Apartments in SFU zoning MINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION April 13, 1977 The meeting was called to order at 8:03 P.M. by Chairman Larry Ehret. PRESENT: Ehret, Peltier, Peloquin, Greger, Rosenquist, and McAllister Larry Irsfeld, Hugo City Council, and Bill Schwab, Washington County Planning, were also present. ABSENT: Gillen Motion made by Peltier, seconded by Greger, to approve the minutes of March 23, 1977, after the following change is made: eliminate the word "just" on page 3, paragraph 2. All aye. Motion carried. Jim Olson - Proposed Building Site Mr. Olson presented his site plan after concurring with the Building Inspector, Tom Crever. McAllister made motion, seconded by Peltier, that Mr. Olson's site plan be approved as submitted with the following conditions: 1. Drain field should be 20' from the building and 10' from the south property line, 2. Parking area and access roads be covered with crushed limestone until such time as the streets are blacktopped, and 3. Planning Commission feels that one well is adequate for both sites. VOTING FOR: Ehret, Peltier, Peloquin, Greger, Rosenquist,and McAllister Motion carried. Gerald Dabe - Land Purchase Mr. Dabe is interested in purchasing 40 acres from Dennis Perreau. Mr. Perreau presented an aerial map of the property in question. They were interested in some advise as to the handling of the ease- ment they will need to get to Dabe's property. Mr. Schwab suggested that Mr. Perrea*tmaintain ownership of the private easement, and write in the easement that Perreau would have to make the driveway into a public road when Dabe's needs require it. Ehret stated that whoever develops first would be responsible for the building of the road. Ehret also stated that Mr. Perreau would have to make appli- cation for a minor subdivision. He should include in this application Hugo Planning Commission April 13, 1977 Page 2 of 4 Gerald Dabe - cont. Nproof of ownership, (2) show the position of the easement, and proof of a buildable site (perc test). Mr. Schwab will assist Mr. Dabe in the wording of the easement. Cyril LaCasse - Variance Mr. LaCasse is requesting a variance to break a 37 acre tract of land into approximately 18 acres each. Mr. Peloquin stated that he could think of only one buildable site on the property. Rosenquist made motion, seconded by Peloquin, to instruct the secre- tary to write a letter to Mr. LaCasse, that it is the opinion of the Planning Commission that the request as submitted would be acceptable provided he can prove a buildable lot site on each of the parcels. He should put himself back on the agenda when he has the information. All aye. Motion carried. Delmer Strandberg - Rezoning The City Council instructed the Planning Commission to hold the necessary public hearing regarding this rezoning request. Motion made by Peloquin, seconded by Rosenquist, that the secretary send a letter to Mr. Strandberg explaining that before final action can be taken by the Planning Commission a public hearing has to be held regarding his rezoning request. In order to hold this public hearing, we must have the names and addresses of property owners within 300' of his total property. Mr. Strandberg to keep in mind the letter submitted on March 22, 1977, from the Washington County Planning Department. All aye. Motion carried. Joe Glamos - Peloquin Industrial Park Motion made by Peloquin, seconded by McAllister, that Mr. Glamos be recognized. All aye. Motion carried. Mr. Glamos presented his site for plan for Planning Commission appro- val. Mr. Glamos has earnest money down for the purchase of more land from Peloquin and Husnik. At this time, the surveyors are dis- puting the discrepancy of an angle. Mr. Schwab pointed out that there was no indication of a septic system, parking area, or access. Mr. Ehret suggested that Glamos get a site plan, and put himself on the next agenda, April 27, 1977. Mr. Glamos to identify the loca- tion of the building, and set backs, along with parking and the septic system. Hugo Planning Commission April 13, 1977 Page 3 of 4 Jim Olson - Fire Protection Mr. Olson was asked to report on the capabilities of the Fire Depart- ment in regard to apartments. The Fire Department feels they cannot put a size on a building, therefore, will have to look at each on an individual basis. They would have no problem with a two story building. They could not handle a three story unless the botton was under the ground. Mr. Olson suggested the use of sprinkling systems. Bruce & Jeanette Charpentier Motion made by Greger, seconded by McAllister, to recognize Bruce Charpentier. All aye. Motion carried. The Charpentier's are questioning whether they would be permitted to build a house on a lot that is 4' under the required front footage of 801. Ehret stated they would be granted a variance by virture of no more land available. They were instructed to consult with City Engineer, Howard Kuusisto, regarding their questions about sewer and water. Mr. Charpentier to come back with the survey. Metro Systems Statement Mr. Greger presented a resolution regarding Open Space in the Bald Eagle area, as shown on the systems statement. City Council representative, Larry Irsfeld, stated that Mayor LaValle would like to hold a special meeting with the City Council and Planning Commission. Greger would like to get the resolution to the Metro Council before the dead line of April 14, 1977. Ehret commented that the City Coun- cil and Planning Commission is already on record as opposing the ac- quisition of land in Hugo for Open Space. Irsfeld stated that the final statement would be ready on June 1, 1977, and that the 30 day dead line was nothing concrete. Schwab said that a letter should be submitted stating Hugo's position, but leave the door open for other suggestions that may be brought up at the special meeting. A copy of the letter sent to Mr. John Boland, Metropolitan Council, was placed on file. Motion made by Greger, seconded by Peltier, to approve the letter sent to John Boland, and the subsequent resolution. All aye. Motion carried. Mr. Ehret was instructed to investigate the possibility of hiring a full time planning consultant. Mr. Ehret has written a letter to Mr. Ralph Rapson, University of Minnesota, asking his to furnish names and firms that could possibly serve Hugo in this capacity. Additional funds are available to cover this cost. Washington County Planning Department is over worked, and will be less able to assist. 44 Hugo Planning Commission April 13, 1977 Page 4of4 Washington Cbunty Planning representative, Bill Schwab, presented the information requested of him regarding apartments in SFU zoning Motion made by Rosenquist, seconded by Peltier, that the matter of apartments in SFU zoning be tabled until the next meeting, April 27, 1977. All aye. Motion carried. Motion made by Rosenquist, seconded by Peloquin, that the Planning Commission 'recommend to the City Council that they investigate the possibility of rumble strips, and or, a caution light for 170th Street and Highway 61.
