MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
June 8, 1977
The meeting was called to order by Chairman Larry Ehret at 8:05 P.M.
PRESENT: Ehret, Peltier, Peloquin, and McAllister. Also present
were City Council representative, Larry Irsfeld, and Washington
County Planner, Bill Schwab.
ABSENT: Greger, Gillen, and Rosenquist
Motion made by Peloquin, seconded by Peltier, to approve the minutes
of May 25, 1977, after the following changes are made:
Page 1 Delmer Strandberg) - should read rezoning down two levels
Page 2 LaValle Excavating) - extended to June 30, 1978
Page 3 ksentence 9) - like the room
All aye. Motion carried
William Pavek - Special Use Permit
Police Chief inspected the fence in question, stating that there
the fence does limit the sight of on -coming traffic from the north,
thus creating a hazard. Copy of the report is on file.
McAllister made motion, seconded by Peloquin, to recommend that the
William Pavek, Special Use Permit, be renewed with all conditions
in tact and that Mr. Pavek's request to put the fence the south
westerly 24' in its original position be denied on the basis of the
report submitted by the Hugo Police Chief.
VOTING FOR: Ehret, Peltier, Peloquin, and McAllister
Motion carried.
Grace Development - Change RR crossing from 130th to 128th
Ken Tschida was present stating that he is working with railroad
to replace the crossing at 130th Street to 128th Street. Suburban
Engineering is working on plans.
Motion made by Peltier, seconded by McAllister, to recommend approval
of the closure of the railroad crossing at 130th Street and moved to
128th Street, and that the turn around at 130th Street be established
in accordance with the city engineer's recommendation.
VOTING FOR: Ehret, Peltier, Peloquin, and McAllister

Grace Development - Valley View
The water extension petition was turned down at the City Council
meeting of June 6, 1977. Mr. Tschida will be attempting to enlarge
the project, and proceed with a private contractor. Mr. Tschida
was questioned the possibility of building on three lots on the
corner of Goodview and 8A with private septic systems. Ehret stated
that Tschida would have to come in with proper perc tests, and
apply for a minor subdivision. Schwab requested that Mr. Tschida
leave the holes open when the perc test is made, and flag them so
they can be inspected.
Aldine Anderson - Rezoning
The original request of Mr. Anderson was recommended for approval
by the Planning Commission. The City Council moved for denial
of the Planning Commission recommendation, but in fact, did not
take any real action. Mr. Anderson has a total of 8.67 acres with
one house. He would like to rezone to RRII, to enable him to build
another house on the property. Schwab recommended against rezoning
since land is zoned agriculture. Ehret felt we should go along with
the request and grant a variance on the second home.
Motion made by Peltier, seconded by Peloquin, to recommend that final
action be taken on Aldine Anderson rezoning request to either approve
or deny, as no action was taken on November 15, 1976. The motion
at that time left the request unfinished.
VOTING FOR: Ehret, Peltier, Peloquin, and McAllister
Motion carried.
Mike Pederson - Variance
Mr. Pederson wishes to build a home on 1.1 acre of property. Peltier
stated that this property may be filed under a separate deed, and
could be grandfathered in.
Motion made by Peloquin, seconded by Peltier, requesting that the
County Planner, Bill Schwab, review the information already on file,
and come up with a logical solution to the problem. Matter to be
placed on the Planning Commission agenda for June 22, 1977.
VOTING FOR: Ehret, Peltier, Peloquin, and McAllister
Motion carried.
Clark McDermaid - Biesang
Mr. McDermaid stated that he wanted to go before the City Council rather
than the Planning Commission. Mr. McDermaid requested to be placed
on the City Council agenda for the June 20, 1977 meeting.

Len Noack - Amended Special Use Permit
Motion made by Peloquin, seconded by Peltier, to set up a public
hearing for August 10, 1977, at 7:30 P.M., Hugo City Hall, for Len
Noack's amended Special Use Permit. Mr. Noack to supply names of
property owners within 300' of the property in question.
All aye. Motion carried.
Grover Storm - Two 5 acres lots (NW corner of Sunset Lake)
Mr. Grover has a 10 acre parcel of property sitting on a 400'
dedicated road. He questioned whether he could sell two 5 acre
pieces along this road. Ehret stated that the land is zonedfor
5 acres, and he could divide the land diagonally to give one parcel
more frontage. The request would be acceptable by city ordinance.
Mr. Grover's next step would be to apply for a minor subdivision.
Recessed 10:07 P.M. Reconvened 10:16 P.M.
Motion made by Peloquin, seconded by Peltier, to delay agenda and
listen to Andrew Goiffon and Tom LaValle, and place Bruce Charpentier
next.
All aye. Motion Carried,
Tom LaValle Mining Permit
Both Tom LaValle and Andrew Goiffon were present and stated they
wished to continue operation of the pit, and will reopen for addi-
tional crushing.
Barton Contracting - Mining Permit
Motion made by Peltier, seconded by Peloquin, to recommend that the
Barton Mining Permit be extended to June 30, 1978, for the removal
of stockpiles only.
VOTING FOR: Ehret, Peltier, Peloquin, and McAllister
Motion carried.
Bruce Charnentier - Rezoning
They are interested in purchasing one acre of land from Fred Ful -
bright. Land is now zoned RB, and the request is to rezone 15
acres to SFE. The Charpentiers' have been given verbal permission
to use the 30' easement to get to the one acre. However, the pro -
b lem is that when the other acreage is developed, there would be
no access. The request for rezoning was generally acceptable. The
Planning Commission requested that the matter be tabled on the re-
quest until the Charpentiers' get a 60' easement.

Norman Horton - Special Use Permit
The City Council stated that all court action has been settled. The
Highway Department will be screening.
Motion made by Peltier, seconded by McAllister, to recommend the
renewal of the Special Use Permit Automobile Dismantling & Used
Auto Parts for Norman Horton subject to conditions as listed in
the Special Use Permit, and that the tires not be piled along the
southerly property line, and that the fire lanes be in existence
in accordance with fire map -as submitted by Norman Horton, and
subject to a current bond.
VOTING FOR: Ehret, Peltier, Peloquin, and McAllister
Motion carried.
Richard Schuh - Mining Permit
McAllister made motion, seconded by Peltier, to recommend-#ke
renew the Mining Permit for Richard Schuh to June 30, 1978, for
removal of stockpile only and proper data received.
VOTING FOR: Ehret, Peltier, Peloquin, and McAllister
Motion carried.
Charles Mussehl - Special Use Permit
Motion made by Peltier, seconded by Peloquin, to schedule a public
hearing for July 139 1977, at 7:30 P.M., Hugo City Hall, to con-
sider the request of Charles Mussehl for a Special Use Permit,
subject to proof of lease agreement and names of property owners
within 300' of the property in question.
All aye. Motion carried.
Motion made by Peltier, seconded by McAllister, to adjourn at 11:35 PM.
