OF THE
HUGO PLANNING COMMISSION
April 28, 1982
The meeting was called to order by Chairwoman Peltier at 8:04 PM.
PRESENT: Hanson, Greger, Lorch, Peltier
ABSENT: Fashingbauer, Knuteson, Jacobson
Motion made by Greger, Hanson, seconded, to approve the minutes of April 14,
1982, after the following corrections have been made:
Page 1 - The Planning Commission felt that they would like to have a rep
Page 2 - Husnik stated that the utility easements are not indicated on the
preliminary plan, but would be included on the final plat.
All. aye. Motion Carried.
LEN NOACK - AUTO DISMANTLING LICENSE
Mr. Noack was present, and stated that a great number of the trees have not
grown because of the water problem. He stated that he has spent approximately
$2,000 in the planting program. Noack stated that he will be trenching the
yard with drainage to a pond in his yard. The secretary could not recall any
recent complaints made to City Hall regarding the junkyard operation. Noack
will be planting more trees this fall, and will try several varieties to see
if they will take better than the pine trees.
Motion made by Lorch, Hanson, seconded, to recommend approval of the Auto Dis-
mantling License for Leonard Noack for a period one year. Mr. Noack is to
make every attempt to replant trees and look for alternate methods of screening.
All aye. Motion Carried.
PATRICK FLYNN - SITE PLAN APPROVAL
Motion made by Lorch, Greger seconded, to add Mr. Flynn to the agenda for all
purposes.
All aye. Motion Carried.
Mr. Flynn is proposing the construction of a 32 x 48 pole barn to be used for
agricultural purposes. The Planning Commission was concerned with the 20'
setback from an existing private easement to land behind Mr. Flynn's. Flynn
stated that he had his attorney draft the easement so that it would always
remain a private easement for ingress and egress only.
Motion made by Peltier, Lorch seconded, to recommend approval of the Site Plan
for Patrick Flynn, 15979 Jeffrey Avenue, to construct a 32 x 48 pole barn for
his personal use only.

Mrs. Peltier had contact Manager Charles King from the Rice Creek Watershed.
The easement for the ponding should be considered like a utility easement.
In case of an accident, the owner of the property would be liable. Rice
Creek would like the pond to remain even though storm sewers might some day
be installed. The city could consider the ponds be fenced, but Husnik felt
if he had to, the rest of the ponds in the park should also be fenced.
Motion made by Hanson, Greger seconded, to recommend approval of the preliminary
plat for the Husnik Industrialy Park, subject to the following:
1. Drainage easement ownership to be decided by the City Council.
2. Driveway for Lot 2 will be enlarged and shown as such on the final plat.
3. Utility easements shall be indicated on the final plat.
All aye. Motion Carried.
NOTE: If the City should decide to take ownership of the easement, the Planning
Commission would suggest fencing.
Motion made by Hanson, Greger seconded, to adjourn at 9:23 P.M.
