MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
May 25, 1977
The public hearing regarding the rezoning request of Delmer Strand—
berg was called to order by acting Chairperson Theodora Peltier at
7:30 P.M.
PRESENT: Peltier, McAllister, Greger, Peloquin
Notice of the published hearing was read. Mr. Strandberg would like
to sell a home with 5 acres. The land is presently zoned Conservancy,
and he is asking for rezoning to RRII. Peloquin stated that this
request would mean rezoning down two levels and would never be approved
by the City Council. Peltier suggested that they try rezoning to
Agriculture if they feel they are unjustly zoned Conservancy.
Adjoining property owners, Arthur and Joanne Jensen, were present
stating that they had no problem with the rezoning request. The
public hearing was closed at 7:50 P.M.
The regular Planning Commission meeting was called to order at 8:00 P.M.
PRESENT: Peltier, Peloquin, Greger, and McAllister
Motion made by McAllister, seconded by Greger, to approve the minutes
of May 11, 1977 as presented.
All aye. Motion carried.
Delmer Strandberg - Rezoning
Peloquin made motion, seconded by McAllister, to recommend to the
City Council denial of the rezoning request of Delmer Strandberg from
Conservancy to RRII for the following reasons:
1. Rezoning down levels - Conservancy to RRII
2. Land is in the Flood Plain area, and
3. Spot rezoning.
VOTING FOR: Peltier, Peloquin, Greger, and McAllister
Motion carried.
Norman Horton - Junkyard License and Special Use Permit
Mike Gillen arrived at 8:13 P.M.
The Norm Horton matter is tabled until June 8, 1977, pending infor-
mation from City Attorney.

Secretary instructed to send an application for mining permit to
Mr. Fischer, noting the expiration date of his bond.
Bur -Lar
Motion made by Gillen, seconded by McAllister, to recommend to the .
City Council that the Bur -Lar Mining -Permit be renewed until June 30,
1978, provided that the necessary bond and certificate of insurance
is renewed through that date and payment of appropriate fees.
VOTING FOR: Peltier, Peloquin, Greger, Gillen, and McAllister
Motion carried.
Richard Schuh
No application was on file. Secretary instructed to contact Mr.
Schuh regarding application and the updating of his bond. Tabled
until June 8, 1977.
Barton
City is bargaining with Barton for the purchase of the gravel. Matter
tabled until June 8, 1977, pending information from City Council.
LaValle Excavating
Gillen made motion, seconded by Peloquin, to recommend to the City
Council that the LaValle Mining Permit be extended to June 30, 19789
subject to his slope dressing the unused portions of the pit, and
that he get some statement from Andrew Goiffon telling where it is
going to be mined. Land mined on the south side of 147th Street,
known as Andrew Goiffon farm.
VOTING FOR: Peltier, Peloquin, Greger, and McAllister
ABSTAINED: McAllister
Motion carried.
Peloquin made motion, seconded by Greger, to add Mr. Charles Mussehl
to the agenda.
All aye. Motion carried.
Mr. Mussehl would like to rent the old bank building, with an option,
to buy, for the purpose of starting a recreation center for children.

Commission
He will have to do some redecorating, and before he took any action,
was looking for some direction. The land is zoned Concentrated
Business and would require a Special Use Permit for the business.
Mr. Mussehl would like to install two pool tables, two foosball tables,
three pin ball machines, and a jukebox. The only items that would
be for sale would be pop and snacks. No cigarettes. The hours of
business during the school year would be from 4:00 P.M. to 10:00 P.M.,
and during the summer months, 11:00 A.M. to 10:00 P.M. He would
like tpe room to be primarily used by children under 18 years of age.
Mr. Mussehl would have to apply for a Special Use Permit, and a public
hearing would have to be held. Mr. Mussehl was advised to speak to
some of the neighbors before proceeding.
Motion made by Peloquin, seconded by
City Council that the owners of the
clean up their lot — weeds, etc.
All aye. Motion carried.
