John Ilalinka :tip:: Subdivision ffj MINUTES OF TIE PROCEEDINGS OF THE HUGO PLANNING COMMISSION October 259 1978 The meeting was called to order by acting Chairman Teddy Peltier at 8:11 PM. PRESENT: Peloquin, Peltier, Greger, Woeltge and McAllister Dan Koehler, Washington County Planning, was also present. ABSENT: Gillen and Ehret Motion made by Peloquin, seconded by Woeltge, to approve the minutes of October 11, 1978, as presented. VOTING FOR: Peloquin, Peltier, Greger, Woeltge and McAllister Motion Carried GERALD DABE — REZONLUG Mr. Dabe was present, and submitted the necessary information requested at the previous meeting. (EIMT ARRIVED AT 8:13 PM). A report and sketch plan were presented by Howard Kuusisto. The Commission discussed at length the proposed easement. Dan Koehler and Tom Crever both approved of the perc tests as presented. Dan Koehler suggested that the city request a 60' easement to run along the length of the 40 acres to the west. A public hearing will be held November 8, 1978, to consider Mr. Dabe's request for a rezoning. Mr. Dabe was also instructed to make application of a Minor Subdivision. DICK GENRICH — VARIANCE Mr. Genrich has now made application for a variance from the standard drain field to electro—osmosis system for sewage system on two building sites. The previous perc tests presented failed to meet the city's standards. Mr. Koehler had contacted PCA and they stated that it was an alternative system, and would only recommend installation where a standard system has failed. They do not recommend for new development. He said that data on the system is not complete as of this time. Tom Crever had done some investigation, and he stated that he would like see how it operates so that it could possibly incorporated into Hugo. Mr. Coolbroth, president of the companyp was present and related to the Commission the principle of the system. Data on the system was presented to the Commission for their review. Motion made by Greger, seconded by McAllister, to table the request until the meeting of November 89 1978, for further review of material presented. VOTING FOR: Peloquin, Greger, Woeltge, McAllister, and Ehret ABSTAINED: Peltier Motion Carried. Hugo Planning Commission October 259 1978 Page 2 of 2 JOHN KUINhA — SU13LIVISION Mr. Nalinka is requesting to revive the original subdivision request of Jerry Moe. At this point, McAllister stated that he would like some direction from the City Council as to road surfacing requirements for future subdivisions. i°ir. Malinka had also expressed some interest in having the land rezoned from Agriculture to R_RII. The Commission said that the city discourages spot rezoning. Ehret suggested that the secretary write a letter to the City Council asking at what point we pick up the Jerry Moe property for subdivision, noting the City Council minutes of January 199 1976 (motion made and approved that a variance to gravel roads and extension of road cul—de—sac be granted). The Planning Commission would also like to know status of approval of the preliminary plat. It is apparent from the minutes of June 24, 1976, that approval of the preliminary plat was not given. Mr. 1-1alinka, was instructed to make a new application for the subdivision and provide the necessary data. TOIL CR -ITER I4.r. Crever inquired about the proposed land division of Charles Shubat. Let the minutes show that it is the understanding of the Planning Commission that property in the large acreage, meeting the requirements of the city, needs only the approval of the City Council for registration.
