The public hearing was called to order at 6:20 PIT! by Chairman
Lorch, to consider the request of Richard Granger.

Mr. Granger expressed his desire to rezone approximately 50 acres
from SFE and RR1 to SFU. The propert is located East of Oak
S -,ore Park. D. ;=Tright, 12165 Evertor�and M. Mertens, 12739 Ethan
were concerned about the number of lots per acre. W. Williams
provided a list of concerns of the residents, three of which
were density, condition of the lake and safety of the people.
Kathy and Jim ',retry, 4696 126th inquired about open space or
a park area. Claude Bloomer, 12471 Ethan, inquired about an
easement to the lake, are their established roads presently
on a map? George Jungblut, 12277 Ethan Ave. was present and
stated he owns the easement, it has been laid out and cannot
be changed. Steve 1arkson objected to the possibility of
extending sewer into Oak Shore Park because of the size of
his property.
17r. Granger assured the residents he as the developer would
assume all costs incurred by the project.
Mary Cofer, 4735 126th St. and P. Higgins, 12145 Everton, were
concerned about the density and how the land would be developed
along the sewer line. Judy Moline asked if the lots could be
serviced by septic systems.
Due to the lengthy agenda this public hearing was recessed until
September 15, 1983 at 8:00 PDI.
Granger — 147th lot — Granger would like to rezone this lot from
CB to SFU to construct a single family home. He stated the home
would be a rambler with minimal obstruction from the railroad
tracks. The driveway would be on the east side of the home between
the tracks. FIr. Ed Granger, directly across the street from the
lot to the Forth stated that neighbors he had talked to had no
objections. This public hearing was adjourned at 7:10 PM.
J. Oman — Mobile home park — Letters were read from B. Bernier
and Hubbard Broadcasting with no objections. Mr. Bernier re—
quested that no more trees be removed and the first trailer
be a double wide to appear more as a conventional home. Fred
Rierman, TTI -,IF was concerned about the water flow and possible
complaints from residents about his business (fabricating steel).
T•'..r. Rierman stated that T'"STP complied with the requirement from
Rice Creek originally but several months later filled in their
holding pond and drainage area, which forces the water back onto
the Rierman property. The trailers would be approximately 30 —
40 feet from 1.11F. This public hearing was adjourned at 7:26 PM.

Ricci - rezoning
Mr. R. Ricci would like to move in t6b buildings as multiple
dwellings to be placed on two lots directly east of the Conven-
ience Center. It is currently zoned CB and SFU. Larry Irsfeld
felt that the current zoning was set up for a certain purpose
and it should not be changed. He also is opposed to the increased
density in the area. He felt there were already too many multi-
ple dwellings in the city. Teen Granger was afraid of the poss-
ible traffic problem on Lower 147th this could create. He had
no objections to.the apartments but felt the parking should
coincide with the parking lot at the Conv. Center.
Tom Crever reported on the condition of the buildings. Building
`1, with 4 units, 321X 581, total square footage 1,856 per floor
After deducting appropriate footage for halls and staircase would
leave 900 sq. ft. per unit. there was no access to the building
to inspect the interior. General condition appears to be good.
Building „'2, 26 X 429 1,092 sq. ft. would have four units. The
kitchen areas were extremely small. Interior condition was good.
The exterior of the building was also in good condition. Mr.
Ricci stated that this building was to be remodeled. Ven Granger
questioned whether the fire department could handle a two story
building. Also where will the water on Fondant and 147th flow
without a culvert to the lake. Carl Nordquist would like to see
some screening or fencing along the back. The public hearing
was adjourned at 8:14 P1.1.
The regular meeting of Planning Commission was called to order
by Chairman Lorch at 8:15 PD%
PRESENT: ?Jansen, Lorch, Fashingbauer, Potts, Atkinson, Schoeller.
Motion made by Hansen, seconded by Fashingbauer to approve the
Minutes of August 24, 1983. All aye, motion carried.
T. Peltier and Charles Sghwab were in attendance.
Granger - rezoning 147th - Hansen felt the lot would legally fall
under ordinance 320-5. The general feeling was that it was better
suited for housing rather than a business.
Hansen made motion, seconded by Fashingbauer to recommend approval
of the Richard Granger rezoning of the lot on 147th from OB to SFU.
Roll call vote: All aye, motion carried. The motion was based
on Ordinance 320-5 Subd. A. Par. 8.
Notion made by Atkinson, seconded by Potts to recommend approval
of a variance for the R. Granger lot on 147th from 10,400 sq. ft.
to 3,000 sq. ft. for construction of a single family home.
All aye, motion carried.
Notion made by Potts, seconded by Hansen to recommend approval
of a variance from the required 80' front yard setback because
of the size of the reduced lot.
Oman - rezoning - four main concerns were noise from industry,
ponding area for run off, trees along the private area. Rice
Creek has already approved the expansion and drainage plan.
11r. Oman stated the storm sewer was already installed in the
park. Each trailer would be allowed two parking spaces.

Atkinson raised the question of fire protection and the possibility
of enlarging the water supply and adding hydrants to the rear of
the park.
T'otion made by Hansen, seconded by potts to recommend approval of
the rezoning of the land North of the existing trailer park from
CB to SFJ for expansion of the park. All aye, motion carried.
Motion made by Potts, seconded by porch to table the discussion
of the ASUP until the meeting of Sept. 28th to allow the Planning
Commission an opportunity to view the property. The clerk is to
contact the fire chief to make a report at the next meeting.
R. Ricci — rezoninE — The main concerns were drainage and traffic
on Tower 147th. It was suggested that i'r. Ricci and concerned
residents meet to come to an agreement on a suitable site plan.
lotion made by Potts, seconded by Fashingbauer to recommend approval
of the Ricci rezoning from CB to SFU with the condition that Mr.
Ricci combine the two parcels into one parcel and that further dis—
cussion by tabled until September 28th, 1983

11. Lindau — Mr. Lindau is dividing a lot 90' X 398' from his
property on Egg Lake Rd.
lotion made by Hansen, seconded by Potts to recommend approval
of the T.inor Subdivision for r%. Lindau. All aye, Motion carried.
The commission was concerned that there may be a drainage prob—
lem for the neighbor on the west and examination by the City
Engineer may be desireable prior to the City Council meeting.
D. Opse — SPA — Hansen made motion, seconded by Atkinson to
recommend approval of the Site Plan for D. Opse to construct a
26 X 40 ft. building per site plan dated ;/14/83 for personal
storage. 911 aye, motion carried.
H. Shi arski — Variance — Lorch made motion, seconded by Fashingbauer
to recommend approva of the variance for a two car garage with a
6' side lot setback contingent on written ap roval from the owner
of the 26' strip of land on the south (T"assT 11 aye, motion
carried.
J. Koore — discussion — Christianson property
Jerry Moore, ColdwelT Banker representing T..,"ary Christianson will
be marketing the property for development. The concept was
approved but the lots needed changing to correspond with min—
imum lot size for that zone, SFU.
E. Caruth — discussion —rezoning — Mrs. CAruth woulAike to have
her sonsQn_�er proper y or security and assistance. Under the
current zoning this would be impossible. They will do some
checking on location of T?rs. Caruth's buildings and contact the
Planning Commission on their intentions.
J. IosteleckV — SPA — Potts made motion, seconded by Lorch to
recommend approval of the :ostelecky site plan to construct a
26 X 40 building with siding to match the house (in connection
with the -restrictive covenants in that area).

D. Strohkirch, T. Wagener SPA - Potts made motion, seconded by
Schoeller to recommend approval of the site plan to construct a
40 X 80 ft. building for cold storage at 5611 152nd St. Peloquin
Ind. Park, providing a site plan is provided with appropriate set-
backs and written approval received from Rice Creek Watershed.
Ill aye, motion carried.
G. Fow - SLS' - Potion made by Fashingbauer, seconded by Lorch
to recommend approval of the construction of a pole building
40 X 90 sq. ft. for personal storage. All aye, motion carried.
The regular mzeting was recessed until September 15, 1983 to
follow the continuance of the Granger public hearing at 8:00 Pr'.
