Apartments in SFU zoning RE: Special Use Permit - Royal Haven Golf Course RE: Rezoning MINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION March 23, 1977 The meeting was called to order at 8:02 P.M. by Chairman Larry Ehret. PRESENT: Ehret, Peltier, Peloquin, Greger, Gillen, Rosenquist, and McAllister. Larry Irsfeld, Hugo City Council, was also in attendance. Motion made by Peltier, seconded by Peloquin, of March 9, 1977 after the following changes Stephen Gutting ?10th line) should read — By Road easements Ord line) should read — if we All aye. Motion carried. Delmar Strandberg — Rezoning to approve the minutes are made: granting this variance should consider Mr. Strandberg would like to sell five acres with an existing building on land that is presently zoned conservancy. Mr. Bill Schwab submitted a written report on the rezoning request and stated that the land is zoned conservancy because the land is subject to a high water table. It was the general concensus of the commission that a rezoning of the land be denied. Mr. Ehret advised Strandberg that he would have to prove there is a building site before a rezoning could be considered. Motion made by Greger, seconded by Gillen, that the Planning Commission recommend denial to the City Council of the rezoning request because of the zoning ordinance. Land is zoned conservancy for a good reason. The request is inconsistent with the zoning laws and comprehensive plan. VOTING FOR: Ehret, Peltier, Peloquin, Greger, Gillen, Rosenquist, and McAllister Motion carried. Road Easements Bill Schwab's recommendation on road easements was read by Ehret. Mr. Ehret reaffirmed the attorney's and engineer's compliance with the decision to grant a 30' easement to Stephen Gutting. The 300' frontage is not considered on large acreage. To get a building permit, you need only have access to the road. Ron Goulette — Ro-yal Haven Golf Course Mr. Goulette would like to set up an 18—hole golf course, situated on 134 acres. Mr. Goulette presented a contour map as from Carley & Associates as the land supposedly lies today. The clubhouse is to be a block structure with approximately 4,000 sq ft on two floors. Mr. Goulette wanted preliminary approval of the golf course before any more expenses were to be incurred. Mr. Goulette was asked to supply the following at his next appearance: 1. Actual numbers - drainage capacity and projected runoff. 2. A contour of the land as it is proposed to be, 3. The actual number of trees to be removed, 4. Proof there is sand available. If dirt is to be hauled, how much and what roads. 5. Permits and location of the wells, 6. The exact boundaries of the property in question, 7. The proposed location of the clubhouse with accompanying perc test, 8. Site plan, 9. Sanitary sewer and water plan with estimated use per day, 10. Proof of ownership. Apartments in SFU zoning Mr. Rosenquist suggested writing to Carl Dale asking what is allowed and What is not allowed in relation to the building of apartments. Mr. Gillen was concerned with the fire capacity of Hugo. Rosenquist made motion, seconded by McAllister, that the Planning Commission contact Hugo's fire chief for information we need for the fire capacity, and Carl Dale in regard to changes made in apart- ment planning in the last five years. Rosenquist withdrew his motion. Rosenquist made motion, seconded by Peltier, that a letter be sent to Hugo's fire chief, and Washington County Planner, Bill Schwab, requesting the information we need to rewrite an amendment to our ordinance to allow apartment buildings in SFU zoning. Rosenquist withdrew his motion. Peloquin made motion, seconded by Peltier, that we write to Bill Schwab requesting information as far as multiple dwellings by Special Use Permit, in regard to restrictions and items that are permitted (set backs, for example), possible obtained from Washington County zoning ordinance. To include a report from the fire chief of fire capacity for fire protection. All aye. Motion carried. Hugo Planning Commission March 23, 1977 Page 3 of 3 Jim Olson Mr. Olson would like to construct a 50' x 100' building in the Peloquin Industrial Park. The set back of the building will be determined by the location of the road. Mr. Olson to appear again with more definite plan. The Systems Statement from Metro Council was presented to the commission. It is a preliminary draft to be reviewed by the members. The Metro Council would like their recommendations within 30 days. Mr. Ehret received a letter from the Washington County Planning De- partment in regard to historic and cultural toHr booklets. Copies are available at the Washington County Office Building for distri- bution to the public. The matter of the proposed sanitary landfill in Hugo was discussed. Chairman Ehret requested the secretary write a letter to the City of Oakdale asking them what procedures they used in their successful fight against the dump proposed in Oakdale. City Council represen- tative, Larry Irsfeld, is to contact the council to see about the possibility of setting up a special meeting in the near future.
