MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
August 9, 1978
The meeting was called to order by acting Chairman, Teddy Peltier, at 8:24 P.M.
PRESENT: Peloquin, Peltier, Greger, and McAllister
Dan Koehler, Washington County Planning, was also present.
ABSENT: Gillen, Woeltge, and Ehret
Motion made by Peloquin, seconded by Greger, to approve the minutes at the end of
the meeting.
All aye. Motion Carried.
Motion made by Peloquin, seconded by Greger, to add Karl Schoeller to the agenda.
All aye. Motion Carried.
KARL SCHOELLER — MINOR SUBDIVISION
Karen Carlson, Mr. Schoeller's daughter, was his representative at the meeting. Mr.
Schoeller is requesting to divide 3 acres into 3 one acre parcels. Proof of ownership
and a survey were provided for the request. Mrs. Carlson stated that the perc tests
had not been done, as yet, but hoped to have them by this weekend. McAllister stated
that the request meets all the zoning requirements.
Motion made by McAllister, seconded by Greger, to recommend approval of the Minor
Subdivision for Karl Schoeller, to subdivide 3 acres into 3 one acre parcels. Pere
tests are to be provided prior to the City Council meeting of August 219 1978.
VOTING FOR: Peloquin, Peltier, Greger, and McAllister
Motion Carried,
AUGUST OLIN ER — MINOR SUBDIVISION
Mr. Olinger is requesting to divide one lot into two lots. Land is zoned '317. Mr. John
Olinger provided the Commission with proof of ownership and certificate of survey.
Mr. Koehler informed Olinger that a certificate of survey showing the new lot would
be required for approval. The property in question has city sewer.
Motion made by Peloquin, seconded by McAllister, to recommend approval of the Minor
Subdivision for August Olinger, to divide one lot into two lots in the SFU zone. Mr.
Olinger was instructed to provide the City Council with a certificate of survey for
the new lot for their meeting of August 21, 1978.

LARRY WMWR — SITE PLAN APPROVAL
Mr. Wheeler is propos alto purchase approximately three acres in the Peloquin Industrial
Park. Mr. Wheeler employs 17 people (5 in office and 12 in shop),, and manufactures
large steel tanks. Their business does no galvanizing. The Commission discussedt
at lengths several ways to position his building on the property. Mr. Wheeler was
instructed to provide the following on his finished site plan:

1. Draw building on plan the way it is going to be situated on the lot and setbacks.
2. Pere test
3. Outside lighting
4. Screening (proposed fencing)
5. Landscaping
b. Parking lot
7. Location of wells septic systems and drain field
8. Driveway
9. Fire lanes
Tfir. Wheeler is to be placed on the agenda of August 239 1978 for further discussion.
DAVID LACASSE — SITE PLAN APPROVAL
Mr. LaCasse is requesting permission to construct a 30' x 49' pole barn to use for
storages shop areal and perform mechanical on his own cars and machinery. The
building would be constructed on his father's property,, approximately 23A. His
father owns an additional 80 acres lying across the street in another county. The
building would be the only one resting on the land. There was discussion on the
possibility of Mr. LaCasse applying for a Special Use Permit for the building.
Mr. Koehler stated that if a Special Use Permit were�4LIssued, and he sold the land,
the city would have a difficult time keeping track of what is going on there.
Gillen stated he would like to see a clearer outline of just what the building is
going to be used for.
Motion made by Peloquin, seconded by McAllister, to table the request until August 23,
1978, for further discussion.

SCHUH MIMIl`TG OPERATION
Police Chief Barth filed a copy of a complain -4 regarding Mr. Schuh's operationgwith
the Planning Commission. They received a call stativg that trucks were hauling
from the Schuh pit very early, and were not taking adequate precautions against the
dust problems. They further stated that the trucks were speeding. The Police De—
partment determined that although the trucks were within the prescribed speed limits,
they may have been driving too fast for the existing road conditions. They were also
raising a large amount of dust. The Planning Commission suggested that a copy of the
report be forwarded to Richard Schuh and Howard Kuugisto. The City Clerk should also
notify Mayor LaValle of the existing problem.

after the following changes have been made:
