MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
April 27, 1977
The meeting was called to order at 8:07 P.M. by Chairman Ehret.
PRESENT: Ehret, Peltier, Peloquin, Greger, Rosenquist, Gillen, and
McAllister
Motion made by Peltier, seconded by Greger, to approve the minutes
of April 13, 1977, after the following changes are made:
Page 2, last paragraph - Mr. Glamos to identify the location of
the buildings, set backs, parking and septic system.
Page 3, last paragraph - name should be spelled Rapson
All aye. Motion carried.
Joe Glamos - Site Plan Approval
Mr. Glamos presented the revised plans as requested by the Commission
on April 13, 1977. The official name of Mr. Glamos' business is
Glamos Wire Products.
Motion made by Peloquin, seconded by Peltier, that we recommend
approval of the site plan for Glamos Wire Products, with the stipulation
that the parking lot will be blacktopped at the time of the road being
blacktopped.
VOTING FOR: Ehret, Peltier, Peloquin, Greger, Rosenquist, Gillen,
and McAllister
Motion carried.
Delmer Strandberg*- Rezoning
Motion made by Peloquin, seconded by Peltier, that we hold a public
hearing for Delmer Strandberg for rezoning on May 25, 1977, at
7:30 P.M. Property owners within 300' of property in question to
be notified of hearing. Public hearing to be published in the Forest
Lake Times.
All aye. Motion carried.

Commission members discussed in length the data submitted by Bill
Schwab in regard to multiple family dwellings in Washington County.

Motion made by Gillen, seconded by Greger, that we recommend to the
City Council Proposal 736 of Washington County Code, as amended, for
multiple family dwell ng units to be included in SFU zoning under
Special Use Permit. (see attached)
VOTING FOR: Ehret, Peltier, Peloquin, Greger, Rosenquis t, Gillen,
and McAllister
Motion carried.
The second meeting in May will be closed to all other business so
that mining permits may be reviewed.
Mrs. Peltier will review the Bury permit. Pelouin will review the
Indykiewicz permit. Ehret will review Goiffon Thomas LaValle),
Fischer Construction, Schuh, and Barton Contracting.
Motion made by Peloquin, seconded by Peltier, that we table the
Leonard Noack junk yard license until we confer with Mr. Noack.
Mr. Noach should appear at the Commission meeting of May 11, 1977
to discuss his plan as far as continuing his operation.
All aye. Motion carried.
Motion made by Peloquin, seconded by Rosenquist, to adjourn the
meeting at 11:06 P.M.

736. Apartments and Other Multi -Family Uses.
736.01. In recommending the granting of special use permits for
structures containing three (3) or more dwelling units, the Planning
Commission shall find that the proposed development plan is in substan-
tial compliance with the approved apartment standards and Community
Housing Policies on file with the Zoning Administrator. In no event
shall any building housing three (3) or more families in a Residential
District have less that ten thousand (10,000) square feet of lot area.
736.02. A special use permit shall be required for any structure
built in SFU zoning prior to issuance of a building permit. The pirpose
of a special use permit shall be to assure that site and building plans,
as well as the impact on the neighborhood, are fully consistent with
the intent and purpose of the Zoning Regulations and the Comprehensive
Plan for the area.
All requests for special use permits shall be accompanied by a
series of site plans and data showing:
(1) Building locations, dimensions, and elevations; all signs,
structures, entry areas, storage sites, and other structural
improvements to the site.
(2) Circulation plans for both pedestrian and vehicular.
(3) Fences and screening devices.
(4) Solid waste disposal provisions and facilities.
(5) Storm drainage plan.
(6) Fire fighting and other public safety facilities and
provisions such as hydrant locations and fire lanes.
(7) Data pertaining to numbers of dwelling units, sizes, lot
area, ratios, etc.
(8) Exterior wall materials and design information.
(9) A two (2) foot contour topographic map of the existing site,
or which ever is applicable.
(10) A grading plan illustrating the proposed grade changes from
the original topographic map. All site area, when fully
developed, shall be completely graded so as to adequately
drain and dispose of all surface water, storm water, and
ground water in such a manner as to preclude large scale
erosion, unwanted ponding, and surface chemical run-off.
(11) A recreation plan illustrating in detail all recreational
facilities and structures.

(12) A landscape plan. The site, when fully developed, shall
be landscaped according to a plan approved by the Governing
Body. The landscaping plan shall specify the size, type,
and location of all trees and shrubbery and the location of
all seeded and sodded areas.
(13) A soil erosion control plan for the construction period.
Areas within the construction zone shall be fenced with
construction limit fencing as per the plan to prohibit
heavy machinery and/or materials from being placed on areas
not to be disturbed during construction. This shall, at
a minimum, include all slopes in excess of eighteen percent (18%).
736.03. The required plans shall be reviewed by the Planning
Commission and the Governing Body. The special use permit shall not be
issued until site plan approval is obtained from the Governing Body
after the required public hearing. The site plans, when approved, shall
be made part of the special use permit and non-compliance with the site
plans may be deemed by the Governing Body as grounds for the revocation
of the special use permit.
736.04 The Governing Body shall require the developer to post a full
performance bond guaranteeing that street, utility, storm drainage,
landscaping, and other individually specified improvements to the
building site are completed as proposed on plans approved by the
Governing Body.
736.05. The Governing Body at its discretion, may require that the
developer deposit in the City Park Fund, an amount as determined by
the City Council.
736.06 Lot Dimensions.
(1) Lot area per dwelling unit with sewer shall be 1800 s4. ft.
per dwelling unit subject to revision be planner.
(2) Minumum lot width - one hundred (100) feet (with central
sewer).
(3) Front yard (setback) - thirty (30) feet on a minor street
and fifty (50) feet on a major street.
(4) Side yard (setback)
Adjacent to another lot - fifteen (15) feet or three-fourths
(3/4) the height of the building,
whichever is greater.
Adjacent to street - thirty (30) feet.
(5) Rear yard (setback) - thirty (30) feet.

(6) If a site abuts more than one street or planned future street,
each street shall be treated as a frontage.
736.07. Parking Requirements.
(1) Two (2) parking spaces per unit shall be provided on the
same site as the dwelling unit. Each space shall not be
less than nine (9) feet wide and twenty (20) feet in length
and each space shall be served adequately with access drives.

(3) Parking spaces shall not be within twenty (20) feet of ad-
�oining side lot line, within the front yard, or within five
5) feet of the rear lot line.
(4) Bituminous or concrete driveways and parking areas with con-
crete curbing shall be required.
736.08. Landscape Provisions.
(1) The design shall make use of all land contained in the site.
All of the site shall be related to the circulation, recrea-
tion, screening, building, storage, landscaping, etc., so
that no portion of the site remains undeveloped.
(2) A minimum of twenty percent (20%) of the site shall be
landscaped.
736.09. Screening.
(1) Screening to a height of at least five (5) feet shall be
required where (a) any off-street parking area contains more
than six (6) parking spaces and is within thirty (30) feet
of an adjoining residential zone, and (b) where the driveway
to a parking area of more than six (6) parking spaces is
within fifteen (15) feet of an adjoining residential zone.
(2) All exterior storage shall be screened. The exterior storage
screening required shall consist of a solid fence or wall not
less than five (5) feet high, but shall not extend within
fifteen (15) feet of any street, driveway, or lot line.
(3) Sidewalks shall be provided from parking areas, loading
zones, and recreation areas to the entrances of the building.
(4) Swimming pools or other intensive recreation shall not be
placed near residences not part of the complex.
736.10 Appearance. All buildings within an apartment development
shall be so planned that they have the equivalent of a front appearance
on each exterior vertical surface.
