The public hearing to consider the request of Richard Granger
to rezone 30 acres from RM to SFE was called to order at 7:31 Pr.
The property is south of Hugo and west of the railroad tracks.
The far west of the property is currently zoned SFE and he would
like to see the entire piece zoned the same. He also stated his
plans are to construct single family homes. City sewer would
be installed but no other city services.
Richard Degnan-3701 Sun Terrace, White Bear, questioned whether
City services would be installed, if so he would delay his
building plans for a short time, but he had no specific objec-
tions to the rezoning.
Steve Markeson - 4898 121st, 7.1hite Bear, would like the city
to seriously consider the problem of runoff, which in his
opinion would drain into his property, dirt roads, and would
formally request an Environmental Impact Statement be done to
insure the land could support the number of homes proposed.
1"1r.Markeso n would like the record to show that his home has
had no water proplems in 32 years of occupancy and if a prob-
lem arose after these homes were constructed he would take
whatever legal action available to correct the problem.
Judy Moline - 4827 126th St., asked if anything but single
family homes could be constructed. She was told that two
family units were allowed by Special Use Permit.
Judy Schoeller - 4995 141st St, stated there is m guarantee
that sewer won't be installed and if it is, it could pose a
problem for surrounding neighbors.
Bill Greger - feels the City should grow but closer to the
City itself, and should be a planned development and prepare
the population increase. Thr. Greger would like the City to
consider a hard surface road to provide better fire protection
to be constructed on the ,rest side of the railroad tracks (not
crossing the tracks at any point.
11r. Lynn Carlson - 12096 Everton Ave. , stated the zoning is
linked directly to the Metro plan for the protection of the
property owners. He felt the City proper should be developed
and that there be an overwhelming reason for rezoning. He
informed the commission that the City already has areas for
this kind of development (50 homes) and the Granger property
should remain agriculture.
J. Hunt - 12116 Everton, wondered what possible benefit these
homes could be to the City of Hugo.

Kathy Metry a resident of OakShore Park stated,she was not
opposed and attended the meeting only to be informed.
Terry Peterson of 126th St. Ct. informed the Commission that
the drainage leading to 126th St. Ct. is plugged and water
stands on the road. Roger Letourneau supported her comment.
They were told Rice Creek controls the ditechesa and it is
up to there own discretion to do any maintenance.
Judy Schoeller noted that she personally looked.at the zoning
map before buying there home and chose to sacrifice living on
a dirt road to live in the rural area.
rith the current zoning there is a possibility of 30 homes,
rezoning would add 20 more homes.
This public hearing was closed at 8:05 PTI.
The regular meeting was called to order at 8:12 P14.
PRESENT: Schoeller, Atkinson, Potts, Olson, Fashingbauer,
Rudisell, Lorch.
Motion made by Potts, seconded by Schoeller to approve the
minutes of December 11, 1983 as submitted after adding date.
All aye, motion carried.
1`lr. Lorch welcomed Harry Rudisell to the Planning Commission.
Granger — Rezoning 30 acres from RR1 to SFE
Mr. Schoeller felt there should be some plans or feasability
studies to determine whether the land could support that
number of homes. After speaking with the dept. of Soil
and Water Conservation, Schoeller was told that 25 acres of
that land was rated as severe, which meant a 2' to 4' water
level. The only areas suitable for building are the southeast
and far west corners.
Mr. Potts commented that the flood plain map shows the areas
suitable for building. The Question of runoff and the water
table would be addressed by three different government agencies.
T_etro would not determine if sewer was needed, the city would
make that decision. Also, after polling the residents at the
last public hm.ring they said they had no objection to one acre
homesites, now their opinions have changed. Mr. Potts also
pointed out that rezoning is the most permanent adjustment to
a community and that has been established for that area by the
homes now in Oak Shore Park.
Motion made by Schoeller, seconded by Olson to deny the re—
zoning request of Rich Granger;
Aye: Schoeller, Olson. Nay: Rudisell, Atkinson, Potts,
Fashingbauer, Lorch
Motion denied.
Motion made by Potts, seconded by Atkinson to recommend approval
of the request to rezone 30 acres from RR1 to SFE noting
Article 290-1.

Motion Carried.
Thr. Schoeller would like it noted that he supports the idea
of a road on the west side of the tracks to provide better
fire protection for residents in the area.
