PRESENT: Lorch, Fashingbauer, Hanson, Potts ABSENT: Jacobson Motion made by Hanson, seconded by Potts, to approve the minutes of March 9, 1983, after the following corrections have been made: Add to minutes - Motion made and seconded to appoint Bill Hanson as Vice -Chairman. All aye. Motion Carried. Andrew Istvanovich - Andrew Istvanovich was present to get an opinion on reooning 10 acres (not 5) along 165th Street. Dave and Esther Weigel - add to the motion: "recommend approval of the Site Plan, based on Chapter 320-5, Subd A, paragraph 41 etc." Weigel - insert the following into the general discussion: "The question was raised whether a Site Plan charge is necessary since the Site Plan does not vary from the previous plan --- Add to minutes - Lorch read portions of a letter from Washington Soil and Water Conservation District explaining their role in helping with surface water plan. All aye. Motion Carried. DANIEL FORD - SITE PLAN APPROVAL Mr. Ford, 12424 Goodview Avenue, is proposing the construction of a 30 x 48 pole barn for his personal use. The land is zoned Conservancy. A site pIdn was submitted, and tle building will comply with the set- back requirements. Mlotion made by Hanson, Fashingbauer seconded, to recommend approval of the Site Plan for Daniel Ford, 12424 Goodview, for the construction of a 30 x 48 pole barn for his personal use only and to be constructed according to the site plan submitted (reference 320-5, Subd I. para 4B). All aye. Motion Carried. !,,!ARK WOODING - DISCUSSION ON POSSIBLE REZONING Mr. Wooding, son-in-law of Ella Caruth, discussed the rezoning of 40A from Industrial to Conservancy to accommodate a single family residence. A 3A parcel had been recorded in error, and that acreage would be in- corporated into the two 20A parcels, when divided. Their residence would use the existing well and septic system located on the 3 acres. The 40 acres is bordered by Industrial to the east and Cons to the west. Hugo PlanninCommission Page 2 3M/83 It was the general concensus of the Planning Commission that they did not object to the rezoning because the land is relatively low and not suitable to many on—site septic systems. Motion made by Hanson, Fashingbauer seconded, to schedule a public hearing for April 139 1983, at 7:30 PM, to consider the request of Ella Caruth to rezone 40 acres from Industrial to Conservancy. Legal description as follows: The NE- of the SW',-, of Section 8, T31N9 R21W, Washington County, Minnesota. All aye. Motion Carried. Mr. blooding was provided with an application for rezoning, and informed that Ella Caruth would have to sign it. They were also informed that it was their responsibility to provide the city with the names of all property owners within 300' of the parcel to be rezoned, and that proof— of—ownership will also be required. SAFFJAY HOUSE MOVERS — DISCUSSION OF AMENDED SUP AND MINOR SUBD. what Mrs. Sempel was present to ask/would be needed for Safeway to sell a parcel of land within their 20 acres. Mrs. Sempel was informed that she would be required to amend Safeway's Special Use Permit and to make application for a Minor Subdivision. The Sempel's have been requested to appear before the City Council at their meeting of April 4 to discuss their plans for the land and the business. Mrs. Sempel then inquired about the possibility of using a 10 x 50 trailer for watchman quarters. This would exceed the requirement by 100 sq. ft. It was not clear whether a variance could be granted or if an ordinance change was needed. Hanson stated that it did not appear the Planning Commission had any immediate objection to the sale or slitting of a parcel of property in the northwest corner of the Safeway property, but does want to reaffirm our stand that a comprehensive plan be intact for use of the property, as outlined in 320-4, Subd. L. If a variance to the watchman quarters requirement can be granted, we feel leniency should possibly be considered in this case since we have control with a 3 month renewal to terminate the permit. ANDREW ISTVAP?OVICH — POSSIBLE REZONING Members of the Planning Commission made an on—site inspection of the property to determine the possibility of rezoning the 10 acres from AG to RRII. Because it was the general concensus of the Planning Commission that rezoning would create "spot zoning", and it appeared that the 300' road frontage could not be met, the secretary was directed to write Mr. Istvanovich at his home in Grand Rapids stating the rea— sons they did not feel the rezoning would be appropriate. However, he still has the option of submitting an application and going through the normal channels for rezoning. Motion made by Fashingbauer, Potts seconded, to adjourn at 10:01 PM. All aye.
