HomeMy WebLinkAbout1982.04.14 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION April 14, 1982 The public hearing to consider the request of James Husnik to divide 3.36 acres into 5 parcels, which will be known as the Husnik Industrial Park, was called to order at 7:32 PM. PRESENT: Lorch, Jacobson, Peltier ABSENT: Hanson, Greger, Fashingbauer, Knuteson HUSNIK INDUSTRIAL PARK The notice was read as published in the Forest Lake Times. Mrs. Peltier opened to hearing to questions from the public. Vern Peloquin, 15226 Forest Blvd., was present and asked who was actually owner of the pond that Rice Creek Watershed is requiring Mr. Husnik to install. He also questioned who the easement will be granted to, and who would be responsible if someone should happen to drown. (KNUTESON ARRIVED AT 7:45 PM). The pond to be installed will be 7' deep and hold approximately 3' of water, as determined by Rice Creek's engineers. John Peloquin, Mrs. Dave Schwartz, and Joe Oman were present, and also stated their concerns over the potentially dangerous situation. They felt that because of the close proximity of residential homes and the trailer court, an unnatural hazard would be created. Husnik has received administrative approval, but will not received a permit from Rice Creek until the permit fee of $85.00 is paid. ( FASHINGBAUER ARRIVED AT 8:02 AND GREGER AT 8:04 PM). It was Jacobson's feeling that a letter to Rice Creek be sent before any action is taken. The public hearing was closed at 8:07 PM. The regular meeting was called to order at 8:09 PM. PRESENT: Greger, Lorch, Fashingbauer, Knuteson, Jacobson, Peltier ABSENT: Hanson Motion made by Lorch, Greger seconded, to approve the minutes of March 24, 1982, as submitted. All aye. Motion Carried. HUSNIK INDUSTRIAL PARK - SUBDIVISION Discussion continued regarding Rice Creed's requirement for the holding pond. The Planning Commission felt that they would�eo have a representative from the Board present at their meeting to discuss the matter and answer some questions. Hugo Planning Commission April 14, 1982 Page 2 of 3 HUSNIK INDUSTRIAL PARK MOTION: Jacobson made motion, seconded by Fashingbauer, that the secretary send a letter to Rice Creek Watershed requesting they have a representative present at the Planning Commission meeting of April 28th to discuss the following: 1. Maintenance of the easement. 2. Depth of ditch. 3. Close proximity of pond to residential area. 4. Who would be responsible (liable) for pond in case of accident. 5. Who would be responsible to bring pond back to grade if no longer required (storm sewer). All aye. Motion Carried. If someone cannot be present for the meeting of 28th, Rice Creek to be requested to have a representative present at the Council meeting of May 3rd. The Commission then reviewed Attorney Johnson's letter regarding the subdivision. Mr. Husnik stated that he will make the driveway on Lot 2 and will be shown on final plat. There was discussion regarding the existing buildings and Francesca Avenue. Husnik stated that Francesca Avenue was deeded and accepted by the City in 1976. Motion made by Greger, seconded by Peltier, that in view of the fact that the lot size requirements were altered at the time of installation of Francesca Avenue North, and not by the platting of this property, that variances not be required by the applicant. All aye. Motion Carried. Hus nik stated that the utility easements are not indicated on the preliminary plan, but wouldVincluded on the final plat. Motion made by Peltier, seconded by Lorch, to table the Husnik Industrial Park subdivision request until the Planning Commission meeting of April 28, 1982. All aye. Motion Carried. IMPERIAL TOOL - DISCUSSION ON SITE PLAN APPROVAL Jim Olson stated that he would like to construct a 15, 000 sq ft masonry building on the 5 acres he recently purchased from John Kostuch. He was provided with the necessary checklist and application, and will contact City Hall when he is ready to appear before the Planning Commission. REGAL PLASTIC - DISCUSSION ON ADDITION TO EXISTING BUILDING Dick Olson would like to construct a 52 x 60 addition to his existing building located in the Peloquin Industrial Park. Mr. Olson was provided with the necessary checklist and application for Site Plan Approval. Jim and Dick Olson are in the process of obtaining permits from the Rice Creek Watershed. Hugo Planning Commission April 14, 1982 Page 3 of 3 Motion made by Lorch, seconded by Peltier, to add Grace Jackson to the agenda for all purposes. All aye. Motion Carried. GRACE DEVELOPMENT - SPECIAL USE PERMIT Grace Jackson would like to convert her unsold house on 8A from a single family dwelling into a duplex. Hopefully, she could sell the house to an investor,or possibly rent the two units herself. She did not have plans for the conversion, but she was aware that she would have to comply with the State Building Code for duplex requirements. The land is zoned SFU, and would require a lot size of 12,000 sq ft. The Planning Commission was unable to calculate the exact square footage of the lot, but determined it was very close to the requirement. Grace will be submitting proof -of -ownership at a later date. Motion made by Lorch, seconded by Jacobson, to recommend approval of the Special Use Permit for Grace Development to convert the single family dwelling known as Lot 4, Block 2, Valley View Terrace, into a duplex. Subject to submission of an application for Variance if lot size is determined to be less than 12,000 sq ft. The Planning Commission waived the holding of a public hearing. All aye. Motion Carried.
