OF THE
HUGO PLANNING COMMISSION
May 27, 1981
The meeting was called to order by Chairwoman Theodora Peltier at 8:04 PM.
PRESENT: Peloquin, Greger, Lorch, Peltier
ABSENT: Hanson, Knuteson, Fashingbouer
Motion mode by-Lorch, seconded by Peloquin, to approve the minutes of May 13, 1981,
as submitted.
All aye. Motion Carried.
ALVIN EBELING - SPECIAL USE PERMIT
The Ebelings, 14880 Francesca, would like to convert their single family residence
into a duplex. The plumbing is already installed, and would required the addi-
tion of a kitchen. The existing residence, according to Mrs. Ebeling, has ample
space for additional parking. Proof of ownership was provided. It was the general
concensus of the Planning Commission that a duplex would be consistent with the
neighborhood, and that a public hearing would not be required. Mrs. Ebeling stated
that she contacted the neighbors on three sides, and they had no problem with the
application.
Motion made by Peloquin, seconded by Lorch, to recommend approval of the Special
Use Permit for Alvin Ebeling, 14880 Francesca Avenue, to convert the single family
residence to a duplex. The public hearing requirement to be waived on this Special
Use Permit because a duplex would coincide with the rest of the neighborhood.
All aye. Motion Carried.
GROVER STORM - LAND DIVISION AND VARIANCE
Mr. Storm is proposing the division of 10 acres into two 5 acre parcels. The land
is zoned RRII. One lot has front road frontage of 205', and Peloquin suggested
that a 30' easement be provided for any possible road improvement. (KNUTESON
ARRIVED AT 8:30 PM). Mr. Storm submitted an updated abstract (April 23, 1981).
Peloquin felt that this would be adequate for proof -of -ownership, but Greger did
not feel it would meet the satisfaction of the City Attorney. The future property
owner stated that he would attempt to get a title opinion by the Council meeting
of June 1st. A Certificate of Survey would not be provided until Mr. Storm knows
what the city requirements will be.
Motion made by Greger, seconded by Peloquin, to recommend approval of the Variance
request of Grover Storm to allow for 205' road frontage instead of 300', with a
recommendation that he dedicate a 30' easement for future road development.

Grover Storm - cont.
Motion made by Peloquin, seconded by Peltier, to recommend approval of the Land
Division for Grover Storm, according to sketch plan, to divide 10 acres into two
5 acre parcels. Approval granted subject to Mr. Storm furnishing a Certificate
of Survey by a registered land surveyor, and subject to the approval of the City
Attorney on proof -of -ownership.
All aye. Motion Carried.
Eugene Shultz - Site Plan Approval
Mr. Shultz would like to move in a 32 x 100 pole barn on his property to be used
for storage of lumber while he.is constructing his home. The land is zoned AG.
The Planning Commission did not concur with the application for Site Plan Approval,
and thought a Special Use Permit might be in order because of construction of an
accessory building prior to the principal structure. Mr. Shultz will contact
Washington County to obtain a current tax statement.
Motion made by Greger, seconded by Knuteson, to recommend approval of the Site Plan
for Eugene Shultz, to move in a 32 x 100 pole barn in accordance with submitted
Site Plan. Building to be used for storage of lumber prior to construction of
main residence.
VOTING FOR: Peloquin, Knuteson, Greger, Larch
VOTING AGAINST: Peltier

RICHARD SCHUH - MINING PERMITS (Duraine and Goiffon)
Mr. Schuh was present, and stated that there is not much activity at the pits now.
Mr. Kuusisto had been contacted that the Mining Permits would be handled by the
Planning Commission this night, but no report had been submitted. It was assumed
that the road inspection had not been completed.
Motion made by Peloquin, seconded by Peltier, that the Mining Permits for Richard
Schuh (Duraince and Goiffon) be handled by the City Council as the Planning Com-
mission.hod no report available as to the condition of Irish Avenue and 152nd St.
All aye. Motion Carried.
WILD WINGS GAME FARM - SPECIAL USE PERMIT AND MINING PERMIT
Jeff Hughes, manager, was present, and stated that the game farm was one of the sites
selected for the sludge/ash site. In the event that the land is selected, they
would like the availability to sell not only the land but the gravel as well. At
this time, there is no intention of mining any gravel on the land located in Section 23,
only wants the option if needed. Mr. Hughes stated that awhile back, Sondburg Con-
struction had a contract to mine the gravel and also had soil borings. He would
attempt to locate a copy of these borings. A public hearing will have to be held
and property owners within 1/2 mile of the land to be mined are to be notified.
Peloquin did not feel a topographical map should be.required until the land is
actively mined.

Motion made by Peltier, seconded by Lorch, to schedule a public hearing for June 24,
1981, at 7:30 PM, to consider the request of Wild Wings Game Farm for a Special Use
Permit and a Mining Permit, to operate a gravel pit.
All aye. Motion Carried
Mrs. Peltier stated that she will check to find out how many conditions of the ordi-
nance will have to be met in order to obtain these permits.
GREG CARDINAL - SITE PLAN APPROVAL
Motion made by Peloquin, seconded by Peltier, to add Greg Cardinal to the agenda
for all purposes.
All aye. Motion Carried.
Mr. Cardinal would like to construct a 20 x 20 wood frame building to be used for
animals. His land is zoned CONS.
Motion made by Peloquin, seconded by Greger, to recommend approval of the Site Plan
for Greg Cardinal, 5756 165th Street, to construct a 20 x 20 wood frame building
to be used for animals, as:per submitted Site Plan.
All aye. Motion Carried.
JOE WOLKERSTORFER - SITE PLAN APPROVAL
Motion made by Knuteson, seconded by Larch, to add Joe Wolkerstorfer to the agenda
for all purposes.
All aye. Motion Carried.
Mr. Wolkerstorfer, 16780 Jeffrey Avenue, would like to construct a 32 x 64 pole barn
for his personal use. The land is zoned CONS. Mr. Wolkerstorfer agreed to revise
his site plan to meet the interior setback requirement of 20'.
Motion made by Peloquin, seconded by Knuteson, to recommend approval of the Site Plan
for Joe Wolkerstorfer, 16780 Jeffrey Avenue, to construct a 32 x 64 pole barn for
his personal use.
All aye. Motion Carried.
JOHN KOSTUCH - MINOR SUBDIVISION
Peloquin explained the situation whereby the Van Go addition previously constructed,
overlapped the property line. Mary Doherty has agreed to sell a 37' strip of land
to Mr. Kostuch to correct the error. Mr. Kostuch was not present, and the file
was incomplete (no proof -of -ownership or Certificate of Survey).
Motion made by Peltier, seconded by Peloquin, to table the John Kostuch application
for Minor Subdivision. Mr. Kostuch was not present, and no proof -of -ownership or
Certificate of Survey.

MISCELLANEOUS
Jerome Parker, 12866 Ingersoll, is interested in purchasing the two lots north
of him now owned by Herbert Linn. He would like to construct a garage on one lot
to be used for boat storage, and possibly sell the other lot to the property owner
across the road for lake access. The Planning Commission felt it was a good idea
so that the lots could be combined, and eliminate on unbuildable lot. It was
suggested that Mr. Parker attend the Council meeting of June 1st to get their
feelings regarding this matter. It would appear that resubdivision would be required
in order to combine the two lots.
FISCHER CONSTRUCTION - MINING PERMIT
Their was no representative for Fischer Construction.
Motion made by Lorch, seconded by Peloquin, that the Mining Permit for Fischer
Construction be handled by the City Council as the Planning Commission had no
report available as to the condition of Fischer's haul roads.
All aye. Motion Carried.
Motion made by Peloquin, seconded by Knuteson, to adjourn at 10:35 PM.
