PRESENT: Ehret, Peloquin, Peltier, Greger, Gillen, Woeltgel, and McAllister Potion made by Peltier, seconded by Peloquin, to approve the minutes of August 99 1978, after the following changes have been made: Page 2 ('Jheeler� — Mr. Wheeler is proposirLT Page 2 LaCasse — if a Special Use Permit were to be issued All aye. Motion Carried. FRED BENSON — SPECIAL USE PIT31IT Mr. Haggerty, Benson's attorney, stated that 217 acres have been purchased. The agreement was contingent on obtaining permit for the construction of the dog kennel. Mr. Haggerty's main concern was that after the permit was issued, there could be the possibility of future Planning Commission or City Council revoking the permit. .Ehret stated that as long as the conditions of the permit were met, there should be no problem. The kennel would house approximately 40 dogs, maixmum. Mr. Rossbach, the kennel's designer, stated that the original plans called for 30 runs, but for economic, reasons, may be reduced to 20 runs. The walls of the kennel will be constructed of concrete blocks, and have flushed, honeycombed doors. The kennel will have three septic systems. The center system will be the typical septic system; the other two will only handle liquids. Gillen stated that he would like to know the dba at the walls,, and the transmission lost. Mr. Haggerty stated that approximately 150 acres willi?Cused in the farming operation. Mr. Benson stated that there will be a minimum amount of shooting necessitated in the training of the dogs. There will be no dog trials on the property. Most of the ammunition used will be from a blank pistol, with very little real ammunition used. The amount of shooting will vary, depending on necessity. r?otion made by McAllister, seconded by Peltier, to set a public hearing for September 139 1978, at 7:30 PM, Hugo City Hall, t� consider the request of Fred Benson for a Special Use Permit *6' -construction` dog; kennel. Noise emission at outer walls, and sound transmission loss at the weakest walls & doors 4. Perc tests and borings 5. Current site and construction plans 6. Parking lot area 7. Septic System design 8. The requested information regarding soil tests on Lot B were not in order. Ilotion made by McAllister, seconded by Greger, to recommend approval of the Minor Subdivision for Karl Schoeller, for subdividing a 3 acre parcel into two parcels — one acre parcel referred to as Lot C and two acre parcel referred to as Lot A. VOTING FOR: Peltier, Greger, Woeltge, McAllister and Ehret ABSTAINED: Peloquin and Gillen Motion Carried MIKE, MULA„RONI — SIMTCH PLANS FOR VALLEY VIEW TERRACE 3 AND LAICE VT.J TERRACES Mr. Mularoni has discussed the driveway situation with Washington County, and they have verbally agreed with a double driveway situation. Approval will also be required for the ditch on the land from Rice Creek Watershed. (GILLEN LEFT =, MEETING AT APPROXIi•ZATELY 10:00 PM), Valley View 3 will encompass 92 acres, with the average lot size being approximately 16,000 sq. ft. The roads will be blacktopped with a 32, surface. All the lots will be serviced by sewer and water. The water drainage on the land was discussed. Ehret stated that there is, in fact, a potential water problem in the area, and would like to see some figures of how many gallons of water would be generated because of the project. It was determined that part of this project fell into the Flood Plain area. The next time the projects are discussed, the Planning Commission would like reports from their engineer and Rice Creek. 'ERN PELOQUIll — DISCUSSION ON MINOR SUBDIVISION Requested opinion of Planning Commission regarding the clarification of eliminating assessments on a Plate Number.
