OF THE
HUGO PLANNING COMMISSION
August 12, 1981
The meeting was called to order by Chairwoman Theodora Peltier at 8:02 PM.
PRESENT: Hanson, Lorch, Fashingbauer, Peltier
ABSENT: Peloquin, Greger, Knuteson
Motion made by Peltier, seconded by Lorch, to approve the minutes of July 22,
1981, after the following correction has been made:
Page 1 (last paragraph) - If the city has strip development, there will be no
accommodation for a frontage road
All aye. Motion Carried.
SHIRLEY NELSON HILL - SPECIAL USE PERMIT
Chuck Harvieux, Mrs. Hill's son-in-law, angAS Mac Donald, sales rep from
Northwest Service Company, were present to . any questions. Mrs. Hill is
requesting authorization to install a dual gas pump at the One Potatoe Trading
Post. Mrs. Hill has purchased the adjoining property from Stan Lynn on a Con-
tract for Deed. Mrs. Hill approached Mr. Lynn in regard to the paying off of
the contract, but Mr. Lynn informed her that he did not want the contract paid
off at this time. Mr. & Mrs. Lynn have signed the application for a Special
Use Permit indicating they have no objections to the proposal. Proof of
ownership has been forwarded to the City Attorney for his review.
Mr. Mac Donald did not feel there would be a visibility problem where the pump
is to be located. Only regular gas will be utilized - no diesel. Northwest
Service complies with all state and fire marshall codes. The pump will be
posted with all required signs, and there will be a light on the island. Access
to the pump will be of crushed rock, thereby eliminating possible drainage pro-
blems.
It was the general consensus of the Planning Commission that a public hearing would
not be required, and that installation of the pump would be an asset to the com-
munity and provide a necessary service.
Motion made by Lorch, seconded by Peltier, to recommend approval of the Special
Use Permit for Shirley Nelson Hill for installation of a dual gas pump at the
One Potata Trading Post. Before appearing before the City Council, applicant
should have an enlarged and more detailed traffic flow plan with indicated
parking spaces. Applicant to also indicate surface to be covered with crushed
rock.

WILLIAM SCHMIDT - SITE PLAN APPROVAL
Mr. Schmidt, 6799 177th Street, is proposing the construction of a 32 x 48 pole
barn for personal storage. The land is zoned AG. Mr. Schmidt was unable to
provide a copy of a tax statement for proof of ownership. Will not be receiving
a statement until 1982.
Motion made by Peltier, seconded by Fashingbauer, to recommend approval of the
Site Plan for William Schmidt, 6799 177th Street, to construct a 32 x 48 pole
barn for personal storage only, as per submitted Site Plan.
All aye. Motion Carried.
ROBERT DOTTE - REZONING
Mr. Dotte is proposing the division of 37 acres into three parcels (10, 10, and 17).
A portion of the 37 acres is in the CONS zone, and an application has been sub-
mitted for rezoning to AG. Before a public hearing can be published, Mr. Dotte
was instructed to provide the secretary with a legal description for the land
to be rezoned.
Motion made by Peltier, seconded by Fashingbauer, to set a public hearing for
September 9, 1981, at 7:30 P.M., to consider the request of Robert and Joseph
Dotte to rezone approximately 20 acres from the Conservancy District to the
Agriculture District.
All Aye. Motion Carried.
HOWARD MOE - SUBDIVISION
Mr. Moe was present and stated that, at this time, he does not have the finances
to go through the platting procedure for subdivision. }ie stated that he does not
have any alternative but to withdraw his application and request a refund of the
$60.00 fee.
Motion made by Lorch, seconded by Hanson, to. table the Howard Moe subdivision re-
quest until the meeting of August 26, 1981, at which time Mr. Moe is to either
provide the necessary information for subdivision or submit a letter of withdrawal.
All aye. Motion Carried.
Motion made by Hanson, seconded by Lorch, to adjourn at 9:35 PM.
