MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
OCTOBER 13, 1982
The meeting was called to order by Chairperson Peltier at 8:05PM.
PRESENT: Peltier, Hanson, Lorch, Fashingbauer, Knuteson.
ABSENT: Jacobson, Greger (noted that Greger was attending
meeting at Snail Lake School to discuss Hugo as a
Hazardous Waste site).
Motion made by Peltier, seconded by Hanson, to approve the
minutes of August 11, 1982 and the minutes of September 23,
1982.
All aye. Motion tarried.
Motion made by Hanson, seconded by Peltier to approve the
minutes of October 4, 1982.
All aye. Motion carried.
A request was made by Chairperson Peltier to be recognized
as "chairperson" in all forms of correspondence.
GERALD SPIESS - Special Use Permit
Mrs. Spiess brought plans of the proposed building and stated
that the exterior would match the appropriate side of existing
buildings. The area is zoned SFE. She also stated that two
trees would need to be removed to complete the building size
(24 X 30).

Motion made by Hanson, seconded by Fashingbauer to/approval of
the 24X 30 building with the condition that the exterior
match the existing buildings.
All aye. Motion carried.
SHIRLEY NELSON HILL - Special Use Permit
Mrs. Hill presented her plans for construction of a 161X 35'
addition. Hanson raised the question of a public hearing
for Mrs. Hill's protection. Mrs. Hill stated she would
supply the names of surrounding neighbors and provide the
clerks office with the legal description of her property.
Motion made by Chairperson Peltier, seconded by Hanson to
hold a public hearing on November 10, 1982 at 7:30P.M. for
a Special Use Permit.
(Ars. Hill was required to have requested information in by
Monday October 25, 1982 for public ation on October 28, 1982.

DAVID AND CAROL SCHUMANN - Site Plan Approval
Mr. Schumann submitted a diagram with the location of a
proposed 30' X 40' accessory building. The question was
raised whether a variance would be needed but rejected
because the mobile home now occupied by the Schumann's
is temporary.

Motion made by Hanson, seconded by Lorch to/approval of
Site Plan Approval with the understanding that at the
time of construction or if the mobile home becomes perm-
anent a variance may be appropriate at that time.
All Aye. Motion Carried.
SAFEWAY HOUSE MOVERS -
Motion made by Lorch to put Safeway House Movers on the
agenda. Seconded by Janson.
All Aye. Motion carried.
Mrs. Sempel stated they would like to move in a 32' X 60'
cold storage building permanently to be used for rental
purposes. Access to the building was a main concern.
Mrs. Sempel was provided with a copy of Ordinance 82.
Motion made by Hanson, seconded Fashingbauer to forward
the driveway application and application for Amended Spec-
ial Use Permit to the City Council, stating that.SafeWay
will provide a comprehensive plan of the property with
dimensions, setbacks of buildings and location of the
driveway. ft is assumed by the Planning Commission the
driveway will fall into accordance with the city ordinance.
The City Council should refer to the minutes of March 17,
1980 or file number 1980-21-ASUP.
