OF THE
HUGO PLANNING COMMISSION
August 26, 1981
The meeting was called to order by Chairwoman Theodora Peltier at 8:03 PM.
PRESENT: Peloquin, Hanson, Fashingbauer, Knuteson, Peltier
ABSENT: Greger and Lorch
Motion made by Hanson, seconded by Peltier, to approve the minutes of August 12,
1981, as submitted. (GREGER ARRIVED AT 8:04 PM)
All aye. Motion Carried.
GERALD HAUBLE - SITE PLAN APPROVAL
Mr. Hauble, 5460 125th Street, would like to construct a 40 x 64 pole barn for his
personal storage. Mr. Hauble has homesteaded 2 acres and is purchasing 8 addi-
tional acres. These parcels will be recorded on one deed and the deed should be
available for the Council meeting. Mr. Hauble will be using the existing driveway,
and the Site Plan meets all setback requirements.
Motion made by Peltier, seconded by Peloquin, to recommend approval of the Site
Plan for Gerald Hauble, 5460 125th Street, to construct a 40 x 64 pole barn for
his personal storage.
All aye. Motion Carried.
JOHN TRIPPEL - VARIANCE AND SPECIAL USE PERMIT
Mr. Trippel, 5732 150th Street, would like to construct a 24 x 40 pole type building
to be used as a -garage and for storage. The existing:18 x 20 garage would be moved
to Mr. Woeltge's property if approval is'granted. The proposed building will be
located 4' from the sideyard property line requiring a variance from the 5' re-
quirement. Mr. Trippel provided letters from the adjoining property owners regarding
the variance and the type of building, stating that they had no objections. Tom,
Crever, Building Inspector, was present, and stated that the proposed building does
not conform with other buildings in the area, and that the area is pretty dense.
Mr. Trippel stated that he will do all that he can to have the building constructed
so that it resembles a residential garage. He stated that he is going this route
because of the expense to construct a similar wood frame structure.
Motion made by Greger, seconded by Peltier, to recommend approval of the Special
Use Permit for John Trippel, 5732 150th Street, to construct a 24 x 40 pole type
building to be A a garage and for personal storage. Mr. Trippel is to have
building constructed so as to fit in with a residential area,

John Trippel - Variance
Motion made by Greger, seconded by Peltier, to recommend approval of the Variance
for John Trippel, to allow construction of a 24 x 40 garage 4' from the sideyard
property line instead of the required 5' setback. Variance granted in view of the
fact that present garage is located at 41, and neighbors have expressed, in writing,
no objections. The new structure will utilize the existing footings.
All aye. Motion Carried.
LAVE WOELTGE - SPECIAL USE PERMIT
Mr. Woeltge, 5747 150th Street, would like to move in an 18 x 20 garage (accessory
building). The property is in SFU zone, and a total of 260 sq ft is allowed for
accessory buildings. Mr. Woeltge provided a letter from adjoining property owners
stating that they.have no objection to Mr. Woeltge moving in the garage.
Motion made by Peloquin, seconded by Fashingbauer, to recommend approval of the
Special Use Permit for Dave Woeltge, 5747 150th Street, to move in an 18 x 20
garage to be used for personal storage.
All aye. Motion Carried.
RICHARD MATTHEWS - SPECIAL USE PERMIT
Mr. Matthews has purchased 5.5 acres frau Mr. Tom Clark on 132nd Street. He would
like to construct a 20 x 24 garage on his property prior to construction of his
residence. The building would be used for storage and workshop while the house
is being constructed. Mr. Matthews submitted proof of ownership, along with a letter
from the fee owners stating they have no objections. A copy of the perc test was
given to Mr. Crever for his review, meeting with his approval. Matthews stated
that he had hoped to start construction of his residence this year, but because of
the present interest rates, would not be able to start until 1982. Greger stated
that similar requests had been made by Mr. Warnecke and Mr. Ray Olson, requiring
them to provide Letters of Credit, in the amount of $5,000, to insure that they
obtain a valid Building Permit. Knuteson felt that some assurance could be provided
by means of an insurance policy, in case of fire, or necessity to have the building
removed from the property. There were some members that felt that the cost of
financial guarantees should not be placed on applicants, even though similar requests
had been made on other applicants
Motion made by Greger, seconded by Hanson, to recommend approval of the Special Use
Permit for Richard Matthews, to construct a 20 x 24 accessory building prior to the
principal structure, with the stipulation that Mr. Matthews provide a Letter of
Credit, in the amount of $1,500.00. This condition to be eliminated when Mr. Matthews
obtains a valid Building Permit.
Discussion continued regarding the requirement for a Letter of Credit. Greger felt
that the City could not treat Mr. Matthews any different than previous applicants.
Fashingbauer thought that the City should consider a change because of the lending
circumstances. Knuteson commented again on a possible assignment on Matthew's in-
surance policy, and thought there could be a better way of handling the matter than
a Letter of Credit. He felt that the City should be N�ible, and not let the
past determine the future. Tom Crever stated that i7cost about $100 to tear a
building down, and quite a bit less than $1500 to have it removed. Fashingbauer
wanted to see the matter handled with the least expense to the applicant.

ROBERT DOTTE - REZONING
Motion made by Peltier, seconded by Greger, to change the public hearing date for
the Robert Dotte rezoning from September 9, 1981, 7:30 PM, to September 23, 1981,
at 7:30 PM.
All aye. Motion Carried.
GRANT TOWNSHIP COMPREHENSIVE PLAN
Motion made by Peltier, seconded by Greger, to forward the Grant Township Compre-
hensive Plan to the City Council stating that the Planning Commission has no ob-
jections to the Plan as submitted.
VOTING FOR: Hanson, Greger, Fashingbauer, Peltier, Knuteson
ABSTAINED: Peloquin
Motion Carried.
MISCELLANEOUS
Mrs. Peltier stated that she would like to have a joint meeting of the Ordinance
Committe, Planning Commission, and City Council to discuss the new changes in the
subdivision ordinance, or have the Commission submit their comments to the Ordinance
Committee for some guidance. The Planning Commission members stated that they will
provide their comments, and Mrs. Peltier will set an Ordinance Committee meeting
after they are received. (KNUTESON LEFT THE MEETING AT 9:48 PM).
