June 24, 1981
The public hearing to consider the Mining Permit Application
for Wild Wings Game Farm was called to order at 7:36 PM.
PRESENT: Peltier, Greger, Peloquin, Hanson and Lorch
ABSENT: Fashingbauer and Knuteson
Mrs. Peltier read the notice that appeared in the paper on June 11,
1981. Jeff Hughes, applicant, suhnitted his application and read
major features of the operating plan.
Mr. Aldine J. Anderson, 4556 Green Haven Drive, Vadnais Heights
stated that the original pit was for private use only. He also wanted to
know why he wav not notified of the public hearing. Mr. Hughes sated
he had written a letter to Dave Anderson, the renter of the property at
14728 Irish Ave., No. but apparently Mr. Aldine Anderson wasn't
notified. Mr. Anderson then stated that he was tired of all the gravel
pits around him and cited grievances such as dust, trucks, noise and
bad for livestock, a broken car window frau gravel, etc.
Mrs. Matilda Anderson, same address, also complained about dust in clothes
and that she had to keep calling mining operators to spray roads.
Fashingbauer arrived at 7:55 P.M.
Lorch made point that the Anderson's should attend Planning Conmission
meeting when the Special Use Permits for mining are being reviewed at
which time they could address their complaints.
Peloquin stated a couplaint letter for the file would: ,also help when
the Planning CcmTissicn reviews the mining Special Use Permits.
The public hearing was closed at 8:05 P.M.
The regular meeting was called to order at 8:06 P.M.

ABSENT: Knuteson
Greger offered change to page 2. Grace Jackson discussion to road: The
Planning Catmissian felt that a proper application by the fee owners.

Lorch reqeusted that the person transcribing his minutes "dress them
up" with ocrplete sentences, complete names, etc.
Peloquin made motion, Fashingbauer seconded, approving of minutes
with Greger's change.
All aye. Motion Carried
HORTON, NORMAN
Auto Dismantling Licenses - cancelled.
HILL, SHIRLEY NELSON - SPECIAL USE PERMIT (gas pumps)
Ms Hill wants to install a double pump for regular and no -lead gas (self service)
at her store in Withrow. The question arose about proof of ownership.
Ms. Hill said it would be in her file, but the file wasn't available to
the Planning Commission. Mrs Hill std she will be making the properties
involved into one piece on one deed.
Peltier moved, seconded by Greger, that further action be tabled to
July 8 and that a public hearing for the S.U.P. be waived.
All aye. Notion Carried
Peloquin suggested to Ms. Hill that she return with a site plan to scale,
proof of ownership, and a traffic flow plan
WILD WINGS GAME FARM - SPECIAL USE PERMIT and MINING PERMIT
There was a discussion revolving around the requirements of the mining
permit.
Peloquin made motion, seconded by Hansen, to table action on the S.U.P.
and mining permit until July 8 to give cammission time to contact engineer
to see what requirements are to be included in the permits.
All aye. Notion Carried
Greger suggested that Mr. Hughes give consideration to alternate haul
routes to ease complain is by neightbors.
BUTCH TAYLOR - Rezoning (R.B. to Industrial)
Jim Sederholm and Mr. Taylor returned as per suggested by the City Council
(minutes of June 15). Proof of ownership was established by two registered
warrantly deeds. Mr. Sederholm stated they had a survey, topography maps, a
site plan, and a water flow plan. Peloquin made motion, seconded by Peltier to
set a public- hearing for 7:30 PM on July 22, for rezoning.
All aye. Motion Carried
Applicants will be on all four (4) pieces of property. (Leroy McCullough,
Lauren McWlloug h, James Schilling, and Harley Weaver). Applicants are
to submit names of adjoining property comers.

TOM MULNER - PARKVIEW REALTORS
Peltier made motion, Peloquin seconded to include on agenda for all purposes
Tom Mulner, Parkview Rgaltors.
Mr. Mulner wanted. to know tha feelings of.the Planning Commission about
rezoning the old Delmar property on Highway 4 and Elmcrest from Conservancy
to anything that would allow more lots. Property is 19.9 acres.
Discussion centered around the need for perk tests and that it was not likely
to get approval for a change of more than one step rezoning (ie, Conservancy to
Agriculture). Hansen stated that further rezoning could be possible it
property owners in the area all agreed to rezone. At present time, whole area
is conservancy or agriculture.
VERN PELOQUIN - PELOQUIN INDUSTRIAL PARK
Peloquin updated planning commission on his plat. The copy has been sent to
Rice Creek Watershed.
Peloquin made motion, Fashingbauer seconded to adjourn meeting at 10:50 P.M.
All aye. Motion carried
