MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
April 26, 1978
The meeting was called to order by Chairman Larry Ehret at 8:07 PM.
PRESENT: Peloquin, Greger, Woeltge, McAllister, and Ehret
ABSENT: Peltier and Gillen
Motion made by Ehret, seconded by Peloquin, to let the minutes of April 12,
1978, stand as is, with the following note attached: Let the minutes state
that Gillen contacted Ehret that correction made in minutes changing optimum
killing range from three miles to two miles (Page 2 — 6th line).
All aye. Motion carried.
Everett Gallivan — Rezoning
Mr. Gallivan was present, and is requesting permission to rezone the north
west corner of his twenty acres (3 lots) from RRI to SFE. The Commission
discussed possible ways to obtain access to the property and to subdivide
the land. The main sewer interceptor crosses the land, but they are unable
to hook up to it. Mr. Koehler, Washington County Planning, advised against
the rezoning because of the high water table. (PELTIER ARRIVED AT 8:17 PM).
If Mr. Gallivan subdivides three lots, he would fall under a major subdivision.
As the property lies now, there is 262' of road frontage on Exhall Avenue.
The ordinance would require 390' for the three lots. Ehret suggested that
the matter be tabled until the next regular meeting so that Mr. Gallivan can
contact the City Engineer to determine the possibility of obtaining sewer
to his land. Mr. Koehler advised that Mr. Gallivan contact a surveyor as
soon as possible, and come up with a concept plan for the whole 43 acres.
Motion made by McAllister, seconded by Peloquin, to table the Gallivan request
until the meeting of May 109 1978.
All aye. Motion Carried.
Motion made by Peltier, seconded by Woeltge, to add Mr. Tony Niemczyk to
the agenda.
All aye. Motion Carried.
Motion made by Peloquin, seconded by McAllister, to consider the Niemczyk request
b efore the Len Noack matter.
All aye. Motion Carried.
Tony Niemczyk — Subdivision
Mr. Koehler supplied the Commission with three proposals to consider for possible
ways to subdivide the land. The Commission discussed at great lengths the proposals

to determine the most satisfactory way to divide the land. It was the concensus
of the Planning Commission to support Proposal #2 as redrawn by Dan Koehler. The
70 acres to the eas4i'should be known as two outlots and be sold as contiguous
acreage with the platted property. Deeds should be combined so that there is no
buildable lot created in outlot property.
Len Noack — JunkyardLim
Motion made by Ehret, seconded by Peloquin, directing the secretary to write
a letter to Mr. Len Noack stating that the Planning Commission would like to
know his plans for the construction of a fence on the south property line, and
renewal of his permit will be withheld until that information is made available.
He is to be requested to appear at the meeting of May 100 1978.
All aye. Motion Carried.
Comprehensive Land UsePlata
Chairman Ehret made the following statement: "I would like to request that the
Planning Commission go on record as strongly opposing any action of the City
Council that should and does involve the Planning Commission be taken by the
City Council without Planning Commission's prior knowledge. Further, that as
Chairman of the Planning Commission, I will not pass recommendation on costs of
updating the Comprehensive Plan, as presented, because we have had no knowledge
or input for what costs are for."
Motion made by McAllister, seconded by Peltier, that the Planning Commission
forward request without any recommendation because there are no details to
substantiate the expenditures.
VOTING FOR: Peltier, Woeltge, and McAllister
VOTING AGAINST: Peloquin and Greger
ABSTAINED: Ehret
Motion Carried.
The Planning Commission has asked Mr. Carl Dale to attend the meeting of May 109
1978 to explain what his input would be in updating the Comprehensive Plan. Any
Council members are welcomed.
Motion made by Peloquin, seconded by Woeltge, to adjourn at 11:15 PM.
