OF THE HUGO PLANNING COMMISSION
February 16, 1977
The meeting was called to order by Chairman Ehret at 7:58 P.M.
PRESENT: Ehret, Peltier, Peloquin, Greger, Rosenquist, and Gillen
ABSENT: McAllister
Mrs. Peltier was to contact Carl Dale. Mr. Dale stated that in the
case of lots 5 acres or more, easements are included in the minimum
lot size. Vern Peloquin had not heard anything from City Attorney,
Charles Johnson, as of this date. Larry Ehret talked to Bill Schwab,
and he stated that in the case of 5 acres and above, we could allow
for short lots at a 10% loss of acreage. He also felt that on large
acreage, we should stick to a 60' easement.
Mr. Spitzer, City Council, interjected that in the next couple of
months, the Planning Commission should set up a public hearing on
the proposed sanitary landfill in Hugo.
The commission members discussed the matter of minimum lot size, and
came up with the following outline to be reviewed and discussed at
the next regular meeting, February 23, 1977:
1. Easements
A. Roads
B. Private
C. Sewer and Water (to include drainage ditches)
D. Pedestrian and Bike Paths
E. Power Lines
F. Gas and Oil Pipe Lines
2. Allowable Minimum Lot Size
A. 916? Subject to easements above
B. Other - Land in agricultural, conservancy, and rural residential
2 zoning districts divided along fractional section lines,
describable in the following terms, meet the minimum lot size
requirements:
Agriculture: 4 of4 of 4 of a section
Conservancy: of 1 of 1 of a section
RR2: of If of 4 of 4 of a section
Minimum lot sizes as defined elsewhere in this document refer
specifically to land sub -divided in some other manner.
Division along fractional section lines allows inclusion of land
controlled by public ownership or regulated by the exercise of
public power. Meandered lakes, park land, roadways required by
the zoning ordinance, state owned roadways, and property acquired
by eminent domain proceedings are examples of such restriction
and ownership.

Motion made by Peloquin, seconded by Peltier, to adjourn at 10:50 P.M.
