HUGO PLANNING COMMISSION
July 13, 1983
The public hearing was called to order by Chairperson Lorch at 7:11 PM. Mr.
Stack made his presentation for the proposed rezoning of approximately 110
acres from Conservancy to Agricultural. Mr. Hollihan and Mr. Lucker have sub-
mitted their application, signed by Mr. Lucker, the purchaser. Mr. Hollihan
will be contacted upon his return to Minnesota for his signature on the appli-
cation. There was no one present to oppose the rezoning.
This public hearing was closed at 7:34PM.
The public hearing for Jeff Barbour was called to order at 7:35 PM. Mr. Barbour
reviewed the situation for the commission and public. His intent is to sell 3.26
acres for a homesite. Located directly east of Duck Pass Kennel. James Johnson
owner of 3 acres North of Barbour property, stated his concern about the location
of the proposed drainfield and the high water level on the property at this time.
Steve and Jack Whitaker, representing their father, owner of 160 acres east of
Barbour's land were also present and opposed the rezoning. They felt more den-
sity was undesireable in the area. There is also an access road or driveway to
the Whitaker farmsite on the south end of the Barbour property.
The public hearing was closed at 7:59 PM.
The regular meeting of the Planning Ccmnission was called to order by Chairperson
Lorch at 8:00 PM.
PRESENT: Lorch, Fashingbauer, Hanson, Potts, ATkinson.
ABSENT: Schoeller
Motion made by Potts, seconded by Hanson to approve the minutes of the June 22
meeting.
All aye. Motion carried.
Jeff Barbour - Rezoning
It was noted that the surrounding hones are on approximately the same acreage.
Mr. Potts suggested that the commission suggest that the well be on the south
and the drainfield on the north side of ;the property. Mr. Hanson pointed out
that offering an easement to the Whitakers may be beneficial to the purchaser
from a tax interest by lessening road frontage. Approximately 100 feet would
by needed to include the existing driveway.
Mr. Hanson made motion, seconded by Lorch to table the Barbour rezoning until
July 27th, at which time Mr. Barbour would provide the commission with a diagram
of the drainage paths for water on the property and a current perc test. Also,
resolve the easement problem with the Whitakers.
Ayes: Lorch, Fashingbauer, Hanson, Atkinson.
Nay: Potts. Motion carried.
Barry Stack - Rezoning 110 acres.
There was no further discussion following the public hearing concerning the
land owned by Lucker, Hopkins and Hollihan.

Motion made by Hanson, seconded by Potts to recom end approval of the rezoning
of 110 acres from Conservancy to Agricultural pending receipt of the signed
application from Mr. Hollihan.
All aye. Notion carried.
George Merrill - KSTP
Mr. Merrill restated the intent of Hubbard Broadcasting to construct one 9 meter
receiving station and one 4 meter on a 10' by 10' concrete pad. The entire
area is currently fenced for safety and vandalism. Mr. Lorch felt there was no
need for a public hearing.
Motion made by Fashingbauer, seconded by Potts for the construction of a new 10
ft. by 10 ft. cement pod for the installation of a 4.5 meter satellite receiving
antenna. Also to install a 9 meter satellite receiving antenna on the existing
cement pod constructed in 1981, approved by the Planning Commission and the City
Council in 1981 (1981-74).
All aye. Notion carried.
W. Sykes - Rezoning
Mr. Sykes would like to purchase the 8.9 acres located on Hwy 61 and County Rd. 4
(north east) corner. Mr. Sykes, owner of Jer Neen Spring Co. would like to con-
struct a block building,10 to 20 thousand square feet for the manufacturing of
their product. He stated there is no pollution of any kind, nor waste to deal
with. The company is presently located in the Peloquin Industrial Park but has
no roan for expansion. The possibility of a better suited zone was addressed
and the clerk's office will be notified if a change is made. A public hearing
was scheduled for August 10th, 1983, 7:30 PM.
Motion made by Fashingbauer, seconded by Atkinson to adjourn at 10:10 PM.
