OF THE
HUGO PLANNING COMMISSION
August 27, 1980
The public hearing to consider the request of MR Tourist Camp for a Special Use
Permit was called to order by acting Chairperson McAllister at 7:31 PM.
PRESENT: Greger, Lorch, Peloquin, Hanson, McAllister
Peltier arrived at 7:38 PM.
Houle arrived at 7:40 PM.
Mr. Rameden did not have a representative at the meeting and had failed to submit
the names of the property owners for the public hearing.
The public hearing was recessed until September 24, 1980, at 7:30 PM. Mr. Rameden
is to notify Mrs. Peltier by September 10th if the public hearing is to be held.
The regular meeting was called to order at 8:00 PM.
PRESENT: Peloquin, Hanson, Greger, Houle, Lorch, McAllister, Peltier
Motion made by Lorch, seconded by Peloquin, to approve the minutes of August 13, 1980,
as submitted.
All aye. Motion Carried.
Motion made by McAllister, seconded by Houle, to approve the minutes of the Special
Meeting of August 20, 1980, after the following correction has been made:
Ken Lorch should not have been listed as absent.
All aye. Motion Carried.
MR TOURIST CAMP - SPECIAL USE PERMIT
Mr. Rameden is to be notified that property owner names are to be submitted by
September 10, 1980, and that the public hearing has been recessed until September 24,
1980, at 7:30 PM. This will be the last recess that will be granted, and action
will be taken on the application on the 24th.
S HIRLEY NELSON HILL - SPECIAL USE PERMIT
Mrs. Hill was present and stated that she would like an extension of time to obtain
a Building Permit so that she may reevaluate her property. She was informed that
the City Council would have to grant her request.

Motion made by McAllister, seconded by Peltier, that at the applicant's request,
the application for Special Use Permit be tabled until Mrs. Hill requests to be
placed on the agenda. Let the record show she has stated her intent to ask the
City Council for an extension of the 90 day liquor license priority assigned
to her.
All aye. Motion Carried
Motion made by McAllister, seconded by Houle, requesting the City Attorney to advise
as to whether a parking lot adjacent to an On Sale liquor establishment, that the
applicant is not the fee owner and is a separate parcel of land, will meet the
requirements for the number of parking spaces in the CB zone. Mr. Johnson to
respond in writing prior to the next meeting (9/10/80) and to provide Mrs. Hill
with a copy of his response.

THOMAS CLARK - CHANGE IN PROPERTY LINES
Because of an error in a 1966 survey, Mr. Clark will be required to take 14' from
Parcel C and add to Parcel A. Otherwise, Mr. Day's driveway would not be located
on his property. A Minor Subdivision was granted to Mr. Clark on April 7, 1980,
but no deeds could be recorded.
• Motion made by McAllister, seconded by Greger, to add Mr. Clark to the agenda for
all purposes.
All aye. Motion Carried.
Motion made by McAllister, seconded by Lorch, that the Planning Commission forward
the Certificate of Survey, and call the Council's attention to the original appli-
cation and their subsequent action, taking note of the difference in the current
survey versus the applicant's original request. We recommend the Council take note
of an additional 14' to be added to Parcel A from Parcel C. We recommend they
approve the change and direct the City Clerk to stamp the deeds. Let the record
show that nothing has been recorded at Washington County at this point.

CARL SCHUNEMAN - DIVISION OF 50 ACRES
Mr. Schuneman was present, and stated that there is a dedicated cartway f mile from
Goodview that goes to his property. He would like to upgrade that cartway along
with an additional 2 mile to the 4 section line. The cartway has never been vacated,
and has not been maintained by the city. Mr. Clifford Axelson has verbally agreed
to grant a 33' across his property to obtain the necessary footage. If the city
agrees to the upgarding of the cartway, then a Land Division would be required (five
10 acres lots). If cartway is considered a new road, a Major Subdivision would
be needed. Mr. Schuneman provided perc tests for the 5 parcels, and stated that
drainage easements should also be required. A temporary cul-de-sac would be located

Mr. Schuneman stated that if the city allowed the upgrading of the cartway, he
would be willing to blacktop the entire stretch (23001).
Motion made by McAllister, seconded by Hanson, that the following action be taken:
1. Forward perc tests to Tom Crever. Mr. Crever to either appear before the Planning
Commission or submit his comments in writing
2. Forward a copy of the Certificate of Survey and chart to Messrs. Kuusisto and
Johnson, and ask them to submit written comments on the proposal prior to the
next meeting (9/10/80). Mr. Johnson to comment on the legality of the proposal
of upgrading the cartway, also including the new proposed cul-de-sac, by Land
Division versus subdivision requirements.
3. Mr. Schuneman provide a written statement from Clifford Axelson stating his
intent to grant 33' easement.
4. Howard Kuusisto to comment on drainage and advise as to whether a drainage plan
should be required of the applicant.
For the record, Parcels 6, 7 & 8 are not included in the request.
All aye. Motion Carried.
Kuusisto and Johnson to provide Mr. Schuneman with a copy of their response.
