OF THE
HUGO PLANNING COMMISSION
June 10, 1981
The meeting was called to order by Chairwoman Theodora Peltier at 8:07 PM.
PRESENT: Peloquin, Fashingbauer, Greger, Lorch, Peltier
ABSENT: Knuteson and Hanson
Motion aide by Greger, seconded by Peloquin, to approve the minutes of May 27,
1981, as submitted.
All aye. Motion Carried.
NORMAN HORTON - AUTO DISMANTLING LICENSES (2)
Norm's Auto Parts was represented by Bill Suudeen, staff supervisor, in St. Paul.
(KNUTESON ARRIVED AT 8:10 PM). There was no record of any complaints on file,
however, Councilman McAllister stated that requests to close gates after hours
have been ignored, and there is a parking problem on the highway.
Motion made by Peltier, seconded by Fashingbauer, to table this matter until
the meeting of June 24, 1981.
All aye. Motion Carried.
Applicant was instructed to return with a fire lane plan and to determine if'
two addresses are involved since Suudeen said he wanted to get a Special Use
Permit for both addresses. Also, request that the secretary obtain data about
complaints.
JOHN KOSTUCH - MINOR SUBDIVISION
The Van -go property, presently owned by Lee Perrault and Alan Bakke, built their
addition on the property and on Mr. Kostuch's new property. Mr. Kostuch giving
37' across back side of Van -go to Van -go. Mr. Kostuch present his Contract for
Deed as proof -of -ownership.
Motion made by Peloquin, seconded by Peltier, to recommend approval of the Minor
Subdivision for John Kostuch, to divide a 37' strip of land from his property and
deed to Van -Go for their building and setback requirement.
All aye. Motion Carried.
NOTE: Greger made point that he voted in favor with the motion with the usual
stipulation that the Contract for Deed be acceptable proof -of -ownership.
DEAN NELSON - REZONING
Mr. Nelson is pr6posing the rezoning of 20 acres from Conservancy to Agriculture.
Jim Flannery, attorney, represented Mr. Nelson; Nelson present. Nelson is re-
locating to Colorado, and wants to divide his 80 acres farm into two 10 acre
parcels and one 60 acre parcel. Borings have been taken showing higher, drier
land. A list of property owners has been submitted. A question arose about

Motion made by Peltier, seconded by Peloquin, to set a public hearing for July 8,
1981, at 7:30 PM, to consider the request of Mr. Dean Nelson for rezoning.
All aye. Motion Carried.
BRUCE TAYLOR - REZONING (RB to Industrial)
Bruce Taylor, represented by Jim Sederholm, would like to rezone property from
RB to Industrial. Taylor would like to construct a 104 x 50 building on the
Weaver property (and Schilling property) to be used for office for transporta-
tion business. However, he also wants to use the back of the building for truck
maintenance (approx 3) in bad weather. Peloquin pointed out that the building
was on the property line of Weaver and Schilling, and Taylor agreed to move it
over 10 feet. The Planning Commission felt that there was no problem with the
plan and that rezoning was not necessary. However, PC could not determine
whether case should fall under Subdivision J (2) which allows for repairs, but
nct to exceed 30% of floor space or Subdivision J (3) which allows for a garage
with a Special Use Permit.
Motion made by Greger, seconded by Fashingbauer, that applicant get on agenda
for Council meeting of June 15, 1981, to discuss problem, and then, as necessary,
return to the Planning Commission on June 24 with a Site Plan and application
for SUP for maintenance in rear of office building.
All aye. Motion Carried.
KATHY GULLICKSON - Cancelled
FIRST STATE BANK OF HUGO - SITE PLAN APPROVAL
Motion made by Greger, seconded by Fashingbauer, to recommend approval of the
Site Plan for the First State Bank of Hugo to demolish their existing drive -up
facility and subsequently extend the present building 20' to the north and add
six drive -up lanes, provided Rice Creek Watershed approves the drainage plan.
All aye. Motion Carried.
There is no record of fee paid on the application and this should be checked.
Mr. Medine stated that Him DeBenedette was submitting the engineering plan
showing drainage and Hult from Forest Lake was doing the contour plan.
SHIRLEY NELSON HILL - No show
GRACE JACKSON - Discussion onl
Due to problems with Lot 3, Block 2 in the Bald Eagle Industrial Park (see PC
minutes of May 13, 1981), Grace is having problems with clarifying ownership
of the 41 acres by July 23, 1981. Her attorney wants her to get a letter from
the City of Hugo stating that, provided ownership requirements are met, the City
would permit dividing the property. The Planning Commission felt that a proper
application for Minor Subdivision, by the fee owner of the property would be
considered as it is consistent with our Subdivision Ordinance.
