OF THE
HUGO PLANNING COMMISSION
OCTOBER 59 1982
SPECIAL MEETING
Meeting was called to order by Chairperson Peltier at 8:15 P.M.
PRESENT: T. Peltier, Knuteson, Greger and Hansen
ABSENT: Lorch, Fashingbauer and Jacobsen
The Chairperson explained thepurpose of the meeting and read a
portion of the minutes of the Forest Lake Township meeting of
September 22, 1982.
It was at this meeting that application for a Conditional Use
Permit for The White Bear Rod and Gun Club was discussed.
Action on the application was tabled by that Commission until
October 13, 1982 and our comments are requested by that time.
Chairperson Peltier also read the comments by the Washington
County Planning Department on said application.
The Hugo Planning Commission comments are as follows:
In view of the fact that impulse noise is annoying, well be-
low the point at which it becomes dangerous to health and that
such noise travels great distances, regardless of municipal
boundaries„ We ask that residents of Hardwood Creek Estates
by made aware of all discussion pertaining to this conditional
Use Permit application. Hugo residents living on 176th St.,
177th St. and Graystone Avenue should be allowed the opportunity
to provide input prior to final action on this matter.
If a Conditional Use Permit is issued for a skeet and trap
shooting facility. The following items should be considered
at the outset.
A. Lead recovery should be designed in fr(n the beginning.
This is extremely important when using leased land.
B. Realistic noise abatement measures should be taken
to include construction of noise barriers prior to
issuing a permit. Trees in addition to being slow
growing, are in effective as impulse noise barriers.
The noise measurement method for the anticipated impulse noise,
should be established prior to issuance of a permit. Even
the Minnesota Pollution Control Agency has difficulty in
measuring or defining acceptable impulse noise levels.
Motion made by T. Peltier, seconded by Knuteson that the
secretary be directed to type up the comments of the Hugo
Planning Commission and have them delivered to the Forest
Lake Township Planning Commission also that a copy be for-

warded to the Washington County Planning Department.

Motion made by Knuteson, seconded by Gregor to adjourn at
9:04 P.M..
