OF THE
HUGO PLANNING COMMISSION
September 28, 1983
The regular meeting of the Hugo Planning Commission was called to
order by Chairman Lorch at 8:01 P14.
PRESENT: Lorch, Hanson, Potts, Atkinson, Schoeller
ABSENT: Fashingbauer
Motion made by Potts, seconded by Hanson to approve the minutes of
September 14 and 15 after the following corrections are made:
the continuation of the Granger public hearing on the 15th of Sept-
ember was officially closed at 10:10 PM.

Yr. Lorch suggested anyone interested be encouraged to attend a
seminar on affordable housing. For information call 291-6472.
David Fakler would like to rezone the corner(RE) of 165th St.
from SF: to conform to a ')usiness use. He is in the used car
business and would probably. use the lot himself. He has 1.2
acres. A public hearing was scheduled for October 26th. Mr.
Fakler will contact the City as to his choice of zone preference.
Ella Caruth would like to rezone 60 acres from Industrial to
Conservancy and divide 20 acres for her son. There is approx-
imately 278' from her East lot line to her home. Allowing for
the 20 ' setback (side yard), it would leave 258' road frontage.
The planning commssion felt a veriance to the 300' required
road frontage would be preferable to an inconsistent lot line.
There will be a public hearing on October 12, 1983 at 7:30 PM.
Robert Ricci is proposing one building with six 2 bedroom units.
There are 18 parking spaces with a 4 car garage. Drainage from
the front of the lot will be directed toward 147th St.
Potts made motion seconded by Atkinson to recommend approval of
the Ricci Special Use Permit and siteplan with the following
conditions:
1. Drainage from the roof and the parking lot be directed
to 147th St.
2. A privacy fence be constructed on the East line.
3. A letter of credit be obtained in an amount to be
determined by the City Council.
Roll call vote: Aye: Schoeller, Atkinson, Potts, Lorch
Nay: Hanson Motion carried.

Motion made by Atkinson, seconded by Potts to recommend approval
of a variance for A. Ricci to reduce the required minimum lot
size from 21,000 sq. ft to 20,900 sq. ft. All aye. I -lotion carried.
Kevin Mann would like to construct a pole building on 1 acre lot
on 165t St. (Dotte property) zoned Conservancy before his prin-
cipal building. He plans to construct his home in the summer of
1984. The site plan shows his pole building 10 feet from the
side lot line.
Motion made by Hanson, seconded by Schoeller to recommend approval
of the Special Use Permit for K. Mann to construct a 30X48 pole
building prior to the principal building. All aye. Motion carried.
Motion made by Hanson, seconded by Schoeller to recommend approval
of a variance from the required 20' side yard setback to 10' with
written approval from the neighbor on the West. All aye.
Motion carried.
Mr. Mann was informed no building permits would be issued until the
City was providala proof of ownership.
Bill Hanson suggested the City invite Mr. Dick Houde to discuss the
possibility of researching any grafts that might be available to the
City.
George Atkinson suggested the City invest in a decent calculator
for use at the Planning Commission meetings.
Atkinson made motion seconded by Lorch to adjourn at 10:37 PM.
