MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING CO101ISSION
DECEMBER 8, 1982
The public hearing for Phil Ogburn was opened at 7:32 PM by Chair-
person Peltier.
Present: Peltier, Greger, Hanson, Lorch
Absent: Fashingbauer, Jacobson, Knuteson
The public notice was read by Greger as pxblished in the Forest Lake
Times. There was no general public in attendance. Mr. Ogburn
stated the building would be used for storing hay, vehicles and a
portion of the building would be heated and used for animals.
The meeting was closed at 7:44 PM -
The regular meeting was called to order by Chairperson Peltier at
8:03 PM.
Motion made by Lorch seconded by Hanson to approve the minutes of
November 10 with the fo]bwing correction,
"until such time she presents" the commission....
Phil Ogburn - Special Use Permit
Mr. Ogburn was present to answer any questions regarding the con-
struction of a 32 X 50 accessory building.

All aye. Notion carried.
Michael Gibbs - Variance
Mr. Gibbs had provided a letter from the neighbor stating he had
no objection to Gibbs' garage being two feet from the property
line.

Motion made by Hanson, seconded by Peltier/recommend approval
of the variance with the following conditions;
a specific distance noted on the application and to read "to
within two feet" of the property line.
All aye. Motion carried.
Don Baumgarner - Schmidty's Property
James Flannery was present with Scott Hubbard, Mr. Schmidt and
Wilbur Harris, owner of Midwest Van and Storage. Mr. Baumgarner

has been deleted from the transaction. The new facility will be
used for an on and off sale liquor sales, dancing and possibly a
restaurant with in the following year. The proposed building
would be 11, 025 Sq. feet. There is 3.7 acres of which approx-
imately 2 acres is developed. Questions regarding lighting,
septic system, parking and drainage were raised also parking
for off -sale customers.
Motion made by Greger, seconded by Peltier to table the appli-
cation until December 22, at which time answers to the previous
questions waild be expected. It was noted that the concept of
the business was approved but final judgement would be reserved
until final plans are presented.
All aye. Motion carried.
Mr. Flannery stated he would present the plans to the City
Council on December 20th. This is without approval from the
Planning Commission.
Patrick Meehan - Site Plan Approval
Mr. Yeehan presented plansfor a 36 X 50 pole building to be used
for personal storage.
Motion made by Peltier, seconded by Lorch to recommend approval
of the application.
All aye. Motion carried.
Chairperson Peltier requested that site plarB be sent with agendas
for prior examination. All member will be asked to attend the
December 22nd meeting to discuss absenteeism.
Peltier made motion, seconded by Hanson to adjourn at 9:1¢ PM.
