OF THE
HUGO PLANNING COMMISSION
April 22, 1981
The meeting was called to order by Chairwoman..Theodora Peltier at 8:07 PM.
PRESENT: Peloquin, Hanson, Fashingbauer, Lorch, Knuteson, Peltier
ABSENT: Greger
Motion made by Lorch, seconded by Peloquin, to approve the minutes of April 8,
1981, after the following correction has been made:
Page 2 (Vail) comment listed as No. 1 should read: The density of lots.
All aye. Motion Carried.
WILLIAM CARLSON - SITE PLAN APPROVAL
Mr. Carlson, 13531 Homestead Avenue, owns 10 acres in the RRII zone, and would
like to construct a 26 x 48 accessory building for personal storage. The pro-
posed building meets the minimum square footage for the zone, and all the set-
back requirements.
Motion made by Hanson, seconded by Lorch, to recommend approval of the Site Plan
for William Carlson, 13531 -Homestead Avenue, to construct a 26 x 48 garage and
storage barn for personal use only.-

LEONARD NOACK - RENEW OF JUNKYARD LICENSE
Vern Peloquin stated that it was his opinion that Mr. Noack should be required to
screen the south property line of the junkyard. Mr. Noack had been requested to
appear at the meeting, but failed to do so. Mayor LaValle was present, and stated
that the chainlink fence along the south property line was not constructed strong
enough to accommodate slats as requested previously.
Motion made by Hanson, seconded by Fashingbauer, to table the application until
meeting of May 13, 1981, and a letter be sent to Mr. Noack advising him that
action will be taken at that time, and his presence is requested to answer questions
regarding the screening on south property line.

JEFF ADERMAN - SPECIAL USE PERMIT
Mr. Aderman, 14739 Fitzgerald Avenue, would like to construct a 22 x 32 addition
to his existing -garage. The new structure will be constructed to match the exist-
ing garage. Letters from property owners to the east and south of Mr. Aderman
were presented, stating that they have no objection to the construction of the
addition. The addition exceeds the accumulative footage allowed in the SFU zone,

thereby requiring a Special Use Permit. (GREGER ARRIVED AT 8:35 PM).
Motion made by Hanson, seconded by Peltier, to recommend approval of the Special
Use Permit for Jeff Aderman, 14739 Fitzgerald Avenue, to construct a 22 x 32 garage
taking into consideration the wood construction designed to complement existing
house, and the approvals of the immediate neighbors. Building for personal use
only.

ART LACASSE - DIVISION OF LAND ON ELMCREST AVENUE
Mr. LaCasse has 27 acres in the Agricultural District that he would like to divide
into three parcels. There were 37 acres that was originally rezoned in 1976 from
Conservancy to Agriculture. Tom LaCasse built on 10 acres thereby creating the
27 acre parcel. The 27 acres includes one-half of the road. Mr. LaCasse was
instructed to come to the meeting of May 13th, and provide a plan that would indi-
cate the proposed lots and their front footage, and the building sites for the
three lots. Perc tests would be required to prove that there are three building
sites on the 27 acres.
MARLOWE LINDAU - MAJOR SUBDIVISION
The Planning Commission reviewed the preliminary sketch plan as presented, along
with the comments that have been received regarding the proposed subdivision.
Sanitary sewer is available for Lots 1 - 4, but water would have to be extended.
Washington County Highway Department has suggested that common driveways be in-
stalled for Lots 1 & 2 and Lots 3 & 4. Because of the location of the present
garage, a common driveway would be impossible for 1 & 2. Hanson suggested that
a turn -around be provided on each lot so that cars would not have to back out onto
the road. It was determined that Lot 4 lies in the SFE district, and the plan
for Lot 4 only included minimum for SFE zone. Mr. Lindau will have the plan changed
so that the easterly property line for Lot 4 be moved to the east enough to in-
clude one acre and 130' road frontage. The lot will still be served by sewer.
Hanson commented that he would like to see a drainage plan for the property, in
particular, Lot 1. Where will this water be going?
Motion made by Peltier, seconded by Peloquin, to set a public hearing for May 13,
1981, at 7:30 PM, to consider the request of Marloce Lindau to subdivide approxi-
mately 12 acres into 5 parcels.
All aye. Motion Carried.
Mr. Lindau is to provide the following for the public hearing:
1. Drainage plan (specifically Lot 1)
2. Move lot line (4) to the east to meet one acre minimum and 130' road frontage.
3. Indicate all easements on new plan.
4. Indicate driveways.
5. Indicate elevation, as per Howard Kuusisto's report
HOWARD MOE - SUBDIVISION
Mr. Moe has property along Oneka Lake Blvd., zoned SFU, that he would like divided
into 5 parcels. All lots are sewered and watered, and stubs available for all lots.
As of this meeting, Mr. Moe's plans were incomplete. A subdivision checklist was

provided so that Mr. Moe would know what was expected of him to complete his appli-
cation.
Motion made by Peltier, seconded by Lorch, to set a public hearing for May 27, 1981,
at 7:30 PM, to consider the request of Howard Moe to subdivide his property into
five (5) parcels.
All aye. Motion Carried.
REVIEW OF DRAFT (HUGO'S COMPREHENSIVE PLAN)
Mayor LaValle and.Councilman McAllister met with the Planning Commission to assist
in the review of the plan.and answer any questions. Mayor LaValle commended every-
one involved in the drafting of the finished product, for a job well done.
Motion made by Hanson, seconded by Peltier, that after review of the Comprehensive
Plan by the Planning Commission, it is our recommendation that the plan be for-
warded to the City Council with our approval.
