MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
December 27, 1978
The meeting was called to order by acting Chairman, Theodora Peltier,
at 8:05 P.M.
PRESENT: Peloquin, Peltier, Greger, Gillen, McAllister
ABSENT: Ehret
Motion made by Peliier, seconded by Peloquin, after the following cor—
rection is made:

Mrs. Peltier felt that Olsen needs a Minor Subdivision. McAllister felt
that Olsen needed a full Subdivision. Peloquin thought he shouldapply
for a resubdivision, and Gillen concurred. Joan Greger, adjoining pro—
perty owner, questioned the septic system location, and was concerned
with the proximity to three existing wells. Mrs. Mary Stromen also
expressed concern about the septic system. She stated that only improve—
ments would better the existing conditions on the lots. Mr. Stromen
felt that plenty of notice was given to adjoining property owners, and
that a public hearing was not necessary, as suggested by McAllister.
Motion made by Gillen, seconded by McAllister, to hold a public hearing
for resubdivision.
VOTING FOR: McAllister
VOTING AGAINST: Peloquin, Peltier, Greger, and Gillen
MOTION FAILED
Mr. Olsen needs a variance for front and rear setbacks.

Motion made by McAllister, seconded by Greger to table the Olsen matter
for resubdivision, and variance for front and rear setbacks until the
meeting of January 10, 1979. At that time, Mr. Olsen is to provide
copies of perc tests in the area where the septic system will be in—
stalled. The site plan should show driveway and existing traveled
path on Everton Avenue.

The Planning Commission has discussed joining the Massa property exception
to the Gallon property. We accept Robert Olsen's application with no fee
since no fee was specified in Chapter 290-9F, and recommend that the City
Oouncil set the fee to be paid. The existing garage must be removed before
the house is built, or Mr. Olsen is to provide a letter of credit or cert-
ified check to insure its removal.
Motion made by McAllister, seconded by Gillen, to add Donald Sempel to
the agenda.
ALL AYE: MOTION CARRIED
Safeway House Movers - Site Plan Approval
Mr. Sempel submitted a site plan and application for approval.
Motion made by McAllister, seconded by Gillen, to recommend approval of
the Site Plan, subject to fee payment, for a 24' X 60' cold storage
building, as submitted on Site Plan.
ALL AYE: MOTION CARRIED
Watchman Quarters in Industrial Zone
Provision should be made to allow for watchmen quarters in Industrial
zone as a special use. A definition of watchman quarters should be
established for city for incorporation into City Code.
Motion made by Greger, seconded by Peloquin, to adjourn at 10:46 P.M.
