MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
September 24, 1980
The public hearing to consider the request of MR Tourist Camp for a Special
Use Permit was called to order at 7:30 PM by acting Chairperson McAllister.
PRESENT: Peloquin, Lorch, McAllister �-xJ
ABSENT: moi, Greger, Houle, Peltier
Neither Mr. Rameden nor his representative was at the meeting. A letter had been
sent August 28, 1980, requesting that Mr. Rameden provide the names of property
owners within 300' of his property along with proof of ownership for his property.
There was no response to this request. Peloquin felt that the city should make
sure that all unauthorized trailers be removed by a certain date.
The public hearing was closed at 7:47 PM.
(PELTIER ARRIVED AT 7:50 PM)
The regular meeting was called to order by Chairwoman Peltier at 8:03 PM
PRESENT: Peloquin, Hanson, Lorch, McAllister, Peltier
ABSENT: Greger and Houle
Motion made by Lorch, seconded by McAllister, to approve the minutes of September 10,
1980, after the following correstions have been made:
Page 2 (Schuneman) - 2nd paragraph "what the parkland dedication would be for
the parcel under subdivision."
Page 2 (Schuneman) Abstaining Motion - Peltier (because her property is involved)
All aye. Motion Carried.
MR TOURIST CAMP
Motion made by McAllister, seconded by Peltier, that the MR Tourist matter be
handled last on the agenda.
All aye. Motion Carried.
(PELTIER LEFT AT 8:09 PM)
Motion made by McAllister, seconded by Lorch, to move Carl Schuneman matter to
the top of the agenda in the absence of other people on the agenda.

CARL SCHUNEMAN - LAND DIVISION
The Planning Commission will be dealing with applications for Land Division and
a Variance for one foot on Parcel 1. After further discussion with Mr. Schuneman,
it was determined that a variance will not be required because discrepancy is
so minimal. A public hearing will be scheduled after the necessary permits from
DNR and Rice Creek are obtained. The secretary was instructed to submit the per-
tinent data for Land Division and the proposed road to DNR and Rice Creek and
ask for their comments. Mr. Schuneman will have a new survey completed deleting
all land that does//deal with the Land Division. Drainage easements will also be
indicated. not
Motion made by McAllister, seconded by Lorch, to place this matter on the agenda
for the next regular Planning Commission meeting (October 8, 1980).
All aye. Motion Carried.
Motion made by Hanson, seconded by Peloquin, to add Jeff Barbour to the agenda.
All aye. Motion Carried.
JEFF BARBOUR - KENNEL
Mr. Barbour appeared before the Commission stating that he requires a change in
the building structure. The original plan was to construct an all block type
building, and the request now is to construct a concrete center and wings on
either side to be of metal material. The center portion would house the office
and reception area, and the wings would be used for the dogs. The change has
resulted because of the time element and financial problems. The basic plan will
remain the same. Mr. Barbour would like to have construction in three stages
rather than completing the entire project at once. Perc tests have been completed
but will require the City Engineer's approval. Mr. Barbour would like to start
construction of the first wing this year with completion of center section by one
year from now. The wings will be 40 x 80 and the center section 28 x 60. The wings
will all be insulated and should alleviate any noise factor.
Motion made by McAllister, seconded by Lorch, that the City Council recognize that
the properly insulated building versus the block building does not create the
need for an Amended Special Use Permit as the change is insignificant(1)Recommend
the City Council direct the Building Inspector to issue the appropriate permits
upon receipt of a letter from the City Engineer stating that the septic system
and tank utilized meet with Item 1 of the Special Use Permit. (2) That a con-
dition would be incorporated in Item 11, referenced the Letter of Credit, that
the applicant construct one wing and the center section, as indicated, be com-
pleted no later than one year from the date the Building Permits are issued.
VOTING FOR: Peloquin, Lorch, McAllister
VOTING AGAINST: Hanson
Motion Carried.
JOHN MOORE - REZONING
Mr. Moore was present and stated that he was unable to obtain Grace Development's
signature for the application for rezoning. Mr. Moore is requesting to rezone
Lots 2 - 11, Valley View Terrace, from SFE to SFU, for the purpose of construction
of multi -family units. (Block 1, accepted plat)

Mr. Moore was provided with the checklist for rezoning, and when all requirements
are met, a public hearing can be set. Mr. Moore will review the procedure for
petitioning the city for water and sewer, and was requested to submit an overall
plan for his proposed development.
MR TOURIST CAMP - SPECIAL USE PERMIT
Motion made by McAllister, seconded by Hanson, to recommend denial of the appli-
cation from Mr. Rameden, MR Tourist Camp. Let the record show the applicant or
his representative's presence has been requested on several occasions. The
applicant was notified, in writing, to provide names of property owners and proof
of ownership for the parcels involved, The applicant failed to do so and failed
to attend the required meetings. They were notified, in writing, on August 28,
1980, that they were given their last recess and that action would taken on the
application on this date.
All aye. Motion Carried.
The Planning Commission suggests that the city make sure all unauthorized trailers
be removed.
Motion made by Hanson, seconded by Peloquin, to adjourn at 10:15 PM.
