OF THE
HUGO PLANNING COMMISSION
April 13, 1983
Prior to the meeting Pyr. Lorch swore in Mr. George Atkinson as a
member of the Planning Commission.
The meeting was called to order by Chairperson Lorch at 8:00 P.M.
PRESENT: Lorch, Hanson, Potts, Atkinson
ABSENT: Fashingbauer, Jacobsen
Motion made by Potts, seconded by Hanson to approve the minutes
of March 23 with the following corrections:
(Safeway) to the sale or splitting.....
Mr. Potts also wanted it noted that he objected to the irc rease in
size of the watchmans quarters at Safeway House Movers.
Ella Caruth — Rezoning
Mark 'Wooding stated that they wish to rezone only part of the 40
acres originally considered. Leaving the 20 acres on the East
Industrial and the other 20 acres being changed to.Conservancy.
A public hearing was scheduled for May 11th at 7:30 P.M.
Motion made by Hanson, seconded by Potts to schedule a Public
Hearing for May 11th, 7:30 P.M. to consider the rezoning of 20
acres from Industrial to Conservancy. Legal description to be
provided.
All aye. Motion carried.
Bald Eagle Sportsman Assoc.— Special Use Permit Renewal
Mr. Timm submitted the list of club officers and said they have
been adding sound abatement to a portion of the club. They
would like to change their hours of operation from 8:00-8:00
to 9:00-9:00 Monday through Thursday, April 10 to August 15.
Motion made by Lorch to schedule a Public Hearing for May 11,
1983 to inform residents in the aria of the change and consider
the new hours, seconded by Hanson.
All aye. Motion carried.
(Mr. Timm will supply the clerk's office with a list of neighbors.)

Leonard Noack - Auto Dismantling License
Mr. Noack stated he has planted more pine trees to act as a
barrier as requested by the City Council. He also has included
a trench near the newly planted trees to help promote growth.
Motion made by Hanson, seconded by Potts to recommend approval
of Lens Auto Dismantling License for one year.
All aye. Motion carried.
Jerry Vandelac - Minor Subdivision
Mr. Vandelac would like to divide his 10 acres into a 1 acre
parcel (parcel one), and a 9 acre parcel (parcel two). He
plans to sell the 1 acre with house and out buildings, and build
a smaller home for himself on the remaining 9 acres provided
it can pass a perc test.
Motion made by Hanson, seconded by Potts to recommend approval
of the Minor subdivision for Jerry Vandelac according to ordinance
290-9, also the variance on Parcel 2 for 115' road frontage
pending a Certificate of Survey being submitted prior to the City
Council approval.
All aye. Motion carried.
Dan Muellner - Pole building
Mr. and Mrs. Muellner were present with their plans to construct
a 24 X 40 pole building for personal storage. This is zoned Ag.
Motion made by Potts, seconded by Hanson to recommend approval
of the 24 X 40 building.
All aye. Motion carried.
Schmidty's
James Flannery and Wil Harris were present to submit their final
plans for construction at the site of the old "Schmidty's". Now
that they have officially acquired the property and financing,
they are interested in specific requirements from the City.
The following list was provided in order for them to draw up a
final site plan.
1. Front and side fencing
2. Lighting at driveways
3. Septic system and perc. information
4. on/off sale customer parking and vehicle movement plan
5. Views from r'.T1DOT on one or two driveways
6. extent of blacktop parking now available (exact number)
7. Plans for topping the overflow parking
Mr. Flannery stated the City Council has shown approval of their
previous site plan. However, lacking a final site plan but for
the purpose of expediency, Mr. Flannery and Mr. HArris will bring
their plans to the City Council for their approval providing all
of the above requirements are addressed. Mr. Hanson and Mr. Potts

expressed their concern about forwarding this matter without
actually seeing a final site plan. Again this move was not
recommended by the Planning Commission.
Mrs. Peltier as a representative from The City Council requested
a copy of Schmidty's previous Special Use Permit.
Mr. Potts also requested that addresses by included on future
agendas.
Motion made by Potts, seconded by Hanson to adjourn the meeting
at 10:40 PM.
