PRESENT: Peloquin, Hanson, Lorch, McAllister, Peltier ABSENT: Greger Motion made by McAllister, seconded by Lorch, to approve the minutes of October 22, 1980, as presented. All aye. Motion Carried. JEFF HUGHES Mr. Hughes is interested in purchasing the 2.38 acres of property divided by County Road 8A from the Benson Kennel property. All land is on one deed. Mr. Hughes has had a percolation test taken on the property but has no city approval at this time. There is no other land available on that side of the road. or Bill Hanson presented Jim Johnson, propertyyM the north of the 2.38 acres, and stated that Mr. Johnson would be interested in purchasing the land and attaching it to his present deed (one deed). If Mr. Hughes would like to pursue this matter, an application for rezoning (AG to SFE) would be required, with Messrs. Benson and Barbour jointly signing the application. HOMER DOLE - LAND DIVISION Mr. Dole would like to divide his 431 acres into 4 10 acre building sites. Two of the parcels border 175th Street and two have access via an easement from Highway 61. There have been no perc tests taken. A Certificate of Survey was not provided because authorization for dividing the property was requested from the property owner prior to any expenditures of money. Motion made by McAllister, seconded by Lorch, that we forward the application for Land Division to the City Council, via the City Attorney's office, who will review the easement for Parcels B1 and B2, and advise the City Council that there is indeed access to those two parcels. If there is access to the two parcels, the Planning Commission recommends that the City Council approve the Land Division. Also recommend that the City Council approve the Land Division after Certificate of Surveys are presented. All aye. Motion Carried. It was noted that the 432 acres is on two deeds but the land would be divided in a way that all acreage would be included, creating lots larger than 10 acres. Peloquin advised that perc tests be taken by a professional because of the high water table. Hugo Planning Commission November 12, 1980 Page 2 of 3 SHIRLEY NELSON HILL - SITE PLAN APPROVAL Mrs. Hill submitted plans for an addition to her present building. The addition would consist of additional storage and a walk-in cooler that is needed for the off sale liquor portion of the business. The lumber building will ultimately be connected to the addition to accommodate the on sale establishment. The new addition has nothing to do with any on sale business. The addition will be 19'9" x 51' - insulated concrete slab floor and a wood frame with stucco exterior. An overall site plan was submitted. Motion made by McAllister, seconded by Lorch, to recommend approval of the Site Plan for Mrs. Shirley Nelson Hill, RB district, for an addition to the existing grocery store and off sale liquor establishment of an approximate dimension of 1919" x 511. The building material to be used shall be as stated by the applicant. The new structure must meet all existing city codes, and in no way does this indi- cate the city's intention, or commit the city, to the issuance of an on sale liquor license. Site Plan review only, and not be construed as a Special Use Permit. All aye. Motion Carried. Mrs. Hill's extension to obtain the on sale license expires 12/15/80. FRED RIERMANN - AMENDED SPECIAL USE PERMIT AND SITE PLAN APPROVAL Mr. Riermann is proposing the construction on a 100 x 120 building on Lot 10, Block 4, Peloquin Industrial Park. This property is held on a Contract for Deed, but full title will be granted Fh en the Peloquin subdivision is approved. Mr. Riermann wishes to dig footings only this year, with the balance being completed in 1981. All plans submitted are on file. Motion made by McAllister, seconded by Peltier, to recommend approval of the Amended Special Use Permit for Fred Riermann, to construct a 100 x 120 building(3rd structure) for the metal fabrication shop. All aye. Motion Carried. Motion made by McAllister, seconded by Lorch, to recommend approval of the Site Plan for Fred Riermann, to construct the 3rd building as indicated on the sub- mitted Site Plan. The Site Plan to include driveway of crushed rock. All aye. Motion Carried. Fore the record, there is an existing Contract for Deed on the proposed Lot 10, Block 4, in the Peloquin Industrial Park final plat. The C/D was executed prior to the City Council's moratorium on no more Minor Subdivisions until the final plat was approved. It is the recommendation of the Planning Commission that Mr. Riermann be allowed to dig the footings, begin construction on the proposed new building, on a time schedule that is convenient to him. The Planning Commission recommends construction be completed within one year from the time it begins. The Commission has considered all the previous screening and fencing that the appli- cant has already done on the property. Hugo Planning Commission November 12, 1980 Page 3 of 3 NICK LEBENS - SPECIAL USE PERMIT The Building Inspector suggested that Mr. Lebens appear before the Commission regarding his business located at 16155 Forest Blvd. Mr. Lebens stated that there have been posts placed in the ground, and wire is placed across poles to shelter plants that need partial shade. This screening is not a permanent structure, and is removed in the winter months. A plastic greenhouse will also be constructed on the property, and a Special Use Permit is required for this type of structure in the Agricultural zone. Motion made by McAllister, seconded by Peltier, to recommend approval of a Special Use Permit for Nick A. and Patricia Lebens, to construct a frame greenhouse with poly cover. The building to meet all city code requirements. In addition, there is to be no retail business. All aye. Motion Carried. The Planning Commission does not consider the temporary screening to grow plants as a permanent structure. MISCELLANEOUS Motion made by McAllister, seconded by Peltier, to set a Special Meeting of the Planning Commission, for December 10, 1980, at 6:30 PM, for the purpose of a joint meeting with the City Council and Robert Lockyear, for review of the city's Com- prehensive Plan. All aye. Motion Carried. Motion made by Peltier, seconded by Hanson, to cancel the Planning Commission meeting of November 26, 1980. All aye. Motion Carried. Mrs. Ann Fashingbauer was present at the meeting and expressed her interest in filling the vacancy on the Commission. Peltier also received a letter from George Knutson stating his interest. Because of the meeting of 11/26/80 being cancelled, the Commission will submit the names of applicants at the meeting of 12/10/80.
