PRESENT: Peloquin, Hanson, Lorch, McAllister, Peltier ABSENT: Greger Motion made by Hanson, seconded by Lorch, to approve the minutes of October 8, 1980, as submitted. All aye. Motion Carried. Motion made by McAllister, seconded by Peloquin, to place Tom Carlson on the agenda for all purposes. All aye. Motion Carried. TOM CARLSON Mr. Carlson manufactures small bird feeders for a living, and was questioning whether the city would allow him to have an office in a house to be located in the RRII zone (5 acres). The feeders would be manufactured at his warehouse located on Highway 61, but the paperwork and shipping would take place at his proposed residence. UPS would be making pickups on a daily basis. After review of the ordinances, Peltier determined that home occupations are a permitted accessory use and allows for an office. The Planning Commission has advised Mr. Carlson that they feel shipping products, that have not been manufactures on the premises, by UPS, and the maintaining of a professional office, are permitted uses in the RRII zone without SUP. We request the City Council advise Mr. Carlson whether they concur with our opinion. Motion made by McAllister, seconded by Peltier, to place Mr. Dave Mattson on the agenda for all purposes. All aye. Motion Carried DAVE MATTSON - SITE PLAN APPROVAL AND VARIANCE Mr. Mattson, 17717 Henna Avenue, owns 20 acres and wants to construct a 30 x 40 pole barn. The barn will be located ahead of the house so a variance will be required. Motion made by McAllister, seconded by Lorch, to recommenR98FOYRe Site Plan for David Mattson, 17717 Henna Avenue, to construct a 30 x 40 pole barn. Mr. Mattson to provide a Site Plan with exact measurements prior to the Council meeting. All aye. Motion Carried. Hugo Planning Commission October 22, 1980 Page 2 of 2 Dave Mattson - Variance Motion made by McAllister, seconded by Peltier, to recommend approval of the Variance for David Mattson, to construct an accessory building ahead of the primary building. Let the record show terrain is one consideration for granting of the Variance. Property to the rear is extremely low. All aye. Motion Carried. Motion made by McAllister, seconded by Peltier, to recommend that the City Council request the Ordinance Committee review the requirements for an accessory building to be located behind the primary building in large lot zoning (all zones other than SFU and SFE). All aye. Motion Carried. PLANNING COA41SSION VACANCY Leonard Schoeller, 5399 145th Street, was present, and stated his interest in filling the present vacancy on the Commission. Mr. Schoeller will attend addi- tional meetings to acquaint himself with their procedures. The Planning Commission will forward the names of Mark Kennedy and Leonard Schoeller to the City Council on November 26, 1980. Motion made by McAllister, seconded by Peltier, to adjourn at 9:11 PM.
