Vern Peloquin RE: Minor Subdivision - Industrial Park MINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION December 13, 1978 The meeting was called to order by Chairman Larry Ehret at 8:07 PM. PRESENT: Peloquin, Peltier, Greger, Gillen, McAllister, and Ehret Dan Koehler, Washington County, was also present. ABSENT: Woeltge Motion made by Peltier, seconded by Peloquin, to approve the minutes of November 8, 1978, after the following changes have been made: Page 1 (Rezoning) - The neighbors adjoining the property Page 1 Minor Sub) - land to the north and west is zoned Agriculture Page 1 (" - in terms of large acreage Page 2 1 - recommend approval Page 3 Dean Atkinson) - He is requesting to construct All aye. Motion Carried. VERN PELOQUIN - MINOR SUBDIVISION Mr. Atkinson had previously obtained a Site Plan for construction in the Peloquin Industrial Park. However, a Minor Subdivision had never been obtained. Peloquin stated that an updated subdivision for the park is being worked on. Motion made by McAllister, seconded by Peltier, to recommend approval of the Minor Subdivision for Vern Peloquin to subdivide 1.6A from a 3.4A parcel in the Peloquin Industrial Park. VOTING FOR: Peltier, Gillen, Greger, McAllister and Ehret ABSTAINED: Peloquin Motion Carried. MARDON HOMES - SUBDIVISION Mr. Tramm presented the Commission with his new concept for the preliminary plan. The red markings indicate the new plan made by their surveyor, and the green markings were supplied by Howard Kuusisto. McAllister stated that the driveways were essentially the same as the previously submitted plans. McAllister asked if a drainage plan has been submitted, and Tramm answeredno, and that he was just looking for approval of the concept. Mr. Tramm is to provide the Commission with copies of perc tests that are not on file. McAllister said that the new concept had new lot lines and will change the location of the septic system, but each lot will still have an acceptable site. Ehret stated that the Council had requested the possibi- lity of reviewing a different access to the land. Tramm stated that this had not been done. Peloquin said that the only alternative was a road west of the Van Beek house, and would be an unsafe location. Hugo Planning Comm. December 13, 1978 Page 2 of 3 Mardon Homes - Sub (cont.) McAllister suggested that the Commission obtain the septic system stan- dards from Rice Creek seeing as they have to approve each site. Gillen thought that the Commission should send them more specifics on each lot along with a contour map. Greger inquired what was going to be done with Outlot A. He felt that it should be attached with another lot or provi- sions made for its sale. Koehler recommended that Outlot A be divided between lots 4 & 5, or combined with one of the other lots. McAllister restated that the roads would have to be blacktopped, and Mr. Tramm stated that he was aware of it. McAllister felt that the new plan submitted was actually a sketch plan and not a preliminary plan, and all the newly added data should be transcribed onto a more clearly described plan. MOTION: McAllister made motion, seconded by Greger, to recommend approval of the preliminary plan for Mardon Homes, to accept the location of the new road location on the preli- minary plan (green lines) and the lot lines as changed. The road is approved subject to any recommendations of the City Engineer. Koehler stated that there was no pere test on Lot 3, Block 1, and no soils review from the Building Inspector. McAllister stated that there are now 10 lots instead of 9. Let the record show that Lot 3, Block 1, in the newly submitted preliminary plan does not have a pert test nor soil boring. VOTING FOR: Peloquin, Peliter, Gillen, Greger, McAllister and Ehret Motion Carried. Let the record show that the Planning Commission would like to see a satisfactory disposal of Outlot A in the form of attachment to some other property prior to any plan approval. NEIL EGGEN - SPECIAL USE PERMIT Cancelled GERALD DABS - SUBDIVISION Mr. Dabe submitted his new application for a Major Subdivision along with fee of $20.00. The $40.00 applied to his application for a Minor Subdivi- sion was credited to the new application. Mr. Charles Weber, adjoining property owner, was present, and stated that at the time he purchased his land, he was not aware of a public road, and it was constructed without his permission. Mr. Dabe stated that Mrs. Perreault had given him a 60' easement for the construction of a road to his property, and this was included on his warranty deed. Mr. Weber said that he is puchasing dairy cattle, and his land is now divided by a road. Ehret said that the ease- ment was a matter of public record, and he should have been aware of such. MOTION: McAllister made motion, seconded by Peltier, to set a public hearing for January 10, 1979, at 7:30 PM, to consider the request of Gerald Dabe to divide 40 acres into one 20 acre parcel and 2 - 10 acre parcels. All aye. Motion Carried. Hugo Planning Commission December 13, 1978 Page 3 of 3 Motion made by McAllister, seconded by Peltier, to add Mr. Bob Olsen to the agenda. All aye. Motion Carried Mr. Olson has purchased land previously owned by Joe Massa and Mr. Gallon. Mr. Massa had requested permission to sell this same piece of property from the city. He was instructed to obtain a new certificate of survey and present a pert test. This information was never submitted by Massa. Mr. Olsen's intention was to construct a home on Gallon's property and a home on Massa's land. Peloquin said that he would have to say no to two houses, and Greger would like to see the two lots combined with one house. Ehret thought that Mr. Olsen should incorporate the Gallon and Massa lots into one deed. Mr. Olsen was instructed to fill out an appli- cation for a variance for a substandard lot and for setback requirements. Mr. Olsen will be placed on the agenda for December 27, 1978, and at that time submit a site plan indicating the size of lot, the size of house and placement on the land, and the setbacks, Greger will notify the neighbors of the apppplication for variance. TEDDY PELTIER_&: BIhL GREGER - TERMS EXPIRF. 12/-i1/7R Mr. Ehret received a letter of resignation from Dave Woeltge effective immediately. He has recently changed employment and will not have enough time to devout to the Commission. Motion made by Peloquin, seconded by Peltier, to accept the resignation of Dave Woeltge. All aye. Motion Carried. Motion made by Peloquin, seconded by Gillen, to recommend to the City Council the reappointment of Teddy Peltier to the Planning Commission. All aye. Motion Carried. Motion made by Peltier, seconded by Gillen, to recommend to the City Council the reappoint ment of Bill Greger to the Planning Commission. All aye. Motion Carried. Ehret stated that he will not stand for reappointment as Chairman of the Planning Commission effective April 1, 1979. Let the minutes show that I (Ehret) will not accept a permanent appointment as Chairman of the Planning Commission for 1979, but in lieu of the resignation of Dave Woeltge and the shortage of members, will consider a temporary appointment. Motion made by Peloquin, seconded by Peltier, that the City Clerk submit a notice to the Forest Lake Times requesting candidates to fill the vacancies on the Planning Commission effective on January 1, 1979 and April 1, 1979.
