PRESENT: Hanson, Greger, Houle, Lorch, McAllister, Peltier ABSENT: Peloquin Motion made by McAllister, seconded by Lorch, to approve the minutes of August 27, 1980, after the following corrections have been made: Page 1 (MR Tourist Camp public hearing) - Delete, "The public hearing was closed at 7:45 PM." Page 2 (Schuneman) - A temporary cul-de-sac would be located at the east end of proposed new roadway. All aye. Motion Carried. THOMAS LARKEY - SITE PLAN APPROVAL'AND VARIANCE Motion made by Hanson, seconded by McAllister, to recommend a Variance from Chapter 320-5, Subd H (4) to Thomas Larkey to construct a 32 x 48 pole barn nearer the front lot line than the principal building, as per submitted Site Plan. All aye. Motion Carried. Motion made by Hanson, seconded by McAllister, to recommend approval of the Site Plan for Thomas Larkey, to construct a 32 x 48 pole barn to be used for personal storage, as per submitted Site Plan. All aye. Motion Carried. RICHARD DUCKSTAD - SITE PLAN APPROVAL Motion made by Hanson, seconded by Greger, to recommend approval of the Site Plan for Richard Duckstad to construct a 26 x 32 pole barn to be used for personal storage, as per Site Plan submitted. All aye. Motion Carried. CARL SCHUNEMAN - CARTWAY AND DIVISION OF LAND Mr. Schuneman is proposing the division of approximately 50 acres lying in Section 33. Attorney Johnson has submitted a letter stating the proposed construction would con- stitute "establishing a new roadway" and major subdivsion would be required unless a variance is granted. McAllister stated that the city has the option of waiving some of the more expensive requirements of the subvision ordinance. Schuneman has granted a 33' easement along parcel 5 to 125th Street for any possible future roads. A letter of intent was submitted from Clifford Axelson stating he would participate in the granting of a 33' easement for the upgrading of that part of the cartway which ex- tends over his property. Mr. Schuneman has made application to Rice Creek for the Hugo Planning Commission September 10, 1980 Page 2 of 3 Schuneman - cont. necessary permits. Mr. Schuneman inquired as to what the parkland dedication would be if he went ahead with major subdivision. McAllister stated that the City Council would have to make that decision. Mrs. Peltier again expressed concern regarding possible drainage problems on Goodview Avenue. Motion made by McAllister, seconded by Greger, recommending the applicant be instructed to make application for subdi,&ion if the plan is to be considered. The City Council is requested to give the applicant a specific answer as to what the parkland dedica- tion would for the parcel under subdivision. A AND B CONSTRUCTION - SPECIAL USE PERMIT AND VARIANCE Mr. Dean Atkinson was present and stated that he would like to have a mobile home permit because of the large amount of vandalism at his business located in the Peloquin Industrial Park. The trailer would serve as an office and a residence for he and his family (wife and two sons). The proposed trailer would be 980 sq ft and the ordinance states a maximum of 400 sq ft. Lorch stated that the ordinance limited the size of the trailer to prevent the trailer from becoming a family residence in the industrial zone. Motion made by McAllister, seconded by Houle, to recommend approval of the Special Use Permit for A & B Construction (Dean Atkinson.) to allow for watchman's quarters in the Industrial zone and a temporary Mobile Home Permit, as indicated on the Site Plan submitted. The permit is conditioned that the applicant provide a perc test for the Building Inspector. VOTING FOR: McAllister, Hanson, Houle, Lorch VOTING AGAINST: Greger and Peltier Motion Carried. Motion made by McAllister, seconded by Houle, to recommend approval of the Variance from Chapter 320-4 Subd L(3) to allow watchman quarters at A and B Construction at 980 sq ft instead of 400 sq ft. The applicant to notify Miscellaneous Metals, Regal Plactics, and Imperial Tool and provide a statement stating that they have no objection to the mobile home in the industrial park. VOTING FOR: McAllister, Houle, Hanson, Lorch VOTING AGAINST: Greger and Peltier Motion Carried. Hugo Planning Commission September 10, 1980 Page 3 of 3 JOHN MOORE - SUBDIVISION (disc only) Mr. Moore is contemplating the purchase of land from Grace Development along 8A. Everything would be FHA approved and consist of varied sized residences (single family 40% - condos and quads 60%). McAllister suggested that Mr. Moore attend a Council meeting about petitioning for sewer. That improvement would be the key to the whole project. Motion made by McAllister, seconded by Greger, to add Harlow Grimes to the agenda for all purposes. All aye. Motion Carried. HARLOW GRIMES - VARIANCE AND SITE PLAN APPROVAL Mr. Grimes is constructing a new home on County Road 4 along with two pole barns - one for horses and one for storage. Motion made by Hanson, seconded by McAllister, to recommend approval of the Variance from Chapter 320-5 (H) to allow Hawlow Grimes to construct pole barns 1 & 2 as indi- cated on Site Plan, closer to the front lot line than the principal building. All aye. Motion Carried. Motion made by Hanson, seconded by Greger, to recommend approval of the Site Plan for Harlow Grimes to construct barns 1 & 2 for personal use, as indicated on sub- mitted Site Plan. All aye. Motion Carried. MISCELLANEOUS Planning Commission member, Jim Houle, submitted a letter of resignation effective October 1, 1980. Motion made by McAllister, seconded by Peltier, that Jim Houle's resignation be forwarded to the City Council for their acceptance. All aye. Motion Carried. Motion made by Peltier, seconded by McAllister, that the City Council advertise in the Forest Lake papers and the White Bear Press for a Planning Commission member to replace Jim Houle. All aye.
