The meetinq was called to order by Mayor Stoltzman at 7:05 PM.
PRESENT: Barnes, Brunotte, Leroux„ Miron, Stoltzman

Leroux made motion, Barnes seconded, to table approval of the minutes for
December 20, 1993, until the Council meeting of January 18, 1994.
All Aye. Motion Carried.
Barnes made motion, Miron seconded, to approve the claims for January 3,
1994, in the amount of $130,535.55.
All aye. Motion Carried.
REQUEST FOR TIME EXTENSION (LEMAY)
On October 19, 1992, the Council considered a request from Tom and Sharon
LeMay for site plan approval to construct a home on their property located
at 9296 130th Street North. The LeMay's wish to live in an existing home
on the property until they have completed a new home. The Council
approved their request subject to a $•3,000 financial guarantee to insure
removal of the old residence within 90 days of obtaining a Certificate of
Jccupancy for the new home. The LeMay's have requested a 90 -day extension
to allow them the opportunity to remove any plants, shrubbery, and trees
currently next to the old house, after the spring thaw. Staff recommended
approval of the request based on their providing the City the required
financial guarantee, and removal of the existing home by June 1, 1994.
Stoltzman made motion, Brunotte seconded, to approve the request of Tom
Lemay, 9296 130th Street, for a 90 -day extension to the requirement to
have the old house removed upon issuance of a Certificate of Occupancy for
their new home. The extension will allow the LeMays time to remove any
plants, shrubbery, and trees currently next to the old house.

SUP AND AGREEMENT (STOLTZMAN)
At the Council meeting of December 20, 1993, the Council tabled action
upon an Agreement between Laura M::. Stoltzman and Walter W. Stoltzman, and
Walter L. Stoltzman (Stoltzman's) regarding the continued operation of an
auto repair business, and continued cleanup efforts of their property
located a 8221 and 8139 157th Street. Action on the Aq_reement was tabled
to provide time for the City Attorney to prepare minor amendments to the
Agreement regarding the auto repair business, and to prepare a Special Use
Permit for the continued reclamation and recycling of materials existing
on the property. The discussion continued at tonight's meeting regarding
language in the documents that would be acceptable to the Stoltzman
family. The City Attorney will make the recommended changes in the
documents.

Barnes made motion, LeroUX seconded, to table the matter of the Stoltzman
Agreement until the meeting of January 18, 1994.

1994 BOARD OF REVIEW SCHEDULE
The City received notice from the Washington County Assessor's Office of
their intention to conduct Hugo's Board of Review on April 18, 1994 and
May i, 1994. Both dates coincide with regularly scheduled City Council
meetings. The assessor's office intends to distribute the final Board of
Review schedule on February 1, 1994, and requests that the City confirm
these dates.
Stoltzman made motion, Miron seconded, that the City of Huqo schedule its
Board of Review for April 18, 1994, from 9:00 AM to 11:00 AM, and May 2,
1994, at 6:00 PM.

1994 APPOINTMENTS
Stoltzman made motion, Barnes seconded, to reappoint Tim Agness to the
Hugo Planning Commission for a term to expire 12/31/97.
All aye. Motion Carried.
Stoltzman made motion, Leroux seconded, to appoint Jim Kellison to fill
the remainder of the term recently vacated by Bob Oswald, to expire on
12/31/96.
VOTING AYE: Barnes, LeroUX, Miron, Stoltzman
VOTING NAY: Brunotte
Motion Carried.
Stoltzman made motion, Miron seconded, to appoint Jim Wisner as the Civil
Defense Director for the year 1994.
All aye. Motion Carried.
Stoltzman made motion, Miron seconded, to accept the recommendation of the
Hugo Fire Chief and appoint Jim Compton 1st Assistant Chief and Ron Gray
2nd Assistant Fire Chief of the Hugo Volunteer Fire Dept.
All aye. Motion Carried.
Barnes made motion, Stoltzman seconded, to appoint Bernard Brunotte as the
Council's representative on the Board of Zoning Adjustments.
All aye. Motion Carried.

as the City's official depository for the year 1994.

Stoltzman made motion, Brunotte seconded, to designate the Forest La6:.e
Times as the City's legal newspaper for the year 1994.
All aye. Motion Carried.
Stoltzman made motion, LerouX seconded, to appoint Howard k;uusi5t0 as the
City's engineer.
All aye. Motion Carried.
Barnes made motion, Miron seconded, authorizing City staff to prepare
Requests for Proposals for engineering services for the City of Hugo.

Stoltzman made motion, Miron seconded, to appoint Greg Galler as the
:;ity's attorney for the year 1994.
All aye. Motion Carried.
Stoltzman made motion, Miron seconded, to appoint Hobert MuseUs as the
City's Zoning Administrator for the year 1994.
All aye. Motion Carried.
Stoltzman made motion, Brunotte seconded, to appoint Council member Fran
Miron as acting Mayor for the year 1994.

ABSTAINED: Miron
Motion Carried.
Stoltzman made motion, Brunotte seconded, to appoint Theodora Peltier as
the chairperson for the Hugo Planning Commission for the year 1994.
All aye. Motion Carried.
Stoltzman made motion, Brunotte seconded, to appoint Carole LaBelle as the
secretary for the Hugo Planning Commission for the year 1994.
All aye. Motion Carried.
Stoltzman made motion, Brunotte seconded, to appoint Jim Wisner Fire Chief
of the Hugo Volunteer Fire Department for the year 1994.
All aye. Motion Carried.

MISCELLANEOUS
The City received a letter from Washington County Public Works Department
regarding the transfer of Municipal State Aid Highway Dollars to the State
Aid Regular Account. A public hearing has been set for February 1, 1994
to discuss this transfer.
The District Memorial Hospital Board has requested that all City Councils
involved in the recent litigation attend a meeting to further discuss this
matter.
Stoltzman made motion, Miron seconded, to schedule a Council meeting for
January 20, 1994, at 7:00 PM, to be held at the Forest Lake Town Hall, to
further discuss the District Memorial Hospital/HealthSpan issue.
All aye. Motion Carried.
GLEN REIMEF
Miron made motion, Brunotte seconded, to accept the recommendation of the
Fire Chief, and appoint Glen Reimer to the HUgo Volunteer Fire Department,
effective January 3, 1994.
VOTING AYE: Barnes, Erunotte, Leroux, Miron
VOTING NAY: Stoltzman
Stoltzman stated that he voted no because the Fire Chief had not, as yet,
submitted a list as to the status of previous applicants.
Erunotte made motion, Barnes seconded, that the 2nd Council meeting in
January be held on 01/18/94 because the 01/17/94 is a legal holiday.
All aye. Motion Carried.
The Council was reminded of a meeting on January 11, 1994, at 7:30 PM, to
discuss surface water management.
The Council requested that they receive a list indicating the Council
liaison to the Planning Commission, and the month of their responsibility.
Leroux made motion. Barnes seconded, to adjourn at 8:45 PM.
