PRESENT: Peloquin, Lorch, Peltier ABSENT: Hanson, Greger, Fashingbauer, Knuteson Mrs. Peltier read the public notice as publishedi the Forest Lake Times. Mr. Greg Cardinal had been present,prior to the start Meeting, stating that he had no objection to the rezoning request. (HANSON ARRIVED AT 7:39 PM). Dave Revoir, 5361 165th Street, was present also, but offered no comments. The Dottes' are proposing the division of 37 acres in to 3 parcels (10 - 10 - 17). Peloquin stated that he had no problem with the request because of the small lots sur- rounding the property. The public hearing was closed at 7:50 PM. The regular meeting was called to order at 8:03 PM. PRESENT: Peloquin, Hanson, Lorch, Peltier ABSENT: Greger, Fashingbauer, Knuteson Motion rade by Hanson, seconded by Peloquin, to approve the minutes of September 9, 1981, after the following correction has been made: Muellner (page 1) - possibility that the setback would be more than 11 feet. All aye. Motion Carried. ROBERT AND JOSEPH DOTTE - REZONING It was the feeling of the Planning Commission that there would be no problem with the rezoning because of the smaller Iota in the area. MOTION: Peloquin made motion, seconded by Lorch, to recommend approval of the request of Robert and Joseph Dotte to rezone 20 acres (the EJ of the SW4 of the NWS of Section 8, T31N, R21W) from Conservancy to Agriculture. Determined that land rezoned would be compatible with parcels of land to the west. All aye. Motion Carried. LEON MUELLNER - VARIANCE Mr. Muellner, 14998 Francesca, is proposing the addition of 14' to his existing garage, with a front yard setback:of'11' rather than the required 30'. The Plan- ning Commission discussed the possibility of Francesca being continued in the future, thereby creating a corner lot and a potential problem. Peloquin did not feel that that was a real possibility. Muellner stated that his other alternative would be to add"onto the back of the garage, over his sewer line. Motion made by Lorch, seconded by Hanson, to recommend denial of the variance request of Leon Muellner for an 11' front yard setback on the grounds that 11' is too close to the front property line for the proposed structure. (GREGER ARRIVED AT 8:17 PM) Greger could not foresee the continuation of the road, and did not feel the variance would create a problem. VOTING FOR: Hanson and Lorch VOTING AGAINST: Greger and Peltier ABSTAINED: Peloquin Motion Failed. Motion made by Hanson, seconded by Greger, to pass the variance request on to the City Council without a recommendation due to split vote and the possible street extension. All aye. Motion Carried. TOM LACASSE - MINOR SUBDIVISION Mr. Tom LaCasse is proposing the purchase of 50' from his father, Art LaCasse, to be added to his existing 10 acre parcel. The 50' exception was indicated on a survey previously submitted for a Land Division (Regnier). In the course of the discussion, LaCasse stated that some time this summer, he had sold 100' (narrowing to 101) to the property owner to the south of his ten acres. The Planning Commission did not feel that the lanSo/viguld have any effect on the necessary acreage in that zone (AG). Motion made by Peloquin, seconded by Greger, to recommend approval of the Minor Subdivision for Art LaCasse, to divide 50' x 633' for sale to his son. Divided land to be included in son's existing 10 acre parcel (one deed). All aye. Motion Carried. ROBERT BERNIER - SPECIAL USE PERMIT Mr. Bernier, 15135 Forest Blvd., is proposing the construction of a 24 x 30 accessory garage in the SFE zone. The ordinance allows for 640 sq ft., thereby creating the necessity for a Special Use Permit. Motion made by Hanson, seconded by Peltier, to recommend approval of the Special Use Permit for Robert Bernier, 15135 Forest Boulevard, to construct a 24 x 30 accessory garage for personal storage only. Per Site Plan submitted. All aye. Motion Carried. METROPOLITAN STEEL - SITE PLAN APPROVAL Mr. Eldridge is proposing the construction of 2000 sq ft for additional office space. Hugo Planning Commission September 23, 1981 Page 3 of 3 Metro Steel - cont. There will be Nathroom or plumbing in the addition, and no new employees will be hired. Rice Cre k has been notified of the addition, and Peloquin felt that the request could be recommended for approval subject to the proper permits being obtained. Motion made by Greger, seconded by Peloquin, to recommend approval of the Site Plan for Metro Steel, Bald Eagle Industrial Park, for the construction of 2000 sq ft to his existing office facility.
