MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
November 99 1977
The meeting was called to order by Chairman Larry Ehret at 8:19 PM.
PRESENT: Peloquin, Peltier, Greger, McAllister, and Ehret
Dan Koehler, Washington County, was also in attendance.
ABSENT: Gillen and Rosenquist
Motion made by Peltier, seconded by Peloquin, to approve the minutes of October 26,
1977, with the following changes: should read Lauren McCullough
Sophia Arcand
VOTING FOR: Peloquin, Peltier, Greger, and Ehret
ABSTAINED: McAllister
Motion Carried.
Donald Wri--ht — Special Use Permit
Mr, Wright had constructed a garage on Everton Avenue, and was informed that he
would need an Building Permit and Special Use Permit for the structure. He plans
on building his home on the property in the Spring of 1978. The land is zoned SFE.
Mr, Wright now owns the property along with his two sons, and plans to subdivide
in the spring. Mr. Wright was informed that for 3 or less parcels, he would have
to apply for a minor subdivision, Ehret suggested that the parcel not be broken into
more than three pieces to avoid a major subdivision. Mr, WRight was also informed
that he will have to provide the city with an irrevocable letter of credit to assure
the city that the main building will in fact be constructed. It would be returned
when a building permit is taken out on the house.
Motion made by McAllister, seconded by Peloquin, to recommend approval of the appli—
cation for Special Use Permit by Donald Wright to construct a garage before the
main residence, subject to the following conditions:
1, Mr. Wright to provide the city with a $5,000,00 irrevocable letter of credit
;with an expiration date of July 19 1978.
2. The letter of credit will be returned upon Mr. Wright's successful application
for a Building Permit for the main residence.
VOTING FOR: Peloquin, Peltier, Greger, McAllister, and Ehret
Motion Carried.
Bald Eakle Sportsman Association — Special Use Permit
Mr. William Peters, the club's attorney, was present and stated that the shooting of
shotguns has existed since the early 1960's. He stated that a question had arisen
as to the skeet houses built this summer. The club had three trap ranges, and con—
structed 2 skeets houses in conjunction with these. Mr. Peters diagrammed the

trap and skeet houses and explained how each was operated. The trap range would
service five shooters, and would take approximately 4 - 10 minutes to conclude.
The amount of total shots would be 125. A skeet round takes approximately 20 minutes
with the same amount of shots. Mr. Peters felt that this was a deintensification
of the use, because of less gun fire, noise, and lead fall. Ehret stated that the
city felt the club was a rifle range, and not a shotgun facility. Peters was sur-
prised at that, and stated that shotguns have been in use there for since the 1950'x.
Mr. Koehler felt that there request should actually be an amendment to their Special
Use Permit, because they would have automatically been granted one when the zoning
ordinance was adopted. We are now dealing with the matter of whether shotguns and
skeet houses are permitted. Ehret suggested that the Commission review the records
of old Oneka Township to find out if there was any mention of shotguns. Mr. Peters
will also provide the city with a copy of the abstract as to when the land was pur-
chased, and their articles of incorporation.
Motion made by McAllister, seconded by Peltier, to table the application of the
Bald Eagle Sportsman Club for further study, until the meeting of December 149 1977.
All aye. Motion Carried.
Let the record show that the reason for tabling is to investigate the records of
Oneka Township to determine if shotgun facilities were included at any time, and
the conditions of their operation. McAllister and Peloquin will investigate.
McAllister volunteered to get in writing what the city will accept as proof of
ownership.
Motion made by McAllister, seconded by Peloquin, to adjourn at 9:56 PM.
