OF THE
HUGO PLANNING COI.DIISSION - Aug. 10, 1983
The public hearing was called to order at 7:35 PM. �-,Dillard and
Catherine Sykes described their proposal for building a 15 to
20 thousand square foot building to manufacture medical products.
They stated it would be an attractive building, landscaped and
would have a holding pond. The parking area would be blacktopped
and approximately 50 to 75 employees working in the building.
A driveway would be located off Cty 4. Sharon Sardella, 6316
170th St. asked why they wanted to build on that land. She has
horses next door to the property and feels the industry would
be a deterrent. Dave Jablonski, 6817 170th St., questioned how
many shifts and what kind of deliveries they would receive.
Mrs. Sykes stated they have one shift (7:00 - 3:30) but hope
to add one more shift. Thar deliveries come from UPS and
outgoing products are shipped UPS also. The public was invited
to come and observe the operation if they wished. Washington
County has done noise level testing and says the company comes
no where near the allowed level. They have no water cooled
machines. Harry Rudisell of 6970 177th St. was concerned about
the water from the blacktopped driveway and where it would go.
Cindy Walcher who lives one mile west of Hwy 61 wondered if
the growing industry would be cause for an additional exit from
the freeway. The public hearing was closed at 8:13 PM
The regular meeting was called to order at 8:14 PM.
PRESENT: Lorch, Fashingbauer, Potts, Atkinson, Schoeller
ABSENT: Hanson
Motion made by Schoeller, seconded by Fashingbauer to approve
the minutes of July 27, 1983.
All aye. Motion carried.

Mr. Potts read a letter he composed regarding this matter. See
enclosed.
Motion made by Atkinson, seconded by Lorch to recommend approval
of the rezoning from Agriculture to Industrial.
AYE: Lorch, Atkinson Nay: Potts, Schoeller, Fashingbauer
Motion made by Potts, seconded by Schoeller to recommend denial
of the rezoning request from Ag. to Industrial.
AYE: Schoeller, Potts NAY: Fashingbauer, Lorch, Atkinson
Fashingbauer stated she would like to modify the rezoning but
not defeat it completely.

of the rezoning but note the contents of MR. Potts' letter to
the City Council.

zoning to the City Council and suggest it be included in a new
district.

David Mattson - Site Plan Approval
P1r. TTattson would like construct a pole building on his lot
before he begins c-anstruction of his house.
Motion made by Lorch, seconded by Fashingbauer to recommend
approval of the Site Plan contingent on Mr. Tattson obtaining
a building permit before beginning construction of the pole bldg.
All aye. Totion carried.
Robert Ricci - Rezone and Special Use Permit
Tarr. Ricci would like to move in two buildings (Queens Inn) to
be used as apartments. One would include six, two bedroom units
and four, one bedroom units. to be located on the vacant lot
next to the Convenience Center. It is presently zoned CB and
would like rezoned to SFU. A public hearing has been scheduled
for September 14, 1983 at 7:30 PM.

Dear Members
I would like to make some comments regarding the application of the
Jer-Neen Spring Co. to rezone 9 acres (from Agric. to Industrial) on the
corner of Hwy 61 and Washington County Rd. #4.
On July 13-83, the owners of the Jer-Neen Spring Co. described the
nature of their business, as that of making springs and/or small parts
for medical equipment and various other small parts. I myself have been
in other facilities which make parts for medical equipment, and'have found
them to be the type of business which any community would like in their .
area.
In looking at the proposed site, I have made the following obser-
vations..
1. The site is presently in an agricultural district 10 acre minimum.
2. There is a ietail Business District adjacent to the north along
highway 61.
3. There are -resently homes on all four sides of proposed indust-
rial area.
4. I feel that the intersection of Hwy 61 and County Rd. 7Y4 is a high
traffic volume area and will continue to increase rather than
decrease.
j. Considering yM above, I would like to see the proposed site zoned
Retail Business or Concentrated Business.
6. The City of Hugo, I feel does have a well established comrnimit-
ment to the residents of the area, by this I mean an industrial
zone in the middle of an existing agriculturial/residential area
should NOT be permitted.
To conclude, I think a business zoning would be more compatible
with a agricultural or residential area, and this particular business could
be permitted as a special use to business zoning. I understand the
above would require an ordinance change, but feel strongly that it is
necessary to protect existing residents from unnecessary sights, sounds,
and smells which an industrial area can produce.
