OF THE
HUGO PLANNING COMMISSION
July 23, 1980
The meeting was called to order by acting Chairman McAllister at 8:01 PM.
PRESENT: Peloquin, Hanson, Greger, Lorch, McAllister
ABSENT: Houle and Peltier
Motion made by Hanson, seconded by Lorch, to approve the minutes of July 9, 1980
as submitted.
All aye. Motion Carried.
Let the record show the minutes of the Special Meeting of July 16, 1980 were not
available for review. Matter to be placed on agenda for meeting of 8/13/80.
METRO STEEL - SITE PLAN APPROVAL
Mr. Eldridge was present and stated that he would like to construct a 50 x 126
cold storage building at Metropolitan Steel. (HOULE ARRIVED AT 8:03 PM) The
business is located in the Bald Eagle Industrial Park. The new building would be
of the same type as the existing building, and would employ 5 or 6 additional people.
The 60 x 120 parking area would be sufficient to handle the new building.
Let the record show that a fee of $25.00 was paid by the applicant for Site Plan
review. Industrial Site Plan review is $10.00 and the Planning Commission requests
that the City Council consider refunding the balance.
Motion made by Peloquin, seconded by Lorch, to recommend approval of Site Plan for
Metro Steel to construct a 50 x 126 cold storage building at 5212 130th Street
North. Building to be located as indicated on submitted Site Plan.
All aye. Motion Carried.
ROBERT WOOLSTON - SITE PLAN APPROVAL
Mr. Woolston, 7761 180th Street North, would like to construct a 32 x 40 pole barn
to be used for his horses and personal storage. He owns 5 acres in the Agriculture
zone.
Motion made by Greger, seconded by Houle, to recommend approval of the Site Plan
for Robert Woolston to construct a 32 x 40 pole barn to be used for storage of
personal equipment and horses.

LAMETTI & SONS - SITE PLAN APPROVAL
The bookkeeper from Lametti was present and stated that the 40 x 300 building would
be used for storage of equipment. The poles for the building have already
been placed in the ground 13' from the property line. There was discussion as to
whether the property was to be considered side yard or rear yard. Peloquin felt
that because the buildings faced south and the railroad tracks ran along the east
side, the west property line should be considered a side yard. The ordinance reads
30' minimum for rear yard setback. Mrs. Caruth owns the abutting property, and
Greger felt that her approval would be required prior to the issuance of a Variance,
if required. hh
Howard Kuusistoel1hat two matters/geladdressed: 1) general direction of the
drainage, and 2) first floor elevation of storage building. The representative
stated that the land has been graded so that surface water will go the south into
a ponding area. The elevation data will be submitted.
Motion made by McAllister, seconded by Lorch, that the Site Plan submitted by
Lametti & Sons be forwarded to the City Council without recommendation. Let the
record show construction of the proposed building was under taken without a
building permit in violation of the Hugo City Code. The Planning Commission has
no objections to the Site Plan or an application for a rear yard setback variance
to conform as indicated in the chart in the Industrial zone. However, the Planning
Commission feels the property owner to the west of the property line should noti-
fied and have an opportunity to comment prior to any action of the City Council.

Motion made by McAllister, seconded by Lorch, that the City Council consider
notifying the general contractor involved with the construction of the Lametti
building of the requirements of the city as far as building permits are concerned.
All aye. Motion Carried.
Let the record show the appplicant has been informed of the questions asked by the
City Engineer relative to direction of surface drainage and 1st floor elevation
of the storage building and is to provide this information on his Site Plan prior
to the City Council meeting.
SHIRLEY NELSON HILL - SPECIAL USE PERMIT
Mrs. Hill is contemplating the remodeling of a 40 x 50 building to be used for an
on sale liquor establishment and restaurant. An engineer from Consolidated Lumber
will be making a recommendation after his review the week of 7/21/80. Mrs. Hill
has been unable to make contact with Stan Lynn. His phone has been disconnected and
she has had no response to her letters. Her contract for deed will be paid in 1981.
Motion made by McAllister, seconded by Peloquin, to table the application until the
meeting of August 13, 1980.

Let the record show that Mrs. Hill has been advised to provide the following:
1. Complete property site plan showing existing parcel they own and the newly
purchased parcel. To include all lot lines and required parking spaces.
2. Consolidate the two parcels on one deed (certificate of survey).
3. Comments from the Building Inspector and City Engineer as to the suitability
and construction integrity of the existing building.
4. Drainage plan for the entire parcel.
5. State the maximum capacity of the on sale establishment that will determine
the number of parking spaces required.
6. City Clerk's office to provide the applicant with copies of the following:
Chapter 219 - Parking
Chapter 320 - CB section
Setback chart
7. Specific comments and recommendations from the Building Inspector on the suit-
ability on increased usage of the present septic system.
COMPREHENSIVE PLAN
The Washington County Planner will meet with representatives of the city on Monday,
July 28th, at 3:00 PM, Hugo City Hall, to further discuss the proposed Comprehen-
sive Plan.
The Commission discussed the public hearing to be held at Metro Council on July 31.
McAllister suggested that each Planning Commission member review the submitted data
and provide any written comments to the clerk's office for the City Council meeting
of August 4, or bring to the Special Meeting of July 29. The clerk's office will be
responsible for the consolidation of these comments.
Planning Commission members are to review the Comprehensive Plan from Lino Lakes
and have comments ready for the next regular meeting (August 13).
Bill Hanson suggested that the City Council contact the holder of the Special Use
Permit for Hugo Auto Parts (Horton) regarding parking on the street and in the
driveway. Visually, it appears there is no room for customer parking within
the fenced area.
Motion made by Lorch, seconded by Hanson, to adjourn at 10:13 PM.
