B/,ID EAGli'; SPORTSI,1_0 ASSOCIATION - SP'.TCIAL Ua'T PERI-iIT r-cAllister reported on the meeting held at the Bald H,avle Sportsman Association on Saturday, March 259, 1978, Several Commission members, Bald Eagle officials, and Police Chief Barth met to check the club's safety procedure. McAllister stated that it was his iu-qualified opinion that a deliberately fired shot could not leave the property. Gillen stated that it was his qualified opinion that the optimum killin • rsnr~e of a ?70 rifle is 3 miles. McAllister felt there was no safety problem if shots were fired from the desiinated shooting areas. McAllister made motion, seconded by Woelt ge, to recommend approval of the Special Use rermit for the Bald 'E'agle Sportsman Association subject to the following conditions: 1. A sign listing; she name, hours of operation, club and emergency telephone numbers, be installed at the main gate. The safety rules are to be posted on the sign. 2. A fence to be maintained in a tight and upright condition. Sims identifying the property be posted so that at no point is there not a sign readable. 3. A telephone to be installed and maintained. 4. The City of Ilu,!o to be provided with proof of liability insurance. 5. i embership not to exceed 2%. 6. The Cit-,, of Hu o be provided with a correct list of names, addresses, and phone numbers of club's officers. 7. it minimum of 500 trees be planted each year. 0. Impulse noise levels shall at no time exceed the levels to be drawn up by the 'Pollution Control Agency. Once the plans are approved b,, the City Council, the otners will have six (6) months to complete construction in accord-mce with the abatement plans so approved. 13. lit no time shall there be a change in the physical operation of the club without notification to the c.i`W and at no time shall the current size of the physical operation of the club be increased. 14. The 200 yard range to be discontinued at its current location. 15. Should the City Council determine that any of the conditions of the :3pecial Use --Permit have been violated_ and that said violation has not been corrected within thirt-r (30) days of notification of the property owner of said violation, the City Council shall schedule a public hearing, with notice to the owners, to consider the violation or violations, and thereafter may suspend, modify, or revoke the 31)ecial Use Permit, ;ivin; reason for the action taken.
