the minutes of the Special Meeting of June 10, 1980, as submitted. All aye. Motion Carried. Hugo Planning Commission June 11, 1980 Page 2 of 2 NORMAN HORTON - ANNUAL REVIEW (AUTO DISMANTLING LICENSE) Mr. Horton was present and stated that a new operator will taking over in the near future. A lease has been drawn up including all conditions of the Special Use Permit to make sure they are complied with. McAllister requested that Mr. Horton ask that the new operator try and keep the gates closed during the evening hours. N.r. Horton requested that the Planning Commission consider deletion of certain items of his permit: Item 2 (planting of trees) - Trees are no longer necessary because of highway fencing. Item 3 (parking area) - Blacktop has been completed Item 10 (bond) - Trees and parking area completed Motion made by McAllister, seconded by Greger, to recommend that the City Council renew the Special Use Permit for Norman Horton, Jr., with the following exceptions: 1. Delete Item 2 in its entirety. 2. Item 3 to read: Permit holder shall maintain bituminous parking area of at least 2400 sq. ft. on the property and such area should be reserved for customer parking. i0 3. Delete Item 1f in its entirety. All aye. Motion Carried. Let the record show that the bond is not required because trees not required, parking completed, and fencing provided. RICHARD SCHUH Motion made by McAllister, seconded by Lorch, that the City Engineer advise if Mr. Schuh has not completed road repairs to his satisfaction. If not, Mr. Schuh to be placed on the agenda for the meeting of June 25th and the City Engineer be requested to appear as an ex officio member of the Planning Commission. All aye. Motion Carried.
