OF THE
HUGO PLANNING COMMISSION
March 11, 1981
The meeting was called to order by Chairwoman Theodora Peltier at 8:04 PM.
PRESENT: Peloquin, Hanson, Greger, Lorch, Fashingbauer, Peltier
ABSENT: Knuteson
Motion made by Hanson, seconded by Peloquin, to approve the minutes of
February 25, 1981, as submitted.
All aye. Motion Carried.
WALTER OTTO - SITE PLAN APPROVAL
Mr. Otto had initially contacted the city stating that he would like to build
a pole barn to be used for rental purposes (45 x 108). A letter was sent to
Mr. Otto informing him that the use was not allowed, and would be considered
intensification of a non -conforming use. Mr. Otto appeared at this meeting
stating that because he could not use the building for rental purposes, he
would be increasing his farming operation, and would be using the building
for agricultural purposes. Mr. Otto has recently purchased 12.41 acres from
Jeff Barbour, and provided a copy of the recently notorized Contract for
Deed.
Mr. Otto plans on constructing the new building on the 5 acre parcel, which
would make a total of 9 accessory buildings. Because a Special Use Permit
would be required for a building of that size, Mr. Otto changed his appli-
cation to read a 40 x 90 building so that Site Plan Approval would be all
that is required. Peloquin felt that there was sufficient building space
already on the property in which to store equipmfpt.(�MV. Otto stated that
the large barn would not support a_lar�ge=Aamber-of�ay and the roof leaked.
Peloquin felt that a validC[D gas adequate proof -of -ownership, but had
problems as to how the city lulate what would be stored in the building.
Otto stated that he would not use the building for commercial purposes,
and would store only hay, grain, as well as machinery.
Motion made by Hanson, seconded by Lorch, to recommend approval of the Site
Plan for Walter Otto, 13264 Isleton Avenue, for the construction of a 40 x 90
pole barn with the specific purpose to be used for agricultural purposes only.
All aye. Motion Carried.
MARLOWE LINDAU - DIVISION OF 16 ACRES
Mr. Lindau, 5880 Egg Lake Road, has recently sold his hone, and a new deed
will be required. Mr. Lindau is proposing the division of his property into
three parcels. Mrs. Peltier stated that she would contact the City Attorney

to determined if the land should be divided by Minor Subdivision (metes and
bounds) or if by Major Subdivision (hardshell).
KLK INDUSTRY
Mr. Dale Keller, part owner in KLK Industry, was present to state his concerns
about the access to the Bald Eagle Industrial Park. Because the park was
platted so that access would be from 128th Street, it was his feeling that the
original plan should be carried out. He owns 4 acres to rear of his present.
building, and is considering the:construction of another building but has
no access to a street or sewer. He did not feel that the storm sewer proposal
would eliminate his water problem, and requested that his name be placed on
the agenda for the next Council meeting.
Gerald Novy was present to question the Planning Commission on use of pole
barns within the city.
Motion made by Greger, seconded by Peltier, to recommend approval of the
revised Comprehensive Plan from Forest Lake Township.
All aye. Motion Carried.
Motion made by Greger, seconded by Hanson, to adjourn at 10:17 PM.
