HomeMy WebLinkAbout1980.06.25 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION June 25, 1980 The public hearing to consider the request of Wildwood Development for a Special Use Permit to construct a multi -family unit in the SFU zone was called to order by acting Chairman McAllister at 7:04 PM. PRESENT: Peloquin, Hanson, Greger, Houle, Lorch, McAllister ABSENT: Peltier Richard Granger submitted revised plans for the proposed unit. An additional 15' will be added to Lot B from Lot A creating the necessity for a Minor Subdivision. Two variances will also be required: 1) lot size and 2) rear yard setback. Granger stated that his attorney, Richard Hiniker, will be working with the City Attorney for drawing up of the by-laws of the association. A drainage plan has been sub- mitted to the City Engineer for his review. The new Site Plan includes the construction of six garages. There is room for two additional, but another variance would be required for construction ahead of the principal building. Councilman Irsfeld felt that it was not city policy to include a private easement when considering the lot size (acreage only). It was deter- mined that a lot size of 14,000 sq ft would be requested, versus the required 20,000 sq. ft. Mr. Granger stated that he took his plans and personally talked to the adjoining neighbors, and he heard no negative comments. The public hearing was closed at 7:40 PM. The regular meeting was called to order at 8:00 PM. PRESENT: Peloquin, Greger, Hanson, Houle, Lorch, McAllister ABSENT: Peltier Motion made by Greger, seconded by Peloquin, to approve the minutes of June 11, 1980, after the following correction has been made: Page 2 (Horton) - Item 3 of motion should read: Delete Item 10 in its entirety. All aye. Motion Carried. Motion made by Greger, seconded by Houle, to approve the minutes of the Special Meeting of June 17, 1980, as submitted. All aye. Motion Carried. Hugo Planning Commission June 25, 1980 Page 2 of 5 WILD11OOD DEVELOPMENT - SUP, MINOR SUB, TWO VARIANCES Hanson expressed concern regarding where water would drain if the A & W property was ever developed. (PELTIER ARRIVED AT 8:10 PM). Mr. Granger stated that run off would go around the building and to the south. Jay Knoph, owner of the A & W. stated that the catch basin located on his property worked very slow. Hanson suggested the possibility of a drainage easement along the rear property belonging to Wildwood. Peloquin stated that before any blacktopping should be done, the possibility of having a storm sewer foUggeces of property should be investigated Motion made by McAllister, seconded by Peltier, to recommend approval of the Special Use Permit for Wildwood Development to construct an eight unit multi -family dwelling condominium in the SFU zone, subject to the following: 1. The developer is to construct the building as indicated on the submitted Site Plan. 2. The developer to comply with all requirements for drainage as may be required by the City Engineer. 3. The building is to be constructed of the materials and the appro- ximate colors as shown to the Planning Commission. 4. The developer to post a Letter of Credit, in an amount to be deter- mined, to cover the exterior Site Plan compliance and blacktopping of the proposed parking area, to the satisfaction of the city. 5. The developer will provide to the City Council a copy of the Condominium Association Agreement, which shall be to the satis- faction of the city. 6. The private easement between Lots A and B be of a perpetual nature and recorded on both deeds, subject to the satisfaction of the city. VOTING FOR: Peloquin, Hanson, Greger, Houle, Lorch, McAllister, Peltier Motion Carried. Motion made by McAllister, seconded by Peloqui, to recommend approval of the Minor Subdivision for Ronald Granger, a� certificate of Survey on file. All aye. Motion Carried. Motion made by McAllister, seconded by Greger, to recommend approval of the Variance for Wildwood Development for parking within 2' of the rear property line (5' required). All aye. Motion Carried. Hugo Planning Commission June 25, 1980 Page 3 of 5 Motion made by Greger, seconded by Houle, to recommend approval of the Variance for Wildwood Development to construct a multi -family dwelling on a lot of 14,000 sq. ft. (20,000 sq ft required) because of the size of the proposed apartments. All aye. Motion Carried. Richard Granger stated that he would prefer to have 8 garages con- structed on the site, but would not like that to hold up approval of his Special Use Permit. Peloquin made motion that the City Council handle the garage matter as they see fit and do not refer the request back to the Planning Commission. Peloquin withdrew his motion, Motion made by McAllister, seconded by Lorch, that the City Council entertain another application from the developer for a Variance for two more garages to the project, and if it can be worked out at the City Council level satisfactorily, that they approve same. The Planning Commission requests that the application not be returned to them. VOTING FOR: Lorch and McAllister VOTING AGAINST: Hanson, Greger, Houle, Peltier ABSTAINED: Peloquin Motion Failed. RON GLANZER - 8 ACRES IN 10 ACRE ZONE Mr. Glanzer owns 8 acres in the Ag zone. The Contract for Deed was recorded at Washington County in 1973. It was determined that Mr. Glanzer has a buildable lot, and all that would be required for a Building Permit would be a perc test. STEPHEN DALE Mrs. Dale, Cyril LaCasse's daughter, would like to divide 40 acres into 4 parcels. There is an overlap of property that lies in the Conservancy zone. The majority of the land is zoned Agriculture. If a Certificate of Survey indicating 4-10 acre parcels is submitted, all that would be required is Land Division. If the small amount of land in the Conser- vancy district is still on another deed, a Minor Subdivision will be in order. STAN MOLDENF.AUER Mr. Moldenhauer represents a couple interested in purchasing 10 acres along 122nd Street (zoned AG). They would like to divide the property • into two 5 acre tracts which would require a rezoning. The proper applications should be submitted. Hill would like to remodel the 40 x 50 building located at the rear of her property to accommodate an on sale liquor establishment Mrs. Hill stated that the building was formerly used to store lumber, and was structurally sound. Tom Crever was present and stated that he had previously inspected the budding and did not find it to be in that condition. Mrs. Hill has a structural engineering report that she will submit to the Bldg. Inspector. At present, she is having a contractor draw up the plans for the remodel- ing. She has purchased the adjoining property from Stan Lynn,and that will be used for parking. Mrs. Hill plans on using the septic system presently located on the newly purchased land. Motion made by McAllister, seconded by Greger, to table the request until the meeting of July 9, 1980. All aye. Motion Carried. MR. TOURIST CAMP - SITE PLAN APPROVAL The marrger of ca as as present and stated that Mr. Ramaden just had surgery and couldTaTtend the meeting. He plans on constructing a 32 x 64 pole barn to be used for a grocery store. The campground would be continued, with camping limited from April to October. The property in question lies in the RB district. McAllister stated that a Special Use Permit would be in order to allow for a seasonal business in the RB zone. The proposed mound septic system was drawn up with conditions as required by the State Health Department. The Bldg. Inspector was instructed to contact the City Engineer regarding the proposed system. The Planning Commission has requested that the professional staff pro- vide written comments regarding this matter for the meeting of 7/9/80. WILSON TOOL - SITE PLAN APPROVAL Motion made by McAllister, seconded by Peloquin, to add Wilson Tool to the agenda for all purposes. All aye. Motion Carried. Wilson Tool is proposing to construct a 120 x 270 addition to their present building. The new structure will create positions for between 100 - 300 people. The proposed parking lot will consist of a cement base. Plans for the new structure are on file. Motion made by McAllister, seconded by Greger, to recommend approval of the Site Plan for Wilson Tool to construct a 120 x 270 addition to their present building.
